ART. 32. To see if the Town will vote to use for the pur- poses of a public playground or recreation centre, and the pro- motion of recreation, play sport and physical education, any portion or portions of the land situated in said Arlington and bounded by land of the Boston and Maine Railroad, by land now or formerly of Annie M. Easte and of the Frost Insecticide Company, and now or formerly of Mary E. Hall, by Massachu- setts Avenue and Schouler Court and land now or formerly of O'Keefe and of the Arlington Gas Light Company ; to construct buildings thereon and provide equipment for said purposes; to determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for all or any of the purposes aforesaid; determine in what manner the money shall be raised, or take any action relating thereto.


ART. 33. To see if the Town will accept the provisions of Sections 42 to 44, both inclusive, of Chapter 48 of the General

Laws, relating to fire departments; establish a fire department to be under the control of an officer to be known as the chief of the fire department; or take any action relating thereto.


ART. 34. To see if the Town will appoint a committee to procure plans and estimates for the construction of a building and the installation therein of fire alarm apparatus on town land bounded by Massachusetts Avenue, Broadway and Frank- lin Street; make an appropriation therefor; or take any action relating thereto.


ART. 35. To see if the Town will vote to accept the pro- visions of Chapter 31 of the General Laws, and the Amendments thereto, relating to civil service, in so far as they apply to the Labor Service of the Town, as classified in the division of civil service of the department of civil service and registration; to notify the Commissioner of Civil Service concerning the adop- tion of this vote; or to take any action relating thereto.

ART. 36. To see if the Town will vote to adopt the so- called Three Shift Plan for the Police Department; or take any action thereon.

ART. 37. To see if the Town will authorize the selectmen to acquire by purchase or otherwise, for any municipal purpose, all or any portion of a certain parcel of land situated in said Arlington and bounded by Spy Pond, land now or formerly of Clifford F. Perkins, Addison Street, land formerly of Edith G. Walker and of R. L. Hodgdon; make an appropriation of money for the purpose; determine in what manner the money shall be raised; or take any action relating thereto.


ART. 38. To determine what sum of money the Town shall raise by general tax to defray town expenses, overdrafts of 1922, interest, debt and state aid, and make an appropriation for the same.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the seven

MIDDLESEX COUNTY


By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, places and objects of the meeting was published in the local papers, and also by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting.

In pursuance of the foregoing warrant the legal voters of the Town of Arlington met in their respective voting places in said Arlington on Monday the fifth day of March, in the year of Our Lord one thousand nine hundred and twenty-three at six (6) o'clock in the forenoon.

The foregoing officers were sworn to the faithful perfor- mance of their duties. The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.


The polls were declared open in each precinct at six o'clock in the morning and remained open until five o'clock in the

afternoon, at which time, after due notice they were declared closed.


The ballots were counted by the election officers in each precinct, the tally sheets and total tally sheets prepared by the Town Clerk being used.


The ballots cast were, after being counted, enclosed in en- velopes, sealed, signed by the election officers, encased in a wood- en box which was locked and sealed and the same delivered to the Registrars of Voters in the Town Clerk's Office. .


The Registrars canvassed the return as made by the election officers and the result was announced by the Town Clerk as follows:

In accordance with the notice contained in the warrant calling the annual meeting of March 5th, 1923, the Town Meet-

ing Members met in the Town Hall on Wednesday evening, March 28th, 1923, at eight o'clock and were called to order by the Moderator, John G. Brackett, who had been duly sworn by the Town Clerk.


All the members present were sworn by the Town Clerk.


One hundred and seventy-eight members attended the meeting.


Copies of the warrant having been distributed to all the members the reading of the various articles was dispensed with, the Town Clerk reading the return of the Constable who served the Warrant.


Before Article 2 was taken up Charles H. Higgins, Chairman of the Board of Selectmen, requested permission of the meeting to announce the death of Frank W. Hodgdon. Permission being granted Mr. Higgins presented the following Resolutions, which he read, and which were unanimously adopted by rising vote.


WHEREAS in His great wisdom the Almighty God has seen fit to call to Him our townsman, Frank W. Hodgdon, and


WHEREAS Frank W. Hodgdon was one of the outstanding figures of our time in our town affairs rendering not only to the Town, but to the Nation and to the State efficient and whole- hearted service, and


WHEREAS it seems fitting that the Town should in some way perpetuate on its records the appreciation of his fellow-townsmen for the service he has rendered and preserve the memory of that service for the future generations


Now, THEREFORE, BE IT RESOLVED:


That the Town Meeting Members of the Town of Arlington in Town Meeting assembled this 28th day of March, 1923, ex- press their sense of loss in the death of Frank W. Hodgdon and extend their sympathy to his family, and


BE IT RESOLVED :


That by the death of Mr. Hodgdon the Town has lost an honest, fearless and conscientious citizen, whose service to the Town will be appreciated by the generations to come as it is now appreciated by those who knew him, and

Voted: That the reports of the Selectmen and the various town officers, as presented in the Town Reports, together with the additions of the table of statistics of Assessors and Commit- tees heretofore appointed be accepted.


Voted (on motion of Mr. Frederick W. Hill, Chairman of the Finance Committee): That Articles 4 to 24 inclusive of the warrant be now taken up and that the recommendations of the Finance Committee, under the articles in their report, be con- sidered as now before the meeting, to be voted upon without further motion, separately and in the order in which they appear in said report.

Article 4 taken up. (Appropriation for Robbins Library).

Voted: That the Dog Tax and the sum of $10,000 be and hereby is appropriated for the maintenance of the Robbins Li- brary and branches for the year 1923, the same to be expended under the direction of the Trustees of said Library.


Article 5 taken up. (Appropriation for schools).


Voted: That the sum of $327,569 be and hereby is appropri- ated for the public schools for the year 1923, the same to be ex- pended under the direction of the School Committee.


Article 6 taken up. (Memorial Day appropriation).


Voted: That the sum of $700 be and hereby is appropriated for the proper observance of Memorial Day; $300 to be expended under direction of Francis Gould Post 36, G.A.R., $100 under direction of the Spanish War Veterans, and the balance $300 under the direction of Arlington Post 39, the American Legion.


Article 7 taken up. (Water for public purposes).


Voted: That the sum of $7,000 be and hereby is appropri- ated to be paid to the Water Department for water used for fire hydrants, street watering, and public buildings for the year 1923.


Article 8 taken up. (Construction of permanent sidewalks and installation of curbstone).


Voted: That the sum of $10,000 be and hereby is appropri- ated for the construction of permanent sidewalks and the install- ing of curbstones for the year 1923.


Article 9 taken up. (Highway Division appropriation).


Voted: That the sum of $112,000 be and hereby is appropri- ated for the use of the Highway Division of the Board of Public Works for the year 1923; that for this purpose the sum of $7,766.60 be taken from Highway Funds now in the Treasury and the balance $104,233.40 be raised by general tax; said ap- propriation to be expended under the direction of the Board of Public Works as follows: Maintenance of highways $69,000.00

ARLINGTON TOWN REPORT


Article 10 taken up. (Sewerage maintenance).


Voted: That the sum of $7,000 be and hereby is appropri- ated for the maintenance of the Sewerage System for the year 1923, the same to be expended under the direction of the Board of Public Works.


Article 11 taken up. (Extension of sewerage system).


Voted (unanimously): That the sum of $41,500 be and hereby is appropriated for the extension of the Sewerage System, and for this purpose $18,205.26 be raised by general tax, $3,294.74 be transferred from Sewer Funds now in the Treasury, and for the balance $20,000 the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of $20,000 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine; said appropriation to be expended under direction of the Board of Public Works.


Article 12 taken up. (Extension of water mains).


Voted (unanimously), That the sum of $25,000 be and hereby is appropriated for the extension of Water Mains, and for this purpose $13,000 be raised by general tax, and for the balance $12,000 the Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow said sum of $12,000 and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than three years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine; said appropriation to be ex- pended under the direction of the Board of Public Works.


Article 13 taken up. (Extension of storm drains).


Voted: That the sum of $18,000 be and hereby is appropri- ated for the extension of the Storm Drain System for the year 1923, the same to be expended under the direction of the Board of Public Works.
