Arlington, March 7, 1927.


In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday, the seventh day of March, in the year of our Lord one thousand nine hundred and twenty-seven, at seven o'clock in the forenoon.


The following places were designated as the voting places for the various precincts: Precinct 1, Crosby School Building, Winter Street; Precinct 2, Hardy School Building, Lake Street; Precincts 3, 4, 5 and 6, Robbins Memorial Town Hall; Precinct 7, Locke School Building, Park Avenue.


The following elected officers, having been duly appointed by the Selectmen, were assigned for duty at the various precincts as follows :-

The foregoing officers were sworn to the faithful perform- ance of their duties. The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the election was supplied by the Town Clerk and turned over to the officers of the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening, at which time after due notice they were declared closed.


The ballots were counted by the election officers in each precinct, the tally sheets and total tally sheets prepared by the Town Clerk being used.

ARLINGTON TOWN REPORT


The ballots cast, after being counted, were enclosed in envelopes, sealed, signed by the election officers, and encased in wooden boxes which were locked and the same were de- livered to the Registrars of Voters in the Town Clerk's Office.


The Town Clerk and Registrars of Voters upon receipt of the returns from the several precincts forthwith canvassed the same and announced the result.

A petition for a recount of the votes cast on March 7, 1927, for Town Meeting Member for the term of one year in Precinct 3 was filed in accordance with law in the office of the Town Clerk on Wednesday, March 9, 1927.


Accordingly a recount of the above mentioned offices was held on Saturday, March 12, 1927, at 9 o'clock in the forenoon in the Hearing Room, Robbins Memorial Town Hall. Messrs. Eben F. Dewing, John W. Dacey, William H. Keefe and Miss E. Caroline Pierce, Registrars of Voters, made the recount. Candidate Egbert E. Stackpole and Candidate Augustus J. ANNUAL MEETING


Arlington, March 24, 1927.


Pursuant to the Warrant of the Selectmen served accord- ing to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington, and posted at two places in each precinct, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Thursday, March 24, 1927, at eight o'clock in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of James F. Higgins and Albert K. Peirce. The lists contained the names of two hundred and sixty-seven Town Meeting Members qualified to participate and vote in Town Meetings in Arlington.

The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and nine members attended the meeting.


The meeting was called to order at eight o'clock P.M. by the Moderator, John G. Brackett.


The Town Meeting Members were sworn by the Moderator.


Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the meeting voting on Nelson B. Crosby's motion to dispense with the reading of the remainder of the Warrant.


On motion of Nelson B. Crosby :


Voted: That if the business in the warrant calling this meeting has not been disposed of on this date, the meeting adjourn to March 31, 1927, at eight o'clock.


On motion of Nelson B. Crosby :


Voted: That Article 2 be taken up.

Voted: That the report as presented by Edward N. Lacey of the committee under vote of the Town passed May 28, 1925, to consider the amendment, alteration, repeal or revision of or additions to the Town's by-laws be received.


The report is as follows:


TOWN OF ARLINGTON


March 24, 1927.


The Committee on revision of Town By-Laws, appointed under vote of the Town May 28, 1925, made a partial report at the Annual Meeting in 1926, and the changes in several of the Building By-Laws which it recommended were accepted and later approved by the Attorney General, and already several apartment houses have been constructed under the revised By-Laws.


Revision of other sections are necessary to bring the Build- ing By-Laws up to date, and the Committee expects to submit the revised sections at a later meeting, but will have to ask for additional funds before it can present amendments to the Town for consideration.


The Committee had appropriated, for its use, $500.00, but it now finds that this sum has been practically exhausted, due to an expense of $358.10 which the Committee did not anticipate would be charged against its appropriation. This sum was for advertising the new By-Law after its approval by the Attorney General, and required by law before it could become effective.

Voted: That the report as presented by Elliott R. Barker of the committee under vote of the Town passed April 5, 1926, to investigate and consider the matter of a memorial or memo- rials commemorating the services and sacrifices of persons who served in the World War be received.


The report is as follows:


January 26, 1927.


Mr. Moderator, and Town Meeting Members:


At the annual town meeting of March 26, 1926, it was voted,-


"That a special committee of five citizens be appointed by the Moderator to investigate and consider the matter of a memorial or memorials commemorating the services and sacrifices of persons who served in the World War, such com- mittee to have the power to fill vacancies, and to report to the Town not later than the annual meeting of 1927; and that the sum of $500 be and hereby is appropriated for the use of said committee."


The Moderator appointed John A. Bishop, Warren A. Peirce, Sr., Walter E. Lombard, Frank M. Harwood and Elliott R. Barker members of this committee. The resigna- tion of Mr. Peirce caused a vacancy which was filled by the election of Roger W. Homer.


In order to appreciate the amount of thought and work devoted to the problem of a suitable World War Memorial for Arlington we must look back to the days immediately follow- ing the armistice of November 11, 1918, over eight years ago, when every patriotic citizen was filled with pride at the success- ful conclusion of the war. More than 1,000 men registered from Arlington, and we are justly proud of their service and sacrifices.


To express the sentiment of the Town and its appreciation for this loyal patriotic service it was first proposed to erect a roll of honor recording the names of all who served in the war.

Our former Town Clerk, Mr. Robinson, Miss Pierce, our present Town Clerk, and the American Legion have tried to compile a correct list, but so far have been unsuccessful.


Our Town Meeting of Dec. 18, 1918, voted to have the Planning Board report on a Roll of Honor. Reports were made at our meetings of March 24, 1919, and March 24, 1920, pointing out the difficulties encountered and finally recom- mending a special committee to consider. the question.


Following the Roll of Honor movement a few years elapsed before an effort was made by the Arlington Board of Trade to crystallize sentiment for a memorial, to investigate costs and locations, and to enlist the cooperation of the various churches, societies and clubs in some definite plan of action. At the invitation of the Board of Trade forty-three of our organiza- tions each appointed two members to a World War Memorial Committee, thus forming a committee of 86 members. During 1925 and 1926 this committee through sub-committees and in full committee meetings made careful investigations of all types of memorials selected by neighboring towns and cities and of all suggested memorials for Arlington.


Through suggestions from all sources they had the follow- ing 10 types of memorials to consider, (1) monument, (2) memo- rial park, (3) athletic field with memorial entrance, (4) bas relief like the Shaw Memorial, (5) community building, (6) statue, (7) memorial tablet, (8) bronze group, (9) memorial swimming pool, and (10) memorial flag pole.


The meetings of the committee of 86 developed many excellent suggestions and crystallized sentiment along certain lines. At the suggestion of the American Legion it was decided that the proposed memorial should commemorate those who lost their lives in the war. It was also decided that it was the duty of the Town to pay for the memorial, this being the only way in which each individual would pay his share and have a part in the project.


Your committee thus fell heir to very valuable suggestions, committee reports and sentiments from many of our most able

citizens. We therefore bring to you our own decisions strength- ened by the thoughts developed in a series of very instructive meetings.


We make the following recommendations:


1. That a memorial be erected without further delay.


2. That the Town's sentiments can best be expressed through a work of art or a piece of statuary.


3. That the memorial should commemorate those who sacrificed their lives in the World War.


4. That the best location for the memorial is on the spacious lawn in front of the senior high school, where our youth will most readily learn the memorial lesson.


5. That the Town should make the necessary appropria- tion.


We estimate the cost of the completed project as follows:

Elliott R. Barker reported that there was no formal report to make from the committee under vote of the Town passed January 20, 1927, to procure plans and estimates for the con- struction of a Junior High School Building on land of the Town situated on Tufts Street, or on any other land within the area bounded by Foster Street, Massachusetts Avenue, Harlow Street and Broadway.
