On the substitute motion of the Finance Committee:


Voted: (Unanimously) That the Selectmen be and hereby are authorized and empowered, on behalf of the Town, to purchase or take in fee by eminent domain or otherwise acquire, for the purpose of constructing thereon a school build- ing, a certain parcel of land within the area described in Article 53 of the warrant, shown upon a plan marked "Plan of Proposed School Site on Land of Mary J. Dickson in Arlington, Mass., Scale 1" =40' March 21, 1927, Geo. E. Ahern, Town Engineer," filed in the office of the Town Engineer, and bounded and described as follows: Beginning at the southwesterly corner of land of Mary J. Dickson in Pheasant Avenue so called and on the dividing line between said Dickson land and land now or formerly of E. S. Farmer, thence running northeasterly along said dividing line two hundred sixty (260) feet more or less to the southwesterly side line of Mountain Avenue so called, thence running southeasterly through said land of Mary

Dickson and along the southwesterly line of "Mountain Ave. Proposed Ext." as shown on said plan, said line being nearly parallel to said Pheasant Avenue, six hundred fifteen (615) feet to a point, thence running southwesterly through said land of Mary J. Dickson to a stone wall at land now or formerly of David Irwin two hundred fifty-five (255) feet more or less, thence running northwesterly along said wall and through said Pheasant Avenue extended six hundred fifty (650) feet more or less to the point of beginning, containing about 3.23 acres, all as shown on said plan; that for this purpose the sum of four thousand ($4,000) dollars be and hereby is appropriated; and that said sum be raised by general tax and expended under the direction of the Selectmen.


Article 62 taken up. (Band Concerts.)


Voted: That the Town do not appropriate the sum of five hundred ($500) dollars, or any other sum, to be expended under the direction of the Selectmen for the purpose of conducting band concerts within the Town during the ensuing year.


Article 63 taken up. (War Memorial.)


Elliott R. Barker, Chairman of the Committee on War Memorial, presented pictures of the model as made by Mr. Dallin and as recommended in the Report of the Committee presented March 24, 1927.


The substitute motion as made by Mr. Barker was lost.


On the substitute motion of Warren A. Peirce:


Voted: That a special committee of seven citizens, including the Selectmen and four other persons, be appointed by the Moderator to make a comprehensive study of a Com- munity or other Building as a memorial commemorating the services and sacrifices of persons who served in the World War, such committee to have the power to fill vacancies, and to report to the Town not later than the annual meeting of 1928; and that the sum of $500 be and hereby is appropriated for the use of said committee.

Voted: That the Committee appointed under vote of March 26, 1926, on World War Memorial be discharged.


Article 64 taken up. (Amendment of Zoning By-Law.)


Voted: (Unanimously) That the Town's Zoning By-Law be and hereby is amended by altering the zoning map therein referred to so as to include in a Business District all that certain parcel of land situated on Park Boulevard and more particu- larly described in Article 64 of the Warrant.


Article 65 taken up. (Amendment of Zoning By-Law.)


Voted: That the Town do not amend its Zoning By-Law by altering the zoning map therein referred to so as to include in a Business District all or any portion of the area on the southerly side of Massachusetts Avenue now included in the Business District and General Residence District and more particularly described in Article 65 of the Warrant.


Article 66 taken up. (Sale of. Land.)


Voted: (Unanimously) That the Selectmen be and hereby are authorized and empowered, in the name and on behalf of the Town, to sell and convey all the right, title and interest of the Town in and to a certain parcel of land situated on Summer Street and more particularly described in Article 66 of the warrant, and to execute, acknowledge and deliver any proper documents, all for the minimum amount of twenty-five ($25) dollars and upon such other terms as the Selectmen shall consider proper.

to purchase or take in fee by eminent domain or otherwise acquire for the enlargement of the school lot and /or the en- largement of its Town Hall lot a certain parcel of land with the buildings thereon, situated in said Arlington and bounded as follows: Southwesterly on Maple Street, eighty-one and 57/100 (81.57) feet; northwesterly on land of the Town of Arlington, two hundred nine and 82/100 (209.82) feet, north- easterly on land of the Town of Arlington, eighty-three and 20/100 (83.20) feet; southeasterly on land now or formerly of Cousins, one hundred twenty-two and 79/100 (122.79) feet; northeasterly on said last named land, five and 58/100 (5.58) feet; and southeasterly on land of Taylor, one hundred four and 38/100 (104.38) feet; containing eighteen thousand, three hundred and seventy-five (18,375) square feet of land and being shown on a plan entitled "Plan of land in Arlington, Mass.," C. Article 68 taken up. (Interest, Town Debt, Overdrafts, Town Expenses.)


Voted: (Unanimously) That the sum of $66,500 be and hereby is appropriated for the payment of interest during the year 1927; and that for this purpose the sum of $4,902.50 be taken from the receipts of the Water Department; $7,126.39 from available balances and receipts now in the Treasury, and the balance of $54,471.11 be raised by general tax.


Voted: (Unanimously) That the sum of $128,900 be and hereby is appropriated for the payment of bonds and notes maturing in 1927; and that for this purpose the sum of $12,500 be taken from the receipts of the Water Department; the sum

of $51.05 available for said purpose be taken from the proceeds of the sales of houses now in the Treasury; the sum of $1,498.45 be taken from premiums on loans now in the Treasury, and the balance $114,850.50 be raised by general tax.


Voted: (Unanimously) That the sum of $72,597.50 be and hereby is appropriated from the income of the Water Department during the year 1927 for Water Department maintenance and Metropolitan Water Assessments.


Voted: (Unanimously) That the sum of $5,000 be and hereby is appropriated for the Sinking Fund, the same to be raised by general tax.


Voted: (Unanimously) That the sum of $11,990.38 be and hereby is appropriated to provide for overdrafts, the same to be taken from available balances and receipts now in the Treasury.

Arlington, April 21, 1927.


Pursuant to the vote of adjournment on April 14, 1927, the Town Meeting Members met in the Town Hall on Thursday evening, April 21, 1927, notices having been sent by mail by the Town Clerk seven days before the meeting and posted at two places in each precinct. A notice was published in the local paper.


Lists of the duly qualified Town Meeting Members were used at the entrance of the meeting place and were in charge of James F. Higgins and Albert K. Peirce.


The Check Lists filed with the Town Clerk at the close of the meeting showed that one hundred and forty-five members attended the meeting.


The meeting was called to order at eight o'clock by the Moderator, John G. Brackett.


The Town Meeting Members who had not already been sworn were sworn by the Moderator.

Voted: That if the business calling this meeting is not disposed of on this date, the meeting adjourn to Friday evening, May 6, 1927, at eight o'clock.

TOWN WARRANT


The Commonwealth of Massachusetts, Middlesex, ss. To the Constables of the Town of Arlington, in said County: Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington to meet in the Town Hall in said Town on Tuesday, the 29th Day of November, 1927, at 8 o'clock P.M., to act on the following Articles, viz :-


Article 1. To hear and act on the reports of the committee under vote of the Town passed April 7, 1927, to investigate and make recommendations for the disposition of the Old Town Hall; of the committee under vote of the Town passed April 7, 1927, to investigate the matter of a suitable playground at Arlington Heights; of the committee under vote of the Town passed April 14, 1927, to make a study of a community or other building as a memorial to commemorate the services and sacrifices of persons who served in the World War; and of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will vote to change and alter any portion or portions of the east wing of the Robbins Memorial Town Hall; make an appropriation therefore; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 3. To see if the Town will authorize the Selectmen to procure plans and estimates for the change and alteration of any portion or portions of the Highland Hose House; for the reconstruction and enlargement of the said House; and/or for the construction of a new building for the use of the Fire Department; make an appropriation for the purpose; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will appropriate the sum of $450.00, or any other sum, for the use of the committee appointed under the vote of the Town passed April 7, 1927, under article number 61 of the Warrant for the Annual Meeting, to investigate the matter of a suitable playground at Arlington Heights; determine in what manner the money shall be raised; or take any action relating thereto.

To see if the Town will appoint a committee to procure plans and specifications for the construction of a twelve-room addition to the present Junior High School West building, and also estimates of the cost of such addition, of the original equipment and furnishings thereof, and of the grading of the grounds of said school, said committee to report to the Town not later than the annual meeting of 1928; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 9. To see if the Town will amend, alter, repeal, revise and add to the Town's by-laws, and more particularly by-laws relating to the Treasurer (See Article 6 thereof); by- laws relating to the Auditor (See Article 7 thereof); by-laws

To see if the Town will amend its Zoning By- Law by altering the Zoning Map therein referred to so as to include in a single residence district all or any portion of the area bounded easterly by Mystic Street, southeasterly by the present business district as shown on said Zoning Map; southerly and southwesterly by the business district on the northerly side of Summer Street as shown on said Map; northwesterly by the single residence district as shown on said Map; and north- erly by the single residence district as shown on said Map; or take any action relating thereto.

Arlington, Mass., Nov. 21, 1927.


Middlesex County :


By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall. seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local paper.
