Annual Report of The Town Clerk For the Year 1953
The following order is found recorded under the date of May 26, 1702, in the Town Clerk's records, and is in- cluded in the Town Clerk's report as an item of interest.
"Whereas there is much disorder and inconvenience within the Town by reasons of persons not orderly attending the Town Meetings, according to warning, as also by persons dis- orderly or tumultously speaking in said meetings when con- vened and met, as also by disorderly departing said meetings without leave; for prevention of which be it ORDERED by said Town of Eastham and it is hereby ordered and enacted by said Town and voted at a Town Meeting May 26, 1702, that when and so often as there shall be a Town Meeting orderly warned, according to the usual custom of this town, every per- son qualified for voting in said meeting and living by common reputation within seven miles of the Meeting House, that doth not attend said meeting at times appointed or at times of call- ing over, shall be fined sixpence for every such default, and every person qualified for voting as aforesaid that shall depart without leave orderly obtained before breaking up of said meeting shall be fined sixpence for every such default . . . "
With the steady growth of Eastham the detail work in each office increases. This office is not equipped, at the present time, to adequately file records which are required by law to be kept. There is therefore, in the Annual Town Meeting Warrant, an article asking that means be provided for this purpose. New filing space will help in increasing the efficiency in the working routine, and will prove to be indispensable.
Under Selective Service, males must register on their 18th birthday. This can be done at the Town Clerk's office during working hours.

An outstanding feature of the 1954 licenses will be the "Number Plate". This will be a 3x4 buff colored card on which appears in large bold figures, the serial number of the licenses issued. This is to be inserted in a plastic holder and is required by law to be worn on the middle of the back on the outer clothing of every person who hunts, fishes or traps in this State.

ANNUAL TOWN MEETING
Held in Eastham Auditorium February 16, 1953
The Annual Town Meeting was called to order at 10:00 A.M. by the Moderator, Winfred J. Knowles, Daniel W. Sparrow, Jr., and Ralph L. Rogers were appointed as tel- lers and duly sworn by the Town Clerk, L. Isabelle Brackett.
Article 1: Voted: not to deduct the sum of $3730.00 from the School Budget. This amount was the amount fig- ured in the School budget as being the necessary sum to send the 7th and 8th grades to Orleans for the ensuing year.
Vote: Yes 27, No 49.
Voted : to change the amount being asked for the Town Report Appropriation from $600.00 to $704.10. Unanimous Vote.
Voted. to change the amount being asked for the Mis- cellaneous Account from $400.00 to $700.00, in order to take care of additional expense on the new Fire Alarm system. Unanimous voice vote.
Voted : not to deduct the sum of $784.00 from the School Budget, this being the amount necessary to send the 7th Grade to Orleans for the ensuing year. Vote: Yes 34, No 54.
Voted : to raise and appropriate the sum of $49,187.00 for the School Budget. Vote : Yes 75, No 19.
Voted : to raise and appropriate the sum of $66,561.88, this amount remaining in the entire budget as submitted by Department Heads. Unanimous Vote.
Article 2. Voted : to fix the salary and compensation of all elective officers of the Town as provided by Section 108, of Chapter 44, General Laws as amended, and raise and ap-

propriate the sum of $7525.00 for said salaries as follows : Unanimous Vote
Article 3. Voted : to elect Joseph L. Putnam as Town Director for the Cape Cod Extension Service. Unanimous Vote.
Article 4. Voted : that the refunded Dog Tax be placed at the disposal of the Eastham Public Library. Unanimous Vote.
Article 5. Voted : that the Treasurer be authorized, with the Approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and issue a note or notes therefor payable in one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws. Unanimous Vote
Article 6. Voted : that the Town authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the reimbursement of the financial year beginning January 1, 1953, and issue a note or notes therefore payable in one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws. Unanimous Vote.
Article 7. Voted : that the Town raise and appropriate the sum of $500.00 for the establishment and maintenance of a free bed in the Cape Cod Hospital, Hyannis, Mass., for the care and treatment of persons certified by the Selectmen to be residents of the town, and unable to pay for such care and treatment, in accordance with Chapter III, Section 74, General Laws. Unanimous Vote.

Article 8. Voted : to raise and appropriate the sum of $1,500.00 for the protection and propogation of Shellfish. Unanimous Vote.
Article 9. Voted: to authorize the Selectmen to sell property taken under tax title procedure, and to raise and appropriate the sum of $500.00 for this purpose.
Article 10. Voted : to pay a bounty of fifty cents each for woodchucks and twenty cents each for crows, killed within the boundaries of the Town, and raise and approp- riate the sum of $50.00 for this purpose. Unanimous Vote.
Article 11. Voted : that the Moderator appoint a Com- mittee of seven members, one of whom shall be a member of the Board of Selectmen, and three shall be fishermen, this committee to
1. Investigate the work desirable to be done on the Eastham side of Rock Harbor Creek, in conjunction with the work now being done by Orleans,
2. To contact with State and County officials and others regarding their financial assistance on such work,
3. Submit a report and recommendations to a Special Town Meeting at the earliest date possible. Unanimous Vote.
Article 12. Voted : to raise and appropriate the sum of $400.00 for the upkeep of the Windmill and lot. Unanimous Vote.
Article 14. Voted : that the Moderator be authorized to appoint a building committee of seven to secure preliminary plans to provide additional building space for Eastham Grammar School students and to raise and appropriate the sum of $1000.00 for the use of this committee, said Commit-

tee to report at a Special Town Meeting or the next An- nual Town Meeting. Unanimous Vote.
Article 15. Voted : to postpone indefinitely Article 15. (To raise $1500.00 to re-shingle roof of Eastham School). Unanimous Vote.
Article 16. Voted : that Article 12, applying to chimneys in the By-law regulating the construction of building be amended by striking out "No chimney shall be constructed without fire clay flue linings continous from bottom to top in all flues" and inserting the following : "Brick and precast cement block chimneys shall have fire clay flue linings con- tinuous from bottom to top in all flues and any type of man- ufactured precast chimney approved by the National Board of Fire Underwriters and not in conflict with the State Fire Marshall's office shall likewise be permissable Unanimous Vote.
Article 17. Voted : to raise and appropriate the sum of $500.00 to purchase new tables and benches for the new din- ing room. Unanimous Vote.
Article 18. Voted : to raise and appropriate the sum of $500.00 for Public Amusements and Municipal advertising purposes under Chapter 154, Acts of 1950. Unanimous Vote.
Article 19. Voted : to raise and appropriate the sum of $300.00 for the purpose of holding Band Concerts by the Cape Cod Band in the ensuing year. Yes 46, No 35.
Article 20. Voted : not to raise and appropriate the sum of $300.00 for the purpose of moving the Band Stand from the Town Hall grounds to the parking lot at Great Pond. Unanimous Vote.

Article 21. Voted : to amend Section 1 of the By-laws pertaining to the opening of the Annual Town Meeting to read "meeting shall be called to order at 7 o'clock in the evening instead of 10 o'clock in the forenoon" as the By-law now reads. Yes 94, No 14.
Article 22. Voted : that the Moderator appoint a com- mittee to investigate the possibilities and advantages of several forms of insulation and the cost of each and to re- port the findings at a future Town Meeting. Unanimous Voice Vote.
Article 23. Voted : to raise and appropriate the sum of $1,000.00 for the purpose of waterproofing the walls of the Old Town Hall section. Unanimous Vote.
Article 24. Voted : that the Town accept the lay-out of the re-location and widening of a Town Way, (Samoset Road, so-called), from the Railroad crossing to the waters of Cape Cod Bay, as reported and recommended by the Selectmen and that the Selectmen be authorized and instruc- ted to take by gift, purchase, or eminent domain, the land or interests in the land within said re-location and widening for the purpose of a Town Way, and raise and appropriate the sum of $100.00 for this purpose. Unanimous Vote.
Article 25. Voted : that the town raise and appropriate the sum of $525.00 for a new snow plow for the Highway Department. Unanimous Vote.
Article 26. Voted : to raise and appropriate the sum of $1000.00 to be spent under the provisions of Chapter 90 for the completion of Ocean View Drive. Unanimous Vote.

Voted: to amend Article 11 pertaining to building lines of the By-law regulating the construction, etc., of buildings to read "the building lines of structures for human habitation shall not be nearer the nearest boundary of any public way than 30 feet", instead of "the building of structures for human habitation of third class construc- tion shall not be nearer the nearest boundary of any public way than 30 feet". Unanimous Vote.
Article 29. Voted : to raise and appropriate the sum of $427.52 for the unpaid 1952 bills. Unanimous Vote.
Article 30. Voted : to raise and appropriate the sum of $400.00 for the suppression and eradication of Poison Ivy, under Chapter 282, Acts of 1947. Unanimous Vote.
Article 31. Voted : that the layout of a Park and Bath- ing Beach on the Ocean side, from Ocean Drive, so-called, as reported by the Selectmen be accepted and adopted, and that the Selectmen be authorized and instructed to take by purchase, gift or eminent domain, the land, or interests in the land, within said lay-outs for said purpose. Unanimous Vote.
Article 32. Voted : to raise and appropriate the sum of $1600.00 for the purchase of 500 feet of 21/2 inch hose and 500 feet of 1 1/2 inch hose for the Fire Department. Unanimous Vote.
Article 33. Voted: to accept the Reports of all com- mittees and the following Resolution to be read into the records :
Whereas, the fishing industry as a whole, is of very

great importance in the economic lives of many of our citi- zens, and
Whereas, the citizens of Eastham believe in, and prac- tice, conservation in their own fisheries, and
Whereas, we believe the provisions of House Bill No. 855 to be detrimental to the economic lives of many of our citizens and opposed to the best interests of the Town of Eastham, and most certainly in contradiction to all known and approved conservation practices, be it therefore
Resolved, that we, the citizens of the Town of Eastham in Annual Town Meeting assembled, on this sixteenth day of February, in the year 1953, do hereby record ourselves as opposed to House Bill No. 855, and do request that a copy of this resolution be sent to Senator Edward C. Stone, Rep- resentative Oscar J. Cahoon and to the Chairman of the Committee on Conservation of the General Court of the Commonwealth of Massachusetts.
Voted : that the Moderator be appointed a Committee of one to investigate the prospect of obtaining more land on the East side of the Town Hall for municipal purposes.

Pursuant to the Warrant, the qualified voters met at the Eastham Town Hall on Friday, September 25th, 1953, at 8:00 o'clock in the evening. Maurice A. Moore and Yngve Rongner were appointed tellers and sworn into their office by the Town Clerk.
As there was a Quorum present, the Town Clerk pro- ceeded to read the Warrant and the return of the Officer who served the same.

Voted : that the town will assume liability in the manner provided by Section 29, of Chapter 91 of the General Laws as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works for Massa- chusetts, for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth. Unanimous Vote.
