THE FIRST ENCOUNTER
'Seeking a likely place for settlement, the Pilgrims thrice sent out exploring parties from the Mayflower, which swung at anchor in Provincetown harbor. On the second day out of the third expedition, a band of seventeen men led by Captain Myles Standish camped the night of December 7th, 1620, be- side a fire, behind a barricade, near the bay shore of Eastham
At dawn-"twilight in the morning"-the Indians attacked. "The crie of ye Indeans was dreadful," wrote Bradford. "Their note was after this manner:"-and over the centuries, although no scholar has ever translated it, the cry still rings rather dreadfully: "Woath, Woach, ha ha hach woach".
Although awed and surprised the Pilgrims under the cool leadership of Captain Standish quickly returned shots for Indian arrows. "There was a lustie man and no whit lesse valiant, who was thought to bee their Captaine" who stood his ground behind a tree until one of the Pilgrim musket balls "made ye barke or splinters of ye tree fly about his ears, after which he gave an extraordinary shrike, and away they wenie all of them".
Neither Indian nor Pilgrim blood was shed that day, Ir is pleasant to relate. Happy in their deliverance, the Pilgrind grubbed from the leaves eighteen arrows, "headed with brasse others with Harts horne & others with Eagle claws" which the Englishmen, perhaps the first souvenir hunters in America, sent back to friends with Captain Jones of the May- flower. A memorable incident, that First Encounter. Its site has since appropriately been marked by a bronze tablet, where Samoset road meets Cape Cod Bay.
And so goes the story of the First Encounter, at First En- counter Beach. The cover, another original design by Mr. Ha- rold White, depicts this story of the first meeting between the Pilgrims and the Indians at Eastham's famous and historical beach.

NOTICE OF TOWN OFFICE HOURS
The Town Clerk, Treasurer and Tax Collector's Office hours are 9 to 12 A.M. and 1 to 5 P.M. daily, Saturdays excepted.
The Selectmen, Assessors and Boards of Welfare and Health are in their office at the Town Hall on Mondays and Saturdays from 9 to 12 A.M. and on the second and fourth Wednesdays evenings from 7 to 9 P.M.
The Social Worker is in her office at the Town Hall on Mondays, Tuesdays and Fridays from 9 to 12 A.M. and from 1 to 5 P.M.
The School Committee meets the second and last Tues- day of each month at 7:30 P.M., at the Eastham Elementary School, on Schoolhouse Road.
The Building Inspector is in his office at the Town Hall on Saturdays from 9 to 12 A.M.

Report of the Board of Selectmen
To the Citizens of Eastham :
The appointed and elected officers of this town have tried to compile a comprehensive and explanatory Annual Report for your consideration. We hope that this report will show you how your wishes have been carried out and that your tax dollar has been satisfactorily spent. From the as- sembled reports you will see that the Town is in a good fin- ancial condition. Building has kept pace with the past years and should continue to do so.
The $1,000.00 spent by the Town at Rock Harbor, in conjunction with State Funds, made a great improvement in the basin area and we believe that $1,000.00 should be set up at this time for future work, which would also be done with State aid. The material already dredged was used to make a large parking area for the future. This dredged material is of a substance that makes very good hardening for roads, and the need for it is great at present.
As you all know, we, along with many other towns, had a visit from those two frisky gals Carol and Edna. Eastham was one of the few more fortunate of the towns visited as our damage was negligible. Many of the summer people, as well as residents, were pleased and thankful for the kindness and service afforded them by the Civil Defense, Fire and Police departments during Edna's stay. The Town Hall was "Shelter Headquarters".
The grading work on Cable Road is nearly completed. With this year's appropriation, under Chapter 90, an as- phalt top will be laid and ready in time for the summer traf- fic. There has been some criticism on the cut of the grade. As the State and County are furnishing 75% of the cost of this work, they felt they should have the say as to the cut of the grade. It is our opinion that when houses begin to be

built along this road many will agree that this grade is best.
The bad curves on Bridge Road were widened and are now very easy to negotiate. The new cut-off on Samoset road, made this year, eliminated a very bad curve.
It is hoped that we will be able to widen the four corn- ers at the junction of Schoolhouse and Nauset roads this year, and thereby relieve the curve toward the schoolhouse. With the new school and recreation rooms to be opened this year, the travel to the ocean beaches and the increase in population, these roads carry a great deal of traffic.
The past year saw the Police department with a full time officer for the first time. Many compliments have been received by us for the service rendered by the Police, but don't recall receiving any from the speeders who were stopped !
It looks as though our center of attraction, the Old Mill, will have to have a new shaft in the near future. This will have to be from a white oak timber, two feet square and twenty-two feel long, and will be hard to find. One cross arm was broken by the hurricane. This was covered by insurance.
The committee on the "Eastham Vacationists' Hand- book" turned out another fine booklet. These handbooks are cherished by many. Ten thousand of these were printed in 1953 and fifteen thousand in 1954. As they were gone long before the end of the season it would seem that twenty thousand will be needed for 1955.
It is with deep regret we note that Dr. Lysander Kemp is closing his office as of December 31, 1954. For many years he came to Eastham as a summer visitor and after re- tiring from State service, Dr. and Mrs. Kemp became resi- dents and the doctor opened his office here. All good wishes to Dr. and Mrs. Kemp.
As more was accomplished with the $1,000.00 appro- priated for the Town Hall Parking Area surfacing than was anticipated, approximately $400.00 was transferred from the Reserve account and the work was completed.

The By-Law relating to tents, trailers, quonset huts and portable buildings, which was accepted at the last Town Meeting, has proved very beneficial to the Town. Many tent owners built cottages this past year and others intend to build this year. The Selectmen issued tent permits in con- junction with building permits. These permits were issued for periods of approximately ninety days, and most appli- cants were able to transfer to their cottages within that time.
Again this year we have Mr. Eugene Zack to thank for the charts in the Town Report. We appreciate the lively in- terest Mr. Zack takes in our Town.
The beaches were as popular as ever this past year. The trash was picked up daily at the ocean beaches and tri- weekly at other beaches. With signs, more trash cans and better co-operation from the bathers and picnicers, fewer complaints were received regarding the condition of the beaches.
The 1953 Town Report received second award for those in it's class. The judges commended the cover, which was done by Mr. Harold White, and the Police Report. We feel that the Index is an improvement over the Table of Contents used previously, also some reports were added to give the readers additional information about the Town. The framed Award has been hung in the Collector's office.
The Selectmen again wish to take this opportunity to thank all department heads and committees for their co-op- eration this past year.

To the Board of Selectmen :
During the year 1954 a total of 1600 bills, payrolls and Assessors' abatements were carefully examined and checked to see that they were proper for payment, and had been approved by the respective department heads, before being listed on 39 Treasury Warrants. After being examined and approved by the Selectmen, the warrants were presented to the Town Treasurer for the payments directed therein totaling $298,253.13.
At the close of business each month the accounts of the Treasurer and the statements of bank balances were recon- ciled with my records of receipts and expenditures.
The following is a report in detail of the financial trans- actions of the Town for the year ending December 31, 1954.
