Moved by Mr. Mahan and duly seconded: "That the Insurance Study Committee appointed pursuant to vote of the Town adopted under Article 9 of the Warrant for the 1962 Annual Town Meeting, be con- tinued with such additional members as the Selectmen may appoint, such Committee to examine into all insurance of the Town by consultation with one or more insurance companies, insurance agencies or insurance con- sulting firms, and that the sum of $2,000 be raised and appropriated for the purpose."


Mr. Pilcher: "Your Finance Committee feels that they can't recom- mend this article and we have found out that there are qualified inde- pendent insurance evaluators or appraisers who under no obligation from the town will be very glad to come down here and make a complete study and I therefore make a motion to amend this motion to eliminate the $2,000."


Moderator : "There has been a motion made and seconded to amend the main motion by eliminating the appropriation of $2,000.


Moderator: "All those in favor of the amendment which would delete the $2,000 appropriation please say 'aye'."

Article 28. Moderator: "To see if the Town will vote to permit the residents of the Town and members of Myopia Hunt Club to use the por- tions of the abandoned right of way of the Essex Branch of the Boston and Maine Railroad owned by the Town, for horseback riding, subject to any appropriate regulations which may from time to time be adopted by the Selectmen, with the approval of the School Committee where such prop- erty is in the control of the School Committee."


Moved by Mr. Lawrence Lamson and duly seconded: "That residents of the Town and members of Myopia Hunt Club from time to time be and the same hereby are permitted to use portions of the abandoned right of way of the Essex Branch of the Boston and Maine Railroad owned by the Town, for horseback riding subject to any appropriate regulations which may from time to time be adopted by the Selectmen, with the approval of the School Committee where such property is in the control of the School Committee."

REPORT OF THE PARK COMMISSIONERS


To the Citizens of the Town of Hamilton:


The Board of Park Commissioners herein submit its Annual Report for the year ending December 31, 1963.


The Department continued the maintenance and supervision of the Parks of the town and the care of the grounds at the three schools and Library. This was carried out by Superintendent Henry Stelline, with the assistance of William Poor.


In the field of recreation, Patton Park continues to be the center of activity for the people of the town. Facilities for a wide range of sports are provided here and in the summer months the department has a super- vised program for all children of school age.


The past playground season ran for eight weeks with a good attend- ance. The program was under the supervision of instructors, Robin Hayes, Bonnie Higgins, Cheryl Burke and Robert Widdowson.


The swimming pool played an important part in the playground program again this season. Free swimming instruction for children of all ages was available each morning under the supervision of Paul Blackhall, Stephanie Rowlands and Richard Johnson Jr. The pool was open after- noons and evenings to the citizens of Hamilton for a small fee. While the lack of facilities such as locker rooms limits the use of the pool somewhat for the older citizens, the children of the town use it in great numbers afternoons. The Board turned over $1605.00 to the Town Treasurer which represented the total receipts from the pool. A word of thanks goes to the lifeguards for maintaining excellent safety measures and having another safe season. A fine job was done by Mrs. Lois Piotrowski, the pool admissions clerk.


The Town Beach at Chebacco continues to be maintained and a start has been made this year to enlarge the parking area. More citizens of the town are enjoying this area each year.


The tennis courts at Patton Park again saw lots of activity this past summer and fall. Your Board feels extensive work must be done on the surface of these courts in the coming year. Patching done by the Depart- ment in the past several years has failed to remedy the situation due to the depth of the cracks which keep recurring.


The Commissioners wish to express their thanks to the townspeople and the Departments that have assisted them during the year.

REPORT OF THE HIGHWAY SURVEYOR


To the Citizens of the Town of Hamilton:


I herewith submit my report of the Highway Department for the year ending December 31, 1963.


Spring Cleaning was carried out in the usual manner. Roadsides were mowed at different times throughout the summer, guard rails were repaired and new posts replaced the old and were painted. Necessary patching and general maintenance work on streets was carried on through- out the year.
