ANNUAL TOWN MEETING.
ESSEX, ss.
To SAMUEL HARDING, Constable of the Town of GREETING.
Lynnfield :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify the inhabitants of the Town of Lynnfield, qualified to vote in Town affairs, to meet at the TOWN HALL, in said Town, on MONDAY, the NINTH day of MARCH next, at ONE o'clock, P.M., to act on the following articles, viz. :
Ist .- To choose a Moderator.
2d .- To choose all necessary Town Officers.
3d .- To hear the reports of Town Officers, and act thereon.
4th .- To raise money for support of Schools the current year.
5th .- To raise money for the repair of Highways, and deter- mine how the same shall be expended.
6th .- To raise money for Town expenses the current year.
7th .- To determine the manner of collecting Taxes the cur- rent year.
Sth .- To fix a time when the Collector of Taxes shall settle his account.
9th .- To see if the Town will authorize the Collector to charge interest on all Taxes not paid at the time he is required to settle his account.
Ioth .- To see if the Town will by a two-thirds vote authorize the Treasurer to hire money if necessary, to meet the demands of the Town.
IIth .- To see if the Town will appropriate a sum of money for the observance of Memorial Day.

12th .- To see if the Town will appropriate a sum of money for the purchase of Gravel for use on the Highways, or take any action thereon.
13th .- To see if the Town will grant Licenses for the Sale of Intoxicating Liquors.
14th .- To see if the Town will appropriate a sum of money to be expended upon the Cemeteries.
15th .- To see if the Town will appropriate a sum of money to re-lay Bridges.
16th .- To see if the Town will pay C. A. Upton a claim for damages.

TO THE CITIZENS OF LYNNFIELD :
During the school-year now closing, your Committee have paid one hundred and thirty visits to the schools in this town, and in many of these visits have seen much to commend.
The discipline has been almost exceptionally good. The teachers have been generally faithful in their work, and nearly all have exhibited a desire to become better acquainted with the best methods of instruction and dis- cipline.
The demands that are made continually upon a teacher, where she is earnest in her work, and by her zeal inspires a proper ambition in the hearts of her pupils, are most exacting. Intellect and heart, soul and body, are put in requisition ; and to organize a school discreetly, to conduct it successfully, are high honors to any one ; for they re- quire distinguished mental ability, and a character so well balanced that the most respected might well covet. Many strive for this rare combination of attainments, but few only are found adequately prepared for the arduous duties.
The work of a large school, to be all it can be, - all it should be, -taxes the invention of a fertile imagination, and calls for Christian philanthropy and wise foresight.
We are happy to bear testimony to the general fidelity and devotedness of our teachers. Their delinquencies were not numerous but exceptional. It may be proper to remind the citizens that it is not our practice to visit the schools solely or mainly for the purpose of inspection. But it should be our leading object to aid, to encourage both teacher and taught, by advice and suggestions and by conducting exercises in teaching and training the pupils.
Among our Primary pupils we have no more important article of apparatus than the slate. In the proper use of the slate, its vast capabilities as an instrument of elemen-

tary teaching seem as yet but imperfectly appreciated by most teachers.
By the aid of the slate and blackboard the truly skillful teacher can make the instruction in reading, spelling, writing and numbers, a hundred per cent better than it would be possible for her to make it without these imple- ments.
Teachers of all classes, especially 'of lower classes, should be encouraged to adopt those methods of teaching which produce best results. We wish to see pupils work with a good degree of earnestness in school; but it is al- ways painful to an educator to witness species of me- chanical drudgery which add nothing to useful scholar- ship.
FREE TEXT-BOOKS AND SUPPLIES.
The following law was enacted by the Legislature of Massachusetts, and approved by the Governor.
SECTION I. The School Committee of every city and town shall purchase, at the expense of said city or town, text-books and other school supplies used in the public schools, and said text-books and supplies shall be loaned to the pupils of said pub- lic schools free of charge, subject to such rules and regulations as to care and custody as the School Committees may prescribe.
SECTION 2. Pupils supplied with text-books at the time of the passage of this Act, shall not be supplied with similar books by the Committee until needed.
SECTION 3. This Act shall take effect upon the first day of August, ISS4.
In carrying out the provisions of this law, your Com- mittee believed the adoption of a judicious plan would promote economy, and therefore adopted some suggestions offered by the State Board of Education.
