Report of Forest Warden


TO THE SELECTMEN AND VOTERS OF THE TOWN :


The Forest Fire Warden respectfully submits the following report :


During the past year we have had a number of extensive forest fires, which, owing to the long sustained drought, have been very difficult to subdue. We have had three fires set by the Boston & Maine railroad, the cost of which was $52.20 which they have repaid to the town.


Because the town has nothing suitable with which to fight forest fires, I would respectfully recommend that the town pur- chases what is known as "The Average Equipment" for fighting forest fires, recommended by the State Forester, which consists of the following :

AVERAGE EQUIPMENT


1 wagon, 6 rakes, 14 extinguishers, 12 pails, 14 5-gal. re- charging cans, 2 back firing compression cans with tips, 96 re- charges, 6 shovels, 2 axes, 2 lanterns, 2 grub hoes.


The total cost of this apparatus with all extras will not exceed $500.00. The gross weight when loaded is about 2300 pounds. A sample of this equipment is on exhibition at 251 Causeway street, Boston, Mass. I would also recommend that the town makes a uniform price of thirty cents per hour for fighting forest fires.

TOWN WARRANT.


ESSEX, S. S.


To either of the constables of the town of Lynnfield, in said County of Essex. GREETING.


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the town of Lynnfield qualified to vote in election and in town affairs to meet at the town hall in said Lynnfield on Monday, the fourteenth day of March, 1910 at 11.30 o'clock in the forenoon, then and there to bring in their votes on one ballot for the choice of all necessary town officers for the ensuing year, chosen in this manner also to bring in their votes in answer to the question : Shall license be granted for the sale of intoxicating liquors in this town, the form of ballot in answer to that question to be Yes-No.


The polls on this ballot to open at 11.30 a. m. and close at 4 p. m. unless otherwise ordered by vote of the town.


Upon a seperate ballot for the use of women qualified to vote according to law, to vote for members of the School Committee, to bring in their votes for one member of the School Committee for a term of three years. Also to act on the following articles.


Article 1. To choose a moderator to preside at said meeting.

Art. 2. To act upon the reports of town officers as published.


Art. 3. To choose all town officers not required to be chosen by ballot.


Art. 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow during the current municipal year, beginning March 15, 1910, in anti- cipation of the taxes of said municipal year, such sums of money as may be necessary for the current expenses of the town, giving the notes of the town therefor, payable within one year from the dates thereof.


Art. 5. To appoint a time when the collector of taxes shall settle his account.


Art. 6. To see if the town will authorize the collector of taxes to charge interest at the rate of 6 per cent on all taxes not paid November 1, 1910.


Art. 7. To see if the town will revise and accept the jury list as prepared by the Selectmen.


Art. 8. To see what disposal the town will make of the money refunded by the County from the dog tax.


Art. 9. To raise and appropriate money for the repair of highways for the ensuing year.


Art. 10. To raise and appropriate money for the sup- port of schools, high school tuition and transportation of scholars.


Art. 11. To raise and appropriate money for necessary town expenses for the ensuing year.


Art. 12. To see if the town will raise and appropriate a sum of money for the use of the cemetery commissioners.

Art. 19. To see if the town will raise and appropriate the sum of fifty dollars to grade the sidewalk on Forest Hill Avenue.


Art. 20. To see if the town will raise and appropriate the sum of one hundred and fifty dollars to extend the side- walk on Summer street from Mr. Frank J. D. Barnjum's towards Walnut street.


Art. 21. To see if the town will accept and lay out as a public thoroughfare Grove street from its present terminus at the railroad crossing to the park at Suntaug Lake.


Section 2. To see if the town will raise and appropri- ate the sum of three hundred dollars to do this work.


Art. 22. To see if the town will raise and appropriate a sum of money for the purchase of forest fire fighting equip- ment for use by the Forest Warden.


Art. 23. To see if the town will authorize the Forest

Warden to make a uniform rate of thirty cents per hour for working at fires.


Art. 24. To see if the town will authorize the Supt. of the Gypsy Moth department to have his men respond to any alarm of forest fire.


Art. 25. To see if the town will vote to maintain a telephone in the house of the Constable at Lynnfield Centre.


Art. 26. To see if the town will raise and appropriate the sum of one hundred and twenty-five dollars to paint the Center school house.


Art. 27. To see if the town will raise and appropriate the sum of two hundred dollars to be expended in suppress- ing the elm tree beetle.


Art. 28. To see if the town will raise and appropriate the sum of three hundred and fifty dollars to pay expense of revaluation of real estate and publishing same.


Art. 29. To see if the town will raise and appropriate the sum of one hundred dollars to repair the scale at the South part of the town.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at or before the time and place of said meeting.
