We have recommended but a small appropriation for Insu- rance, as the subject of the Town's insuring its own property will be considered at the Annual Meeting.
In consequence of the largely increased Town Debt, al- ready alluded to, it will be necessary to increase the appro- , priation for Interest. We accordingly recommend an appro- priation of $5,500 for this purpose. In this connection, it is but just to state, that several of our citizens have generously contributed nearly $12,000 towards paying the bounties to men enlisted to fill the quota of the Town, thereby relieving the Town from a still further increase of its debt, which must, otherwise, have been incurred.
We repeat the recommendation made last year, that the Treasurer be authorized to borrow money to meet the outlay to be made in aid of the families of volunteers. The number of these families has been increased during the past year, and it will be necessary to provide a sum not exceeding $15,000 for this purpose for the ensuing year. Nearly all the money expended in this way will be ultimately reimbursed by the

State, but some months must elapse before the sum advanced can be refunded.
As money may now probably be obtained at a less rate of interest than has heretofore been paid, it will be well for the Town to authorize the Treasurer to borrow a sum, on the most favorable terms which he can obtain, sufficient to pay off such of the small loans now outstanding as in his judgment may be deemed expedient.
In our last Report, we expressed the hope that this year would find us delivered from the evils of War, and that the blessings of Peace and Prosperity would again be enjoyed throughout our beloved land. But these bright anticipations have not been realized. At no period in the progress of the war, have things appeared more unsettled and unsatisfactory. Yet we should not allow ourselves to become discouraged, or permit the distractions of party feelings and party prejudices to induce us to relax our efforts to put down this most wicked and causeless rebellion. When our beloved country shall come forth from the terrible ordeal through which it is pass- ing, without a stain upon its honor or a single star missing from its flag, and we again become the happy and prosperous people we once were, we shall have no cause to regret the many sacrifices we have made or may yet be called to make, to preserve our sacred liberties.

There were two cases of Twins. The greatest number of Births in any one month was 22, in July. The least number was 10, in January.
INTENTIONS OF MARRIAGE RECORDED.
Whole number of couples was. 58
In which both belonged to Newton. 34
In which but one belonged to Newton 24 Making 92 persons of Newton who entered their intentions, and who were probably all married ; being 33 persons less than during the previous year. This diminution is probably one of the effects of the world's great rebellion now in progress on American soil, to put down which so many of our brave young men have left their friends and homes .. The intentions of marriage, as recorded, show the true number of Newton people who were married last year ; the law requiring a Certificate from the Town or City Clerk where each party resides.

By the above return of Deaths, - and allowing the population of Newton to be 8,900, - the proportion of Deaths to the population has been 1 to 95. The year previous, it will be remembered, was emphatically the year of dying, there having been 136 deaths, or 1 in 64. The past year has been much more favorable. It will be observed that Consumption, as a disease, still leads in its victims, though its relative proportion is much smaller now than it was a few years since.
In 1858 and 1859 Consumption carried off one-fourth of all who died in Newton ; in 1860, about one-sixth; in 1861, about one-seventh; and in 1862, one in seven and three-fourths. That is a vast improvement in three years - nearly one-half ! Who can doubt the wisdom and comfort, too, of our ladies, in adopting the changes in their dress, especially in supplant- ing the thin, with the " thick soles" ? Let the ladies of Newton remember, as they are the most frequent sufferers by that dreadful disease, that our only hope is in prevention. We make up our minds to part with our friends when that disease is fastened upon them : therefore, let well enough alone, and yield to no temptation to return to the former custom of wearing almost no soles at all upon their boots and shoes.

Though some deaths, without doubt, have not been recorded, yet accord- ing to the best information obtained and recorded, the following table is very nearly correct, and may be interesting to the inhabitants of Newton :

It thus appears that for the last 15 years, the average mortality per year has been about 1 death to 100 persons in our Town. The average mortality of our State has, for many years, been not far from 1 in 54; and, in Suffolk County, 1 in from 36 to 40 ; showing the propriety and wisdom of those who locate their families in Newton while they do business in Boston.
