Terrible as war may be, there is something still more afflict- ing, - the spectacle of a mighty people supinely yielding to the first symptoms of disease, and lapsing without a struggle into dissolution ! The nutural body yields only when it be- comes so enfeebled as to be incapable of effort ; and the gov- ernment that perishes without resistance is not worth pre- serving.


As the war was unavoidable, so it was necessary that it should be conducted on a scale commensurate with the mag- nitude of the interests involved in the issue : the national life was at stake, the national resources were the pledge of its safety.

Our expenditures are large ; but so strong is the faith of the people in the strength of the Government, and so unimpaired is the public confidence, that it is easier to obtain money on the faith of government securities now than at the commencement of the Rebellion. Nor is this strange : all that we are, or hope to be, is involved in the Union. Founded to insure domestic tranquillity, and to provide for the common defence, it is as necessary now as when its foundation stones were laid by the wisdom and cemented by the blood of our fathers.


Let us not be alarmed at our National Debt, or our Town Debt, or even if our taxes are temporarily increased, if we but save the Union ; for that is our only safeguard. There is no interest to which it is not essential ; no section to which it is not indispensable. Let us, then, do our full duty to our Gov- ernment and to ourselves, regardless of all necessary expense to accomplish our purpose, believing that the justice of our cause will open a way to meet its expenses. The resources of a vigorous people are developed with redoubled rapidity ·by the necessity that calls them forth. They increase with the demand for them. New sources of wealth are daily being discovered, which will enable the Government to meet all its liabilities, and to emerge from this war, even should it last for years to come, one of the richest nations in the world. And if the flower of the young men could reappear ; if to the desolate homes of the North the loved and lost could return; if the wounds and woes which the fiends of the South have inflicted upon the people could be healed ; the Nation could afford to laugh at the bugbear of national bankruptcy.


The retrospect of the past year presents many features to in- terest and gratify all. The progress of the Government towards suppressing the Rebellion has been of the most gratifying char-

acter. Every thing appears favorable ; and for the first time since the war broke out, we find our armies so handled and so situated as to have the advantage at every point ; and we may reasonably expect greater victories soon than any we have yet achieved.


No year in the annals of the Republic has been so fraught with great and momentous events, both in its civic and mili- tary results. It will make an epoch in our history. We may look with pride at the brilliant success of our Army and Navy under the lead of Generals Grant, Sherman, Sheridan, Thom- as, and Terry; Farragut and Porter ; and see that what we have gained, not merely in material but in military position, would be impossible to estimate. As a consequence of this, it the rebels are desponding and almost desperate ; we are confident and full of hope. Their population and resources are becoming exhausted, while we are growing in wealth, popu- lation, and prosperity ; thus showing that, while they are becoming weak, we have not yet put forth half our strength.


The reëlection of the present Administration in November last, sent joy and gladness to the hearts of all true lovers of their country. It signally demonstrated the strength of our institutions and the intelligence of our people. It proclaimed to the world the fixed resolve of the American people to maintain their Government in all the integrity of its power and spirit. It told mankind that the Republic was equal to all the exigencies of a stupendous civil war ; and the people, by their stern decision of the mighty issues presented them, vindicated their own capacity and wisdom. In doing so they vindicated the cause of all the oppressed and struggling nations, and gave to humanity a new hope of redemption and progress. As the dome which crowns our nation's Capitol, the work of

years, but now finished, waited, ere its completion as a perfect work, only to be surmounted by the Goddess of Liberty, in sculptured marble, so has our beloved country, working out for years, through its own internal dissensions, its own purification, waited only, as the last crowning act of its greatness, the passage of an Amendment to the Constitution, freeing itself from the hereditary taint of Slavery, and now stands forth more gor- geous than ever ; redeemed, regenerated, disenthralled ; the envy of despotic powers and the admiration of the world !


Then let us continue faithfully to discharge all the duties imposed upon us in all the trying scenes through which we are now passing ; trusting confidently in Him who hath said, "As thy day is, so shall thy strength be."

THE following statistics of Births, Intentions of Marriage, Marriages, and Deaths, in Newton, prepared by the Registrar, are for the year 1864 :

There were 24 others recorded ; mostly those who were born in other places, and had removed into Newton before the Registration for our State was made. These would be likely to have no record, if not recorded in Newton.


There were four cases of Twins during the year 1864.


The greatest number of Births in any one month was 26, in November ; the least number was 6, in February.


INTENTIONS OF MARRIAGE RECORDED.

Making 87 persons of Newton who entered their intentions, and who were probably all married; 37 persons less than during the year 1863. The intentions of marriage, as recorded, show the true number of Newton people who are married ; the law requiring a Certificate from the City or Town Clerk where each party resides.


Two causes have operated to lessen the numbers married the past year : one is, the large numbers of our young men who have been leaving domes- tic life, and joining the American army since the Rebellion commenced ; the other is, the large amount of funds necessary to start with, considering the present prices ; and especially when young people, instead of beginning as their parents did, begin where they now are, or where they left off.


MARRIAGES.


The whole number of Marriages recorded in Newton for 1864 was 44; four less than during the year 1863.

Some come into Newton to be married ; but many more go out ; - all the Catholics.


The greatest number of couples in any one month was 8, in September. The least number was 1, in July.


The oldest person married in Newton in 1864 was 54 years of age. The youngest was 16 years old.

By the above return of Deaths, - allowing the population of Newton to be 9,200, - the proportion of Deaths to the population has been 1 in about 68. There has been no very prevalent disease among us the past year ; the deaths have been less, while the population has probably increased some.


Consumption still leads as a disease among us, and its proportion, com- pared with other diseases, has been larger than for the four preceding years. In 1858 and 1859, Consumption carried off one-fourth of all who died in Newton; in 1860, about one-sixth; in 1861, about one-seventh ; in 1862, one in seven and three-fourths; in 1863, one in about six and a half; and in 1864, one in about five and a half. That there has been something done, as a preventive, within the last few years, especially in dressing the feet of our females, to protect them from the cold, damp earth, in the winter and spring, we cannot doubt; but the subject demands our serious inquiry, to ascertain whether other preventives may not be applied, remembering that in this disease, especially, an ounce of prevention is worth a pound of cure.

It thus appears that, for the last 17 years, the average mortality per year has been about 1 death to 88 persons in our Town. The average mortality of our State has, for many years, been not far from 1 in 54; and, in Suffolk County, 1 in from 36 to 40 ; showing that Newton must be one of the most healthy localities in our State.
