SPECIAL TOWN MEETING
Security Hall, Woburn St., Nov. 27, 1934.
Pursuant to the warrant and the Constable's Return thereon, a Town meeting was held at time and place named therein. The meet- ing was called to order by the Moderator, Charles P. Howard and the warrant was partially read by the Town Clerk, Millard F. Charles, when on motion of J. Warren Killam, Jr., it was voted to dispense with further reading except the Constable's Return which was then done by the Town Clerk.
Article 1. To hear and act on the reports of Town Officers and special committees and determine what instructions will be given Town Officers and special committees.
Article 1. On motion of Albert N. Leman, it was voted to lay this article on the table.
Article 2. To see what sums the Town will vote to raise and ap- propriate or transfer for the following departments or purposes; from Temporary Aid Account to Public Welfare, Administrative Expense, Mothers' Aid, and Aid, Board & Care Accounts; from Soldier's Re- lief, Military Aid and State Aid Accounts to Aid, Board & Care and Old Age Assistance Accounts; from Interest Account to Aid, Board &

Care, Old Age Assistance and Fire Alarm Maintenance Accounts ; from General School Salaries, Agricultural School Salaries and Agri- cultural School Maintenance Accounts to General School Mainten- ance Account, or what it will do in relation thereto.
Board of Selectmen.
Article 2. On motion of Otto G. Scholz, it was voted that the sum of one thousand dollars ($1,000.00) be appropriated for Public Wel- fare Administration Expenses by transferring said sum from the un- expended balance of thirteen thousand dollars ($13,000.00) previously raised and appropriated for Temporary Aid by vote of the Town at the annual meeting in March, 1934 and that the Town Accountant be and he hereby is authorized and instructed to transfer one thousand dollars ($1,000.00) to carry out the purpose of this vote.
Article 2. On motion of Otto G. Scholz, it was voted that the sum of two hundred dollars ($200.00) be appropriated for Mothers' Aid by transferring from the unexpended balance of thirteen thousand dollars, ($13,000.00) for Temporary Aid previously raised and appro- priated at the Annual Meeting in March, 1934; and that the Town Accountant be and he hereby is authorized and instructed to transfer said amount to carry out the purpose of this vote.
Article 2. On motion of Otto G. Scholz, it was voted that the sum of three thousand dollars ($3,000.00) be appropriated for Aid, Board and Care by transferring five hundred dollars ($500.00) from the unexpended balance of thirteen thousand dollars ($13,000.00) for Temporary Aid; twenty-three hundred dollars ($2,300.00) from the unexpended balance of twenty thousand six hundred and sixty-five dollars ($20,665.00) for interest, and two hundred dollars ($200.00) from the unexpended balance of seven hundred dollars ($700.00) for Mili- tary Aid; such appropriations having been previously raised and ap- propriated at the annual meeting in March, 1934, and that the Town Accountant be and he hereby is authorized and instructed to transfer said amounts to carry out the purpose of this vote.
Article 2. On motion of Otto G. Scholz, it was voted that the sum of three thousand dollars ($3,000.00) be appropriated for Old Age Assistance by transferring from the unexpended balance of fifteen thousand dollars ($15,000.00) for Soldier's Relief previously raised and appropriated at the annual meeting in March, 1934, and that the Town Accountant be and he hereby is authorized and instructed to transfer said amount to carry out the purpose of this vote.
Article 2. On motion of Albert N. Leman, it was voted that the sum of two hundred dollars ($200.00) be appropriated for Fire Alarm Maintenance by transferring said sum from the unexpended balance of twenty thousand six hundred sixty-five dollars ($20,665.00) for In- terest, previously raised and appropriated at the Annual Meeting held

in March, 1934, and that the Town Accountant be and he hereby is authorized and instructed to transfer said amount to carry out the purpose of this vote.
Article 2. On motion of Arthur W. Coolidge, it was voted that the sum of nine hundred dollars ($900.00) be appropriated for General School Maintenance by transferring $550.00 of the unexpended bal- ance of ($165,000.00) for General School Salaries and $250.00 of the un- expended balance of $3,000.00 for Agricultural Salaries and $100.00 of the unexpended balance of $300.00 for Agricultural Maintenance, such appropriations having been previously raised and appropriated at the annual meeting in March, 1934; and that the Town Accountant be and he hereby is authorized and instructed to transfer said amounts to carry out the purpose of this vote.
Article 3. To see if the town will vote to authorize the treasurer with the approval of the selectmen, to borrow money for general municipal purposes under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, or take any action rela- tive thereto.
Board of Selectmen.
Article 3. On motion of Albert N. Leman, it was voted that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow for general maintenance expenses of the Town including 1934 Revenue loans, the sum of twenty-five thousand dol- lars ($25,000.00), but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933. The said sum is hereby appropriated for payment of Revenue Loans of 1934.
Thirty-eight voted "Yes" and none voted "No".
Article 4. To see if the Town will vote to authorize the Select- men to sell upon such terms and conditions as they may determine, any and all real estate acquired by the Town for taxes wherein such title has been perfected by a foreclosure as provided by law, and to sign, seal, acknowledge and deliver in the name and behalf of the Town, deeds conveying such property to the purchasers therof, or what it will do in relation thereto.
Board of Selectmen.
Article 4. On motion of Albert N. Leman, it was voted that the Selectmen be and they are authorized, empowered and instructed to sell on such terms and conditions as they may determine, any and all real estate acquired by the Town for taxes wherein such title has been duly perfected as provided by law, and that the Selectmen be and they are hereby further authorized, empowered and instructed to sign, seal, acknowledge and deliver in the name and behalf of the

Town, deeds and such other instruments which may be necessary, conveying such property to the purchasers thereof.
Article 5. To see what sum the Town will appropriate by trans- fer from the Van Nordan Road Account to the Park Department Ac- count, or what it will do in relation thereto.
Board of Public Works.
Article 5. On motion of Harold W. Futnam, it was voted that the sum of four hundred dollars ($400.00) be appropriated for the improvement, care and maintenance of the Common, parks and play- grounds, by transferring from the unexpended balance of twenty-six hundred seventy-five ($2,675.00) previously raised and appropriated for the laying out and construction of Van Norden Road by vote of the Town at the Special Meeting held, March 19, 1934, and the Town Accountant be and he hereby is authorized and instructed to transfer such balance to carry out the purposes of this vote.
Article 6. To see what sum the Town will appropriate by transfer from the Cedar Street and Ellis Avenue Accounts to the Sidewalk Ac- count, or what it will do in relation thereto.
Board of Public Works.
Article 6. On motion of Harold W. Putnam, it was voted that the sum of $71.61 be appropriated for sidewalk construction and main- tenance by transferring $16.32 from the unexpended balance of $103.53 for the laying out and construction of Cedar Street and $55.29 to be transferred from the expended balance of $140.40 for the laying out and construction of Ellis Avenue, such appropriations having pre- viously been raised and appropriated by a vote of the Town in March, 1934, and the Town Accountant be and he hereby is authorized and in- structed to transfer such balances to carry out the purposes of this vote.
Article 7. To see if the Town will vote to accept the report of the Board of Public Works on the relocating or altering of a por- tion of Grove Street, such highway being relocated or altered in accordance with plan duly approved by the Board of Public Works and filed in the office of the Town Clerk, in accordance with the statutory requirements, and to see if the Town will accept the re- location or alteration of a portion of Grove Street as shown on said plan, or what it will do in relation thereto.

Article 7. Report of the Board of Public Works on the relocation or alteration of a portion of Grove Street.
The Board of Public Works of the Town of Reading having determined and adjudged that common convenience and necessity re- quire that the public highway be laid out, relocated or altered as and in the location hereinafter described, having complied with all require-

ments of law relating to notice to owners of land thereof, and of a hearing thereon and having met at the time and place appointed for such hearing, and then and there heard all persons present who de- sired to be heard, have laid out, relocated or altered as a public high- way, for the use of the Town, a portion of Grove Street. The bound- aries and measurements of said public highway as so laid out, relocat- ed or altered are as follows :
The easterly line of said relocation commences at a new point of curve on the present easterly side line of said Grove Street, at land of Charles A. Loring, said point being N. 28 degrees-58'-30" E., a distance of 37.74 feet from a stone bound marking a point of tangent of a curve of 199.09 feet radius :
From thence the easterly line of said relocation runs with a curve to the left having a radius of 420.00 feet and length of 361.94 feet to a point of tangent :
Thence N. 20 degrees-24'-00" W., a distance of 207.77 feet to the end of this relocation, said point being 10.00 feet westerly and at right angles with the former terminus of the easterly side line as altered and adopted at an adjourned Town Meeting held March 21, 1932:
From thence the said terminus of said relocation runs S. 69 de- grees-36'-00" W., a distance of forty feet to the westerly side line of said relocation and in land of the Meadow Brook Golf Club :
Thence S. 20 degrees-24'-00" E., through land of the said Golf Club a distance of 207.77 feet :
Thence with a curve to the right having a radius of 380.00 feet still through land of said Golf Club a length of 277.34 feet, to a point on the westerly side line of said Grove Street as adopted aforesaid, said point being N. 35 degrees-36'-40" E., a distance of 205.88 feet from an angle in the westerly side line of said street.
The above-described lines being more fully shown on a plan en- titled "Plan showing relocation of a portion of Grove Street, Reading, Mass., made under the date of October, 1934 by Davis & Abbott, Civil Engineers, Reading, said plan being a part of this report.
We determine that no damages will be sustained by any person or persons in their property by reason of the taking or abandonment to be made for this improvement.
This laying out, relocation or alteration, so made by us, we here- by report to the Town for acceptance and recommend that when this report is accepted and adopted by the Town that said public highway

shall thereafter be laid out, relocated or altered in accordance with said plan.

The Board of Public Works of the Town of Reading, having determined and adjudged that common convenience and necessity re- quire that the public highway be laid out, relocated or altered as and in the location hereinafter described, having complied with all the requirements of law relating to notice to owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present, who desired to be heard, have laid out, relocated or altered as a public highway for the use of the Town, the corners of Lowell and Deering Streets. The boundaries and measurements of said public highways as so laid out relocated or altered are as follows :
Alteration of the Northwest corner of Deering Street and the Southerly line of Lowell Street, bounded and described as follows :

We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement.
No betterments are to be assessed for this improvement.
This laying out, relocation or alteration so made by us we hereby report to the Town for acceptance and recommend that when this report is accepted and adopted by the Town, that said public high- way shall thereafter be laid out, relocated or altered in accordance with said plans.

The Board of Public Works of the Town of Reading, having determined and adjudged that common convenience and necessity re- quire the laying out of a Town way under the provisions of law au- thorizing the assessments of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to notice to the owners of land thereof, and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present, who desired to be heard, have laid out as a Town way for the use of the Town, run- ning easterly from Main Street, substantially as and in the location of the private way known as Chapin Avenue, the boundaries and measurements of said way as so laid out are as follows :
The northerly line of said Chapin Avenue commences at a point on the Easterly side line of said Main Street, said point being S. 14 degrees-00' W. a distance of 268.57 feet measured along the said Easterly side line of Main Street from a stone bound marking an angle in said Main Street south of Haven Street :
From thence the said northerly line runs S. 77 degrees-25' E. by land of Melkon Melkonian et al., Turnbull and Rogers, Leo and Mae Jackson across the Southerly terminus of a private way known as Ordway Terrace, again by other land of the said Leo and Mae Jackson and thence by land of Frank Webb, a distance of 589.85 feet to a point of curve :
Thence by a curve to the left with a radius of 20.00 feet through land of the said Webb a length of 36.69 feet to a point of tangent on the Westerly side line of said Elliott Street this being the terminus of the above-described Northerly line :
From thence the Easterly limits of said Chapin Avenue runs by and with the said Westerly side line of Elliott Street on a bearing of S. 2 degrees-31' E. a distance of 58.75 feet to an angle in said Elliott Street :

The above-described lines being more fully shown on a plan en- titled "Plan and Profile of Chapin Avenue made under date of April, 1934 by Davis & Abbott, Civil Engineers, Reading, Mass., said being a part of this description.
We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement. All acts in connection with said laying out are done under provisions of law authorizing the assessments of better- inents, and betterments are to be assessed therefor.
This laying out so made by us we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a public Town way and named Chapin Avenue and that the sum of eight hundred sixty and fifty one hundredths ($850.50) dol- lars be raised and appropriated for said laying out and for the con- struction of said way.

($860.50) dollars for such laying out and construction be appropriated by transferring $192.60 from the unexpended balance of $2675.00 previ- ously raised and appropriated for the laying out and construction of Van Norden Road by vote of the Town at the special meeting held March 19, 1934; the sum of $39.00 be transferred from the unex- pended balance of $315.48 for the laying out and construction of Third Street ; $300.00 be transferred from the unexpended balance of $5,500.00 of the Board of Public Works Salaries and Expense Account; and $328.90 be transferred from the unexpended balance of the $1,000.00 of Sewer House Connection Account; and the Sewer House Connection Account; the Third Street, the Board of Public Works Salaries and Expense Account are appropriations previously raised and appropri- ated by vote of the Town at the annual meeting held in March, 1934, and that the Town Accountant be and he hereby is authorized and instructed to transfer such balances to carry out the purpose of this vote.
Article 1. On motion of Theodore P. Berle, it was voted to take this article from the table.
On motion of Theodore P. Berle, it was voted that the Select- men and Town Counsel be a committee to investigate and report tc the Town as to whether unexpended balances cannot be trans- ferred in some other legal way without calling a Town Meeting to act thereon.
Voted to adjourn sine die.
