The attention of owners and keepers of dogs is called to the fol- lowing extracts from Chapter 140 of the General Laws, as amended: LICENSE PERIOD, the time between April 1st and the following March 31st, both dates inclusive.
SEC. 137. LICENSES AND TAGS. A person who at the commencement of a license period is, or who during any license period becomes, the owner or keeper of a dog three months old or over which is not duly licensed, and the owner or keeper of a dog when it becomes three months old during a license period, shall cause it to be registered, numbered, described and licensed until the end of such license period and the owner or keeper of a dog so registered, numbered, described and licensed during any license period, in order to own or keep such dog after the beginning of the succeeding license period, shall, be- fore the beginning thereof, cause it to be registered, numbered, de- scribed and licensed for such period. The registering, numbering, describing and licensing of a dog, if kept **** in any town shall be in the office of the clerk thereof.
The license shall be in a form prescribed by the director, upon a blank to be furnished, **** by the county in which the town is lo- cated, and shall be subject to the condition expressed therein that the dog which is the subject of the license shall be controlled and restrained from killing, chasing or harassing livestock or fowls .** * The owner or keeper of a licensed dog shall cause it to wear around its neck or body a collar or harness of leather or other suitable material, to which shall be securely attached a tag in a form pre- scribed by the director, and upon which shall appear the license number, the name of the town issuing such license and the year of issue. Such tags shall be furnished in the same manner as the license blanks, and if any such tag shall be lost the owner or keeper of such dog shall forthwith secure a substitute tag from the town clerk **** at a cost of ten cents which, if received by a town clerk, shall be retained by him unless otherwise provided by law. ****
SEC. 139. FEES FOR LICENSES. The fee for every license shall, except as otherwise provided, be $2.00 for a male dog and $5.00 for a female dog, unless a certificate of a registered veterinarian who performed the operation that said female dog has been spayed and has thereby been deprived of the power of propagation has been filed with the town clerk, in which case the fee shall be $2.00. A certified copy of such certificate on file in the office of any town clerk within the Commonwealth may be accepted as evidence that the said operation has been performed.

ANNUAL TOWN MEETING - MARCH 12, 1960
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town Hall on Saturday, March 12, 1960 at 1:00 P. M., the following business was transacted :
Ben W. Drew, Town Moderator, was sworn in by Charles L. Hildreth, Town Clerk, and called the meeting to order, a quorum being present. Helen T. Desmond, Ruth A. Sundberg, Walter N. Fletcher and Ellsworth J. D. Jewett, Election Officers, acted as Tellers at the doors. The attendance was 250.
Rev. Donald T. Isaac gave the invocation.
The canvass of the votes cast at the Annual Town Election on March 7, 1960 was read by the Town Clerk.
Voted to dispense with the reading of the Warrant in its entirety.

ARTICLE 11. Voted by written ballot, counted by the four tellers, Yes 182, No 43, that the Town accept the provisions of section 17B of Chapter 147 of the General Laws (Ter. Ed.), as most recently amended, said section providing as follows :
"Notwithstanding the provisions of any general or special law to the contrary, the services of all regular or permanent police officers of every city and town which accepts this section shall be restricted to five days and to forty hours in any one week, provided, that service in excess of the aforesaid days and hours may be authorized by the police commissioner, chief, superintend- ent or other officer or board at the head of the police department of any such city or town and the officer performing such addition- al service shall be compensated at the hourly rate of his regular compensation for his average weekly hours of regular duty or such higher rate as may be determined by the person or persons author- ized to establish pay scales in the respective police departments. The compensation payable to any such police officer shall/be re- duced by reason of the acceptance of this section. This section shall take effect in a city having a Plan E or Plan D charter when accepted by the affirmative vote of a majority of the city council and in the case of other cities by vote of the city council, subject to the provisions of its charter, and in a town by a majority vote at the annual town meeting."

ARTICLE 3. Voted unanimously that the Town Treasurer be author- ized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the current financial year and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.
ARTICLE 4. Voted that the sum of $10,250.00 be raised and appro- priated to meet the Town's share of the cost of Chapter 81 Highways and that, in addition, the sum of $22,500.00 be transferred from Unap- propriated Available Funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be re- stored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 5. Voted that the sum of $1,500.00 be raised and appro- priated for Maintenance of Chapter 90 Roads on condition that like amounts be contributed by either or both the State and County respec- tively to be used in conjunction therewith and that, in addition, the sum of $3,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.
ARTICLE 6. Voted that the sum of $7,139.50 be transferred from the Highway Machinery Fund to the Highway Equipment Account and that the further sum of $860.50 be raised and appropriated for said Highway Equipment Account.
ARTICLE 7. Voted that the sum of $7,000.00 be raised and appro- priated to meet theTown's share of the cost of Chapter 90 Highway Con- struction on Concord Road and Carlisle Road, contingent upon contribu-

tions by either or both the State and County to be used in conjunction therewith and to partially meet said appropriation that the sum of $6,462.35 be transferred from the proceeds received from the State un- der the provisions of Chapter 718 of the Acts of 1956 and that, in ad- dition, the sum of $21,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's shares of the cost of said construction and the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Avail- able Funds in the Treasury.
ARTICLE 8. Voted that the sum of $10,000.00 be raised and appro- priated for the purpose of purchasing a New Tandem 8-12 Ton Gasoline- Powered Road Roller for the Highway Department, said purchase to be made under the supervision of the Board of Selectmen and that said Board be and they hereby are authorized in the name and behalf of the Town to transfer by a good and sufficient Bill of Sale title to the Roller now being used by said Department and to apply the sum received therefrom against the purchase price of the New Roller.
ARTICLE 9. Voted that the sum of $670.00 be raised and appropri- ated for the purpose of purchasing One New Snow Plow for the Highway Department, said purchase to be made under the supervision of the Board of Selectmen.
ARTICLE 10. Voted that the Board of Fire Engineers be and they hereby are authorized in the name and behalf of the Town to execute a renewal of the lease of quarters at Nabnasset in which the Fire Trucks are stationed and that the sum of $600.00 be raised and appropriated for the rent of said quarters.
ARTICLE 12. Voted that the sum of $2,100.00 be raised and appro- priated for the purpose of purchasing Two New Cruisers for the Police Department, said purchase to be made under the supervision of the Board of Selectmen and that said Board be and they hereby are authorized in the name and behalf of the Town to transfer by a good and sufficient Bill of Sale title to both of the Cruisers now being used by said De- partment and to apply the sum or sums received therefrom against the purchase price of said New Cruisers.
ARTICLE 13. Voted that the sum of $650.00 be raised and apppro- priated for the purpose of Painting Traffic Lines and Signals on the public ways of the Town, said sum to be expended under the supervision of the Board of Selectmen.
ARTICLE 14. Voted that the sum of $1,200.00 be raised and appro- priated for the purpose of paying the balance due for Legal Services rendered to the Town by Edward L. Monahan, Esquire, in connection with the construction of the New Westford Academy.
ARTICLE 15. Voted that the Town accept a gift made to it during the year 1959 by the Isabel F. Hyams Fund, Inc., and that the Town Clerk be authorized and directed to extend to said Corporation the appreciation of the Town for said gift.

ARTICLE 16. Voted that the sum of $300.00 be raised and appropri- ated for the purpose of providing suitable quarters for the Nabnasset American Legion Post No. 437 and the Auxiliary of said Post; and the further sum of $300.00 be raised and appropriated for the purpose of providing suitable quarters for the Veterans of Foreign Wars Post No. 6539 and the Auxiliary of said Post; and that the further sum of $300.00 be raised and appropriated for the purpose of providing suit- able quarters for the Frederick S. Healy American Legion Post No. 159 and the Auxiliary of said Post, all for the calendar year 1960.
ARTICLE 17. Voted that the Town accept the gift of a Flag for the Town Hall Stage made to it by the Nabnasset Boosters, Inc., and that the Town Clerk be authorized and directed to extend to said Club the appreciation of the Town for said gift.
ARTICLE 18. Voted not to raise and appropriate the sum of $74.95 for the purpose of settling a claim made against the Town for damages by Catherine E. Brady, R. N.
ARTICLE 19. Voted to dismiss this Article relative to the present Nabnasset School Playground.
ARTICLE 20. Voted that the Board of Selectmen be and they hereby are authorized and directed to appoint a Committee of five members, three of whom shall be the members of the Board of Public Welfare, whose duty it shall be to investigate the advisability of discontinuing the Town Infirmary, to ascertain and determine the most practicable disposition to be made of all property, both real and personal, now being used or maintained in connection with said Infirmary and to re- port its findings and recommendations to the Town at the next Annual Town Meeting.
ARTICLE 21. Voted to dismiss this Article relative to an Amend- mend to the Town By-Laws .
ARTICLE 22. Voted to dismiss this Article relative to an Amend- mend to the Town By-Laws .
ARTICLE 23. Voted to dismiss this Article relative to an Amend- ment to the Town By-Laws .
ARTICLE 24. Voted that the sum of $800.00 be raised and appropri- ated for the purpose of defraying the cost of all labor, materials and fixtures, including new light fixtures, in connection with the instal- lation of a new ceiling in the lower portion of the Town Hall.
ARTICLE 25. Voted that the sum of $1,550.00 be raised and appro- priated for the purpose of painting the exterior of the Town Hall.
ARTICLE 26. Voted that the sum of $450.00 be raised and appropri- ated for the purpose of purchasing and installing a chain link fence at the Tennis Court at the Whitney Playground and for repairing or re- placing the existing frame for said fence, said project and said sum to be under the supervision of the Board of Selectmen.

ARTICLE 28. Voted that the Town accept the relocation of a por- tion of Flagg Road, as relocated by the Selectmen as shown by their report and Plan duly filed in the Office of the Town Clerk.
ARTICLE 29. Voted to lay on the table this Article relative to Texas Road.
ARTICLE 30. Voted that this Article relative to discontinuing a portion of Vose Road be dismissed.

ARTICLE 32. Voted that the sum of $13,000.00 be raised and appro- priated for the purpose of rendering the Academy Septic System adequate for present plant needs, including any and all labor, materials, expert opinions and engineering services deemed to be necessary or desirable in connection therewith; said project and said sum to be under the supervision of the School Committee.
ARTICLE 33. Voted that the Board of Selectmen be and they hereby are authorized and directed to appoint a Committee, to be known as the Secondary School Building Committee, whose function and duty it shall be to determine how and at what cost the need for additional Secondary School pupil space may best be met to further the interests of the Town; said Committee to report its findings and recommendations to

the Town at the next Annual Town Meeting, or in the discretion of said Committee, at any Special Town Meeting held prior thereto.
ARTICLE 34. Voted unanimously that the care, custody and control of Two certain Parcels of Land, situated at the intersection of Forrest Road and Tyngsboro Road, containing a total of Forty (40) Acres, more or less, acquired by the Town under Tax Title Foreclosure proceedings and being the premises described in Tax Lien Cases #34746 and #34747, be transferred from the Tax Possession Sale Committee to the use of the Inhabitants generally and that said Parcels of Land, pursuant to the provisions of G. L. (Ter. Ed.), Chapter 40, Section 3, henceforth not be considered to be in the charge of any particular Board, Officer or Department of the Town.
ARTICLE 35. Voted that the Planning Board be and it hereby is authorized in the name and behalf of the Town to acquire such options as it, in its discretion, shall deem to be in the best interests of the Town for the purchase of land for municipal use including, without limiting the generality of the foregoing, parks, municipal buildings and wild life refuges and, for the purpose of acquiring such options and for defraying all incidental expenses incurred in connection with said project, that the sum of $1,000.00 be raised and appropriated; said sum to be under the supervision and to be expended by said Plan- ning Board.
Voted to adjourn the meeting to the Town Hall on Saturday, March 19, 1960 at 1:30 P. M.

The ad journment of the Annual Town Meeting of March 12th was held at the Town Hall on Saturday, March 19, 1960 at 1:30 P. M.

Voted Yes 52 and No 29, counted by the Tellers, that the Town discontinue the following portion of Texas Road: Beginning at a point in the center line of said Road, which point is directly opposite the residence of one Preston; thence in a general Westerly and Southwesterly direction along said Road Twenty Eight Hundred (2800) Feet, more or less, to the end of said Road as it exists on the ground or on any Plan or Plans showing Town Roads, or however other- wise said discontinued portion of said Texas Road may be measured, bounded or described.
ARTICLE 36. Voted that the Town further amend its By-Laws by

striking out SECTION 2 of ARTICLE XV and inserting in place thereof the following Section:
SECTION 2. Any amendment to these By-Laws shall go into effect upon its acceptance by the Town and its approval in the manner required by law, and upon its publication at least three times in one or more newspapers, if any, published in the Town, otherwise in one or more news - papers published in the County, and all By-Laws or Votes of the Town inconsistent therewith shall thereupon be repealed.
ARTICLE 37. Voted that the Town further amend its By-Laws
(1) By inserting after ARTICLE XIII the following new Article:
ARTICLE XIV
Disposal of Personal Property
Any officer, board or committee in charge of a department of the Town may, with the approval of the Selectmen, sell and transfer at private sale any per- sonal property of the Town within the care, custody, possession or control of such department which has become obsolete or which is no longer required for further use by such department and which does not, in the opinion of the Selectmen, exceed Two Hundred Dollars in value, and such officer, board or committee, subject to said approval, may, in the name and behalf of the Town, transfer by a good and sufficient Bill of Sale title to such property for such sum and upon such terms as it or they shall determine.
