ARTICLE 6. To see if the Town will vote to further amend its Protective By-Law,


1. By inserting, after the word "erected", in the first sentence of paragraph 1 of SECTION 7 of said By-Law the words "or maintained", --- so that said sentence, as amended, will read as follows: --- 1. Lot size and frontage: In residence districts no building except a one- story building of accessory use shall be erected or maintained upon a lot having less than the following area and frontage:

ARTICLE 7. To see if the Town will vote to further amend its Protective By-Law, by adding at the end of paragraph 1 of SECTION 9 of said By-Law, the following three sentences: The Selectmen shall

issue no permit for the construction and/or alteration of any building which creates a new dwelling unit unless written approval from the Board of Health for the sanitary disposal system or systems has first been procured. If the Board of Health neither approves nor disapproves a written application for approval of such sanitary system within ten days of the receipt thereof by the Board of Health, it shall be pre- sumed that such approval has been procured, and the Selectmen may then issue a permit for such construction or alteration. For the purposes of this paragraph a dwelling unit shall be construed to mean one or more rooms arranged for the use of one or more individuals living to- gether as a single housekeeping unit with cooking, living, sanitary and sleeping facilities .;

ARTICLE 8. To see if the Town will vote to appoint the Planning Board as its agent to acquire options for the purchase of land for municipal use, including, without limiting the generality of the fore- going, parks, municipal buildings and wild life refuges, and to raise and appropriate, or transfer from any available funds, the sum of One Thousand ($1,000.00) Dollars, or some other sum, for the purpose of acquiring such options and for defraying incidental expenses incurred in connection therewith, said sum to be under the supervision of and to be expended by the Planning Board; or act in relation thereto.


ARTICLE 9. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 81 Highways; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Highways Maintenance; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to raise and appropriate or transfer from any available funds, the sum of Three Hundred Eight ($308.00) Dollars, or some other sum, for the Highway Equipment Account and, in addition, to transfer or appropriate the sum of Seventy Six Hundred Ninety Two ($7692.00) Dollars, or some other sum, from the Highway Machinery Fund to said Equipment Account; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to raise and appropriate, or transfer from any available funds, the sum of Eighty Six Hundred ($8600.00) Dollars, or some other sum, to meet the Town's share of the cost of continuing Chapter 90 Highway construction on Concord Road and Carlisle Road and for Chapter 90 Highway construction on Hildreth Street and Groton Road, contingent upon the State and County contrib- uting towards the cost thereof; or act in relation thereto.


ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of Sixty One Hundred ($6100.00) Dollars, or some other sum, for the purpose of purchasing a new truck for the Highway Department, said purchase to be made under the supervision of the Board of Select- men; and to authorize said Board to transfer by a good and sufficient

Bill of Sale title to one of the trucks now being used by said Depart- ment and to apply the sum received therefrom against the purchase price of the new truck; or act in relation thereto.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of Nine Hundred ($900.00) Dollars, or some other sum, for the purpose of purchasing a new plow for the Highway Department, said pur- chase to be made under the supervision of the Board of Selectmen; and act in relation thereto.


ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of Twenty Two Hundred ($2200.00) Dollars, or some other sum, for the purpose of purchasing a new sander for the Highway Department, said purchase to be made under the supervision of the Board of Select- men; or act in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appropri- ate, or transfer from any available funds, the sum of Twenty Five Thousand ($25,000.00) Dollars, or some other sum, for the purpose of defraying the cost of installing a drainage system in and along a por- tion of Plain Road extending from Oak Hill Road to the New Nabnasset School and along Moore Road to Stony Brook, including all preliminary costs, fees and expenses necessarily incidental thereto, said sum to be expended by and said project to be under the supervision of the Board of Selectmen; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to raise and appropri- ate, or transfer from any available funds, the sum of Thirty Five Hundred ($3500.00) Dollars, or some other sum, to defray the cost of constructing a sidewalk in and along a portion of Plain Road extending from Oak Hill Road to the new Nabnasset School, including all prelimi- nary costs, fees and expenses necessarily incidental thereto, said sum to be expended by and said project to be under the supervision of the Board of Selectmen; or act in relation thereto.


ARTICLE 18. To see if the Town will vote to raise and appropri- ate, or transfer from any available funds, the sum of Fifty Two Hun- dred ($5200.00) Dollars, or some other sum, for the purpose of defray- ing the cost of constructing and equipping two new town offices and a ladies'. rest room in the Town Hall, including all preliminary plans, cost estimates, fees and expenses necessarily or incidental thereto, said sum to be expended by and said project to be under the supervi- sion of the Board of Selectmen; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to establish a Stabili- zation Fund pursuant to the provisions of Chapter 40, Section 5B of the General Laws, as most recently amended, the aggregate amount of said Fund, when available, to be used for the purpose of constructing a new Town Garage; and for the purpose aforesaid, to raise and appro- priate the sum of Five Thousand ($5,000.00) Dollars, or some other sum, said sum to be deposited in and become a part of said Fund; or act in relation thereto.


ARTICLE 20. To see if the Town will vote to authorize the Board of Fire Engineers to renew the lease of quarters at Nabnasset in which

one of the fire trucks is stationed, and raise and appropriate the sum of Six Hundred ($600.00) Dollars, or some other sum, for rent of said quarters; or act in relation thereto.


ARTICLE 21. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing two new cruis- ers for the Police Department, said purchase to be made under the su- pervision of the Board of Selectmen; and to authorize said Board to transfer by a good and sufficient Bill of Sale title to one or both of the cruisers now being used by said Department and to apply the sum or sums received therefrom against the purchase price of the new cruisers ; or act in relation thereto.


ARTICLE 22. To see if the Town will vote to accept a gift made to it during the year 1960 by the Isabel F. Hyams Fund, Inc., formerly known as the Solomon Hyams Fund, Inc .; or act in relation thereto.


ARTICLE 23. To see if the Town will vote to accept miscellaneous gifts made to it during the past year by various individuals, Clubs and Organizations; or act in relation thereto.


ARTICLE 24. To see if the Town will vote to accept a gift of Twenty Five Hundred ($2500.00) Dollars made to it in trust by the late William R. Taylor, allocated to the Trustees of the J. V. Fletcher Library to be invested by the said Trustees for any expenses of the Library; or act in relation thereto.


ARTICLE 25. To see if the Town will vote to raise and appropri- ate the sum of Nine Hundred ($900.00) Dollars, or some other sum, for the purpose of providing suitable quarters for the Nabnasset American Legion Post No. 437 and the Auxiliary of said Post, the Veterans of Foreign Wars Post No. 6539 and the Auxiliary of said Post and the Frederick S. Healy American Legion Post No. 159 and the Auxiliary of said Post; or act in relation thereto.


ARTICLE 26. To see if the Town will vote to raise and appropri- ate, or transfer from any available funds in the Treasury, the sum of Four Thousand ($4,000.00) Dollars, or some other sum, for the purpose of defraying the expenses of procuring all necessary and professional consultations, services, opinions, cost-estimates, specifications and/or all other necessary or incidental data or information required by the Secondary School Building Committee appointed under Article 33 of the Warrant for the 1960 Annual Meeting, said sum to be in addition to the amount appropriated under Article 6 of the Warrant for the Special Town Meeting held on September 1, 1960; or act in relation thereto.


ARTICLE 27. To see if the Town will vote to amend Section 1 of ARTICLE IV of its By-Laws by striking out the word "annually", and inserting in place thereof the following: --- every five years --- so that said Section, as amended, will read as follows: SECTION 1. The Assessors, in addition to such other duties as are required by law, shall, every five years, beginning in 1960, cause to be printed and made available to the taxpayers a complete list of real property sub- ject to assessment, together with the owners thereof and the amount for which such property is assessed; or act in relation thereto.

ARTICLE 28. In the event of negative action under the preceding Article, to see if the Town will vote to raise and appropriate, or transfer from any available funds, a sufficient sum of money to defray the cost of printing and making available to the taxpayers a complete list of the real estate valuations as required by ARTICLE IV of the Town By-Laws; or act in relation thereto.


ARTICLE 29. To see if the Town will vote to extend its water mains and water supply system in and along a certain portion of Birch Road in Nabnasset, the total cost of said extension to be paid in ad- vance by the takers to be served thereby; and, for the purpose afore- said, to appropriate a sufficient sum of money from the account enti- tled "Water Extension Deposits"; or act in relation thereto.


ARTICLE 30. To see if the Town will vote to appropriate the sum of Three Thousand ($3,000.00) Dollars, or some other sum, from the Water Department Surplus Revenue for defraying any and all expenses necessarily incurred in connection with drilling new test wells at the Pumping Station in Westford; or act in relation thereto.


ARTICLE 31. To see if the Town will vote to raise and appropri- ate, or transfer from any available funds, the sum of Thirty Five Hun- dred ($3500.00) Dollars, or some other sum, for the purchase of a new sprayer, hose and gun for the Tree Department, said purchase to be made under the supervision of the Tree Warden; and to authorize said Warden to transfer by a good and sufficient Bill of Sale title to the old sprayer now being used by said Department; and to apply the sum received therefrom against the purchase price of the new sprayer; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to accept the provi- sions of Chapter 647 of the Acts of 1960, which Chapter, in its most essential particulars, provides for an annual increase of from $100.00 to $300.00 in the amount of certain pensions, retirement allowances or annuities payable to former employees of the Town who at the time of their retirement met certain requirements set forth in said Chapter; or act in relation thereto.


ARTICLE 33. To see if the Town will vote to raise and appropri- ate the sum of Fifteen Thousand ($15,000.00) Dollars, or some other sum, for the purpose of purchasing from Mill Properties, Inc. a cer- tain parcel of land situated in Forge Village, supposed to contain ten (10) acres, more or less, being shown on a plan entitled "Plan of Land in Westford, Mass., belonging to Mill Properties, Inc., Septem- ber 20, 1960, Brooks, Jordan and Graves, Civil Engineers", said land to be used as and for a public playground or recreation centre; and to authorize the Board of Selectmen, in the name and behalf of the Town, to do and perform all acts and accept delivery of all deeds or other instruments necessary or incidental to the acquisition of title thereto; or act in relation thereto.


ARTICLE 34. To see if the Town will vote to accept the following gifts made to it by the donors hereinbelow named: (a) The sum of Six Hundred ($600.00) Dollars from the Nabnasset PTA

(b) The sum of One Hundred ($100.00) Dollars from the Nabnasset American Legion Post No. 437


and to see if the Town will vote to appropriate the total sum of said gifts, viz., Seven Hundred ($700.00) Dollars for the use of the Elemen- tary School Building Committee to be used by said Committee for defray- ing part of the expenses of equipping and furnishing the New Nabnasset School; or act in relation thereto.


ARTICLE 35. To see if the Town will vote to accept as and for a Town Way, Snow Drive, so called, as laid out by the Selectmen, said way to be known as Snow Drive; or act in relation thereto.


ARTICLE 36. To see if the Town will vote to accept as and for a Town Way, Myrtle Avenue, so called, as laid out by the Selectmen, said way to be known as Myrtle Avenue, to raise and appropriate a sufficient sum of money for the improvement of said way, including installation of suitable drainage therein, to authorize the assessment of better- ments against the owners of abutting estates for said improvements and to meet any part or all of said appropriation to authorize the Treas- urer to borrow a sufficient sum of money and to issue bonds or notes of the Town therefor; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to accept as and for a Town Way that portion of Plain Road, so called, extending approximate- ly 3744 feet in a general westerly direction from its intersection with Oak Hill Road, as laid out by the Selectmen, said way as laid out to be known as Plain Road; or act in relation thereto.


ARTICLE 38. To see if the Town will vote to authorize the Board of Selectmen to appoint a Committee whose function and duties it shall be to investigate and study the advisability of allowing the Fire De- partment to use and occupy the former Nabnasset Elementary School; or act in relation thereto.


ARTICLE 39. To see if the Town will vote to continue the House Numbering Committee appointed under Article 7 of the Warrant for the Special Town Meeting held on December 27, 1960 and to raise and appro- priate, or transfer from any available funds, the sum of Fifty ($50.00) Dollars, or some other sum, to defray all necessary and incidental costs and disbursements of said Committee in continuing its functions and duties; or act in relation thereto.


ARTICLE 40. To see if the Town will vote to accept Sections 1 through 22, except Section 21, of Chapter 142 of the General Laws, as most recently amended, which Sections and Chapter pertain to the supervision of plumbing, to accept or adopt a Plumbing By-Law as re- quired by said Chapter, provide for the appointment of a Plumbing In- spector, and take any and all other actions necessary for compliance by the Town with the provisions of said Chapter; or act in relation thereto.


ARTICLE 41. To see if. the Town will vote to authorize the Board of Selectmen to install the following street lights: 1. Three lights on Poles numbered 3, 6 and 9, Snow Drive.

REPORT OF THE SCHOOL COMMITTEE


TO THE CITIZENS OF THE TOWN OF WESTFORD, the School Committee respectfully submits its report for the year ending December 31, 1960.


The theme of this report, The Decade Ahead, includes observations on enrollment growth and school building needs, staff growth and pro- gram changes and cost estimates. Prefacing this report are some in- formative items and a brief summary of the 1961 Budget.

Elementary - Grades 1 - 6 8:30 A.M. to 2:00 P.M.


SCHOOL VISITS


You are welcome in your Schools to talk with the School Principal and Staff whether or not you have children in the Schools. However, you are urged 1) to check in with the Principal before visiting a Class and 2) to make an appointment if you wish to discuss your child's progress with the Teacher. Otherwise, the Class is interrupt - ed and valuable learning time is lost.


SCHOOL ADMISSION


A child is eligible for enrollment in Grade 1 if he reaches his 6th birthday prior to November 1st of the School enrollment year. Birth Certificate and evidence of successful vaccination are necessary for registration of any child new to Westford. Those transferring from other Schools should present Transfer Cards.


SCHOOL COMMITTEE MEETINGS


The School Committee meets in regular session the second Monday of each month at 7:30 P.M., in the Academy Cafeteria. On the fourth Monday of the month there is usually a Special School Committee Meet- ing. Meeting dates are posted in the Town Hall - both date and agenda are published in the local papers. The public is welcome to all open sessions.

REMARKS


It is the policy of the School Department to keep Schools in ses- sion on all days during which it is safe for buses to be operated. The widely varying conditions in the several parts of Westford make it difficult to reach decisions equally fair to all.


ON DAYS WHEN THE WEATHER CONDITION IS QUESTIONABLE, PARENTS ARE URGED TO EXERCISE THEIR OWN JUDGMENT AS TO THE WISDOM OF SENDING THEIR CHILDREN TO SCHOOL.


1960 IN REVIEW


Sunday evening, May 8th, a Visiting Committee representing the New England Association of Colleges and Secondary Schools descended upon Westford Academy to review the self evaluation reports of the Academy Staff and to judge the instructional effectiveness of Westford Academy through first hand observation. The Report, publicly read Wednesday afternoon May 11th, commended and recommended in considerable detail every phase of the Academy Program. In a formal letter dated December 9, 1960 Westford Academy officially became an accredited Secondary School.


Under the leadership of the Academy Student Council and with the approval of the School Committee and the very active support of a small group of Westford citizens organized as the Tadmuck Hill Chapter of the American Field Service, a foreign student was brought to Westford Academy, Miss Christiane Bracquart of Lyons, France. Westford Academy students feel they are most fortunate to have a foreign student as their guest, especially Christiane.


In the interests of scholarship your School Committee adopted a policy whereby Academy students failing two or more subjects are placed on probation. If the student again fails two or more subjects he is liable for suspension. It is hoped that this regulation will early place due emphasis on the importance of scholarship so that many who might otherwise drop out of school will remain to graduate.


Following a year's successful trial, the regulation concerning student vehicles was continued and made a part of the regular School Policy, denying students the use of their vehicles during the school day. This regulation has been gracefully accepted by the students in the light of its purpose - the safeguarding of student lives and the strengthening of scholarship.
