In other towns where these measures have been tried, the results have justified these conclusions.


Last year the higher grades were required to attend school in North Wilbraham, but the accommodations were insufficient for the larger classes of this year and an appropriation for an enlarge- ment was called for.


The conditions remaining unaltered, the following questions are submitted for your consideration and decision :


(1.) Will you abolish grading, relinquish the plan of separat- ing primary and higher grades, and remand the latter to their home schools ? or


(2.) Will you enlarge the schoolhouse at No. 8, making suitable and convenient arragements in three separate rooms for the primary and intermediate classes of that village, and also for the three upper grades from other parts of the town? or


(3.) Will you provide suitable accommodations for the children in No. 4 and vicinity by the erection of a new three or four room building, and make equally convenient arrangement for pupils in North Wilbraham, by erecting a new or enlarging the old building ?


The first proposition is possible and can be worked out. Large and small children were formerly united under one teacher and can be again, but, of course, an inferior quality of work and a longer time for the present amount must be expected.

It will probably be impossible to secure as good teachers as we now have. Untrained, inexperienced girls are now rapidly disappear- ing from the schoolrooms of Massachusetts and teachers of successful experience or graduates from colleges and normal schools are taking their places.


The latter are usually unwilling to go into ungraded country schools and invariably refuse to remain in them any length of time. Deterioration in the teaching force and inferior scholarsbip in the classes will undoubtedly result from an affirmative disposal of the first question.


The times seem ripe for progress, but the interests of parents and of taxpayers are involved and these matters should be laid be- fore them for consideration and decision.


By act of the legislature of 1903. the annual income of the Mas- sachusetts school fund is to be apportioned and distributed for the support of public schools in towns within certain valuations, pro- vided these towns comply with all laws concerning this distribution.


In anticipation of this additional income a sum, largely in excess of the amount expended for like purpose in many years, has been paid for wall maps. A single glance at some in use before this pur- chase will convince the most skeptical of its necessity. Quite a large number of readers which had never been used have been ex- changed for recent publications ; the medial system of penmanship has been adopted, and our old Lessons in English and English Grammars have given place to Southworth's two-book series.

Report of the Supervisor of Music.


The progress of music in our schools during the past year has been steadily onward and upward. Necessary changes among the teachers have naturally affected the work to a greater or less extent in some cases, but the results as a whole are satisfactory.


A regular graded course has been followed as closely as pos- sible, some license in regard to its exact following having been al- lowed in schools containing an extra number of grades or where special work in other lines seemed necessary.


Particular attention has been paid to laying the foundations of music study thoroughly, and helping the child who is not naturally musical. When an interest in and love for music are awakened the rest will follow as a matter of course.


The results of public school music are more evident every year. Especially is this seen by those who have occasion to prepare the children for public exhibitions where music figures on the program. Last summer a choir of school children furnished the music for the M. E. Church during the vacation months.


Music as taught in our schools is not a recreation, a mere learn- ing of songs, something to be dropped when school days are ended, but a practical training which will bring lifelong pleasure and profit.

ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on the reports of the Selectmen, Overseers of the Poor, Treasurer, School Committee and other town officers.


ART. 3. To fix the compensation of the Collector of Taxes for 200 the ensuing year.


ART. 4. To determine the manner of repairing the highways and bridges for the ensuing year.


ART. 5. To choose a Town Clerk and Treasurer, one Select- man for three years, one Selectman for two years, to fill vacancy, who shall also be Overseers of the Poor, one Assessor for three years, five Constables, four Fence Viewers, one Auditor, one School Committee for three years, Collector of Taxes for ensuing year, one Library Trustee for three years, one Tree Warden for the ensuing year, all on one ballot ; also all other necessary town officers.


ART. 6. To decide by ballot which shall be " Yes or No," the question : " Shall licenses be granted for the sale of intoxicating liquors in this town ?"


ART. 7. To see if the town will build a new schoolhouse at Wilbraham street, provide a location, and raise and appropriate money for the same.


ART. 8. To raise such sums of money as may be deemed necessary for defraying the expenses of the town for the ensuing year, and appropriate the same and vote how the same shall be raised.


ART. 9. To see if the town will accept the list of Jurors as re- vised by the Selectmen.


ART. 10. To see if the town will authorize its Treasurer to, borrow such sums of money as may be sanctioned by the Selectmen, the same to be paid from the taxes.

ART. 12. To see if the town will instruct their Selectmen to prosecute any person or persons selling or transporting intoxicating liquors within this town contrary to the law of this Commonwealth, or take any action in regard to the same.
