The recorded receipts for milk, oleomargarine, and pasteurization licenses issued by the board of health were checked with the record of licenses granted and the payments to the treasurer were verified.

The savings bank book representing the investment of the Morton L. . Day Library Fund, in the custody of the library trustees, was examined, the income being proved and the expenditures being verified.


The books and accounts of the water department were examined. The records of charges for the sale of water and for water services were added, the recorded collections were compared with the payments to the treasurer, the abatements were checked, and the out-standing ac- counts were listed and proved.


The recorded receipts for water connection deposits were checked, and the transfers to water accounts receivable and the refunds to depositors were verified.


Ledger accounts were compiled and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on December 31, 1942.


The balance sheet indicates that the town is in excellent financial condition.


While engaged in making the audit, cooperation was extended by all town officials, for which I wish, on behalf of my assistants and for my- self, to express appreciation.

COMMONWEALTH OF MASSACHUSETTS


HAMPDEN, SS.


To either of the Constables of the Town of Wilbraham in the County of Hampden.


GREETING:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in town affairs to meet in Grace Union Parish House in said town on Monday, the first day of February next at 9 o'clock A. M. to bring in their votes for town officers and act on the following articles. The polls will open at 9 A. M. and may be closed at 6 o'clock P. M. All business of said meeting and election of town officers except the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall be considered after 10 o'clock A. M.


Article 1. To choose a moderator to preside in said meeting.


Article 2. To choose a Town Clerk, a Town Treasurer, and Tree Warden for the ensuing year; one Selectman for three years, who shall be a member of the Board of Public Welfare; one Assessor for three years; five Constables for the ensuing year; one Auditor for the ensuing year; one School Committee member for three years; Town Collector for the ensuing year; one Cemetery Commissioner for three years; one Water Com- missioner for three years; one Library Trustee for three years; two members of the Planning Board for three years. All on one ballot. Also all other town officers.


Article 3. To hear and act on reports of the Selectmen Board of Public Welfare, Treasurer, School Committee and other officers.


Article 4. To fix the compensation of all elected Town Officers for the ensuing year.

Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.


Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


Article 7. To see if the Town will instruct the Selectmen to prosecute any person selling or transporting intoxicating liquors in this Town contrary to the laws of the Common- wealth, or take any action in regard to same or raise any money for the same.


Article 8. To see if the Town will vote to raise and ap- propriate a sum of money for the maintenance of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.


Article 9. To see if the Town will vote to raise and ap- propriate the sum of seventy-five dollars ($75.00) for the ob- servance of Memorial Day, or take any action relative thereto.


Article 10. . To see if the Town will vote to raise and appropriate a sum of money for the care of the Parks at Wilbra- ham, North Wilbraham and Glendale, or take any action relative thereto.


Article 11. To see if the Town will vote to raise and appropriate the sum of seventy-five dollars ($75.00) to be expended in the Town by the Hampden County Trustees for Aid to Agriculture, in accordance with the provisions of the General Laws of the Commonwealth, Chapter 128, Section 42, or take any action relative thereto.


Article 12. To see if the Town will vote to authorize the Selectmen to sell, at public auction after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at

least before sale, property taken by the Town under tax title procedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate, or take any action relative thereto.


Article 13. To see if the Town will vote to raise and appropriate the sum of fifty dollars ($50.00) to be expended by the Highway Safety Committee, with the approval of the Selectmen, in accordance with the Laws of the Commonwealth, or take any action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate the sum of six hundred dollars ($600.00) to be used to protect the school children from traffic hazards, or take any action relative thereto.


Article 15. To see if the Town will instruct the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town and to raise and appro- priate a sum of money for same, or take any action thereon.


Article 16. To see what disposition the Town will make of the Dog Tax of 1942.


Article 17. To see if the Town will vote to accept the following Cemetery Trust Fund left to the Town since the last annual meeting; Blanche B. Gilbert, one Trust Fund of $150.00 East Wilbraham Cemetery. Also Henry A. Bowker, one trust fund of $100 for care of lot No. 28, East Wilbraham Cemetery, or take any action relative thereto.


Article 18. To see if the Town will vote to accept a gift of five hundred dollars ($500.00) from David Nassif Company, said gift to be held and invested by the Town, and to be used, whenever the Town shall vote so to do, with other contributions and money raised by the Town, for the purpose of erecting, purchasing, remodeling or furnishing town offices.


Article 19. To see if the Town will vote to raise and appropriate the sum of Five Hundred and Fifty Dollars ($550.00) to be expended under the direction of the Board of Selectmen to make such alterations in the second floor of the Town Barn as will provide an additional finished room and a second exit with a separate stairway, and such other necessary changes as the Selectmen may deem necessary in connection therewith, or take any action relative theretc.

Article 20. To see if the Town will vote to raise and appropriate the sum of six hundred dollars ($600.00) or any sum to be expended under the direction of the Board of Select- men, to conduct the Well Child Clinic and the necessary follow up work arising therefrom, and to authorize the Selectmen to appoint a Committee to assist in carrying out said program, or take any action relative thereto.


Article 21. To see if the Town will vote to raise and appropriate the sum of one thousand dollars ($1,000.00) or any sum to be expended for civilian protection and defense by the Committee on Public Safety under the direction of the Board of Selectmen.


Article 22. To see if the Town will vote to accept the report of the Selectmen relative to the acceptance of the follow- ing private ways known as Bartlett Avenue or Bartlett Road, Forest Street and Manchonis Road beyond Forest Street, in accordance with the vote taken on articles 32, 33 and 34 at the 1942 annual Town meeting.


Article 23. To see if the Town will determine by vote and thus designate which one or neither of the following two town highways shall officially be called Mountain road; (a)- the road leading from the Stone Church to the Ridge Road, or (b)-the road extending from Maple Street in North Wilbra- ham to the old Mountain school located near the property of John B. Tupper, or take any action relative thereto.


Article 24. To see if the Town will vote to approve the name of the road leading up the mountain from Wilbraham Center as Mountain Road.


Article 25. To see if the Town will vote to raise a sum of money for the operation of three playground projects in the vicinity of each of the schools in the town during the months of July and August, or take any action relative thereto.


Article 26. To see if the Town will vote to instruct the Selectmen to appoint a committee of two members to serve with the Selectmen in making a study of the desirability of the adoption of any of the provisions of the statutes of the Com- monwealth pertaining to the creation of retirement benefits for employees of the Town, and to instruct said committee to render a report of its findings to the Town at the next annual meeting or any special meeting which the Selectimen may call for such purpose, or take any action relative thereto.

Article 27. To see if the Town will raise and appropriate a sum of money to be used for the collection of garbage under such policies and regulations, and in such areas as the Board of Selectmen may define and determine, or take any action relative thereto.


Article 28. To see if the Town will accept the sum of Thirty Three dollars and seven cents ($33.07) realized from the sale of the old Civil War Mortar and other scrap metal sold by the Town, and designate said sum as a fund to be expended by the Selectmen after the termination of the current war, for the purchase of a plaque or marker to be placed at or near the civil war Soldiers Monument commemorating the war useful- ness to which said mortar was converted.


Article 29. To see if the Town will vote to authorize the Board of Selectmen, School Committee, Water Commissioners and Fire Commissioners to sell any materials, machinery, tools or supplies in their custody for which the Town no longer has use, or take any action relative thereto.


Article 30. To transact such other business as may prop- erly come before said meeting.


And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glendale Church, seven days at least, before the time for holding said meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said meeting.
