REPORT COVERING ACTIVITIES OF THE YEAR OF 1942


The Board of Selectmen would welcome the complete reading of this report by every resident of the Town. Realizing that this probably cannot occur, the Board has this year rearranged this book so that everyone can easily and quickly refer to at least the summary highlights of the Town's affairs.


These highlights are contained in the two sections printed on green paper (pages 1-16 inclusive and pages 81-96 inclusive) In the first green paper section, you will find a new summary net cost report covering every appropriation and any offsetting receipts payable to the Town. In future years, as this new record is continved, preceding years will be included in this report for your convenient comparison. Also in the first green paper section are all honor roll lists and directories of officials and appointed committees.


In the final green paper section (pages 81 to 96) of the book is the highlight material that can assist you in voting at your Town Meeting. Here you will find the reports of the Town Collector, the Treasurer and the State Auditors. Also, in the last section is the entire warrant for the 1943 Town Meeting.

Wilbraham Safety Committee


At a request of the Federal Government the National Safety Council was asked to increase their efforts for accident prevention, in order to prevent the loss of man-hours in our all out effort to win the war.


Last July, Wilbraham was one of three towns in western Massachusetts to receive a "Reward of Merit" certificate for excellent results in accident prevention.


Wilbraham has led the small towns in safety work for the past ten years.


Why not do your part to help win the war by helping to prevent "off the job" accidents?


Let's make 1943 our best year.

Report of Annual Town Meeting FEBRUARY 2, 1942


In accordance with the foregoing Warrant the voters of the Town assembled in Grange Hall, Wilbraham Ballot Clerks and Tellers were sworn to the faithful performance of their duties. :


Mrs. Mary Lynch, Mrs. Marian Robinson, Mrs. Wanda Gurski, Hildegarde Fitzgerald, and A. A. Gustafson. A. F. Friend was Constable at the polls. Ballot Box registered 0000.

Article 6. Voted that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is, authorized to borrow money from time to time in anticipation of the revenue of the current financial year beginning January, 1942, and to issue a note or notes therefor payable within one year, and to renew any notes or note that may be given for a period of less than one year in accordance with Chapter 44, Section 17, General Laws.


Article 7. Voted to instruct the Selectmen to prosecute any person selling or transporting intoxicating liquors in the town, contrary to the laws of the Commonwealth; and to raise and appropriate the sum of $100.00 for same.


Article 8. Voted to raise and appropriate $700.00 for the maintenance of Chapter 90 roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws.


Article 9. Voted to raise and appropriate the sum of $75.00 for the observance of Memorial Day.


Article 10. Voted to raise and appropriate the sum of $250.00 for the care of Parks at Wilbraham, North Wilbraham, and Glendale.


Article 11. Voted to raise and appropriate $1,000.00 to be expended for civilian protection and defense by the Com- mittee on Public Safety under the direction of the Board of Selectmen.


Article 12. Voted to instruct the Selectmen to change or establish definite names for certain streets and roads in the town.


Article 13. Voted to raise and appropriate $200.00 to be expended under the direction of the Selectmen, to make and erect suitable street signs at various street intersections.


Article 14. Voted to raise and appropriate $150.00 to be expended under the direction of the Selectmen to assign street numbers to houses located on certain streets in the town, and urge the homeowners on such streets to suitably mark their houses with such numbers as assigned.


Article 15. Voted to raise and appropriate $75.00 to be expended in the town by the Hampden County Trustees for Aid to Agriculture, in accordance with the provisions of the General Laws of the Commonwealth, Chapter 128, Section 42.


Article 16. Voted to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town, fourteen days at least before sale, property taken by the

town under tax title procedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate.


Article 17. Voted to raise and appropriate the sum of $50.00 for the use of the Highway Safety committee.


Article 18. Voted to raise and appropriate the sum of $600.00 to be used to protect the school children from traffic hazards.


Article 19. Voted to raise and appropriate the sum of $600.00 to conduct the Well Child Clinic and the necessary follow up work arising therefrom.


Article 20. Voted to instruct the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the town, and to raise and appropriate the sum of $1,000.00 for same.


Article 21. Voted that the Dog Tax of 1941 be given to the Library.


Article 22. Voted to raise and appropriate the sum of $300.00 to be used under the direction of the School Board for the operation of three playground projects in the vicinity of each of the schools in the town during the months of July and August.


Article 23. Voted to accept the following cemetery trust fund left to the town since the last annual meeting, with the stipulation that care will be limited to the amount of the income; Benjamin B .- Green one trust fund of $100.00.


Article 24. Voted to accept the new Bicycle Law, known as chapter 710 of the General Laws.


Article 25. Voted to instruct the Auditor to develop and prescribe, subject to the. approval of the Selectmen and the Financial Committee, a uniform method of financial records and reports to be used by boards or officers of the town whose annual expenditures exceed $500.00 per year.
