COMMONWEALTH OF MASSACHUSETTS HAMPDEN, S. S.
To either of the Constables of the Town of Wilbraham in the County of Hampden.
GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in town affairs to meet in Grange Hall in said town on Monday, the second day of Feb- ruary next at 9 o'clock A. M. to bring in their votes for town officers and act on the following articles. The polls will open at 9 A. M. and may be closed at 6 o'clock P. M. All business of said meeting and election of town officers except the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall be considered after 10 o'clock A. M.
Article 1. To choose a moderator to preside in said meeting.
Article 2. To choose a Town Clerk, a Town Treasurer, and Tree Warden for the ensuing year, one Selectman for three years who shall be a member of the Board of Public Welfare; one Assessor for three years; five Constables for the ensuing year; one Auditor for the ensuing year, one School Committee member for three years; Town Collector for the ensuing year; one Cemetery Commissioner for three years; one member of the Water Commissioners for three years; one member of the Water Commissioners for two years; one Library Trustee for three years; two members of the Planning Board for three years. All on one ballot. Also all other town officers.
Article 3. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer, School Committee and other officers.
Article 4. To fix the compensation of all elected Town Officers for the ensuing year.
Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the en-

suing year and appropriate the same and vote how the same shall be raised.
Article 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
Article 7. To see if the Town will instruct the Selectmen to prosecute any person selling or transporting intoxicating liquors in this Town contrary to the laws of the Commonwealth, or take any action in regard to same or raise any money for the same.
Article S. To see if the Town will vote to raise and ap- propriate a sum of money for the maintenance of Chapter 90 Roads, provided the State and County contribute toward the same, in accordance with the provisions of Chapter 90, General Laws, or take any action relative thereto.
Article 9. To see if the Town will vote to raise and ap- propriate the sum of seventy-five dollars (75.00) for the ob- servance of Memorial Day, or take any action relative thereto.
Article 10. To see if the Town will vote to raise and ap- propriate a sum of money for the care of the Parks at Wil- braham, North Wilbraham and Glendale, or take any action relative thereto.
Article 11. To see if the Town will vote to raise and ap- propriate the sum of one thousand dollars (1,000.00) or any sum to be expended for civilian protection and defense by the Committee on Public Safety under the direction of the Board of Selectmen.
Article 12. To see if the Town will vote to instruct the Selectmen to change or establish definite names for certain street and roads, or take any action relative thereto.
Article 13. To see if the Town will vote to raise and ap- propriate a sum of money to be expended under the direction of the Selectmen to make and erect suitable street signs at

various suitable street intersections, or take any action relative thereto.
Article 14. To see if the Town will vote to raise and ap- propriate a sum of money to be expended under the direction of the Selectmen to assign street numbers to houses located on certain streets in the Town, and urge the homeowners on such streets to suitably mark their houses with such numbers as assigned, or take any action relative thereto.
Article 15. To see if the Town will vote to raise and ap- propriate the sum of seventy-five dollars (75.00) to be ex- pended in the Town by the Hampden County Trustees for Aid . to Agriculture, in accordance with the provisions of the General Laws of the Commonwealth, Chapter 128, Section 42, or take any action relative thereto.
Article 16. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least before sale, property taken by the Town under tax title procedure, provided that the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inadequate, or take any action relative thereto.
Article 17. To see if the Town will vote to raise and ap- propriate the sum of fifty dollars (50.00) to be expended by the Highway Safety committee, with the approval of the Selectmen, in accordance with the Laws of the Commonwealth, or take any action relative thereto.
Article 18. To see if the Town will vote to raise and ap- propriate the sum of six hundred dollars (600.00) to be used to protect the school children from traffic hazards, or take any action relative thereto.
Article 19. To see if the Town will vote to raise and ap- propriate the sum of six hundred dollars (600.00) or any sum to conduct the Well Child Clinic and the necessary follow up work arising therefrom, or take any action relative thereto.
Article 20. To see if the Town will instruct the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town and to raise and ap- propriate a sum of money for same, or take any action thereon.

Article 21. To see what disposition the Town will make of the Dog Tax of 1941.
Article 22. To see if the Town will vote to raise a sum of money for the operation of three playground projects in the vicinity of each of the schools in the town during the months of July and August, or take any action relative thereto.
Article 23. To see if the Town will vote to accept the following cemetery trust fund left to the Town since the last annual meeting; Benjamin B. Green, one trust fund of $100.00, East Wilbraham Cemetery, or take any action relative thereto.
Article 24. To see if the Town will vote to accept the New Bicycle Law known as Section 11A of Chapter 85 of the General Laws and raise and appropriate the sum of $50.00 or take any action relative thereto.
Article 25. To see if the Town will vote to instruct the Auditor to develop and prescribe, subject to the approval of the Selectmen and the Financial Committee, a uniform method of financial records and reports to be used by boards or officers of the Town whose annual expenditures exceed five hundred dollars (500.00) a year, or take any action relative thereto.
Article 26. To see if the Town will vote to grant the use of the Glendale School for a period of three years to the Glendale Community Club.
Article 27. To see if the Town will vote to adopt the changes in voting precincts recommended by the Selectmen resulting in three precincts to be known and bounded as follows:
Precinct A-Beginning at a point formed by the inter- section of the westerly or Springfield line with the center line of Dipping Hole Road; thence southerly along the westerly or Springfield line to the Hampden line; thence easterly and north- easterly along the Hampden line to the center of Hollow Road, thence northerly along the center of Hollow Road to the center of the intersection of Hollow Road and Monson Road, thence northerly to the Aviation Beacon, thence northwesterly to a point on Ridge Road seventyfive feet (75) north of the in- tersection of Church and Ridge Roads, thence northwesterly to Main Street to the northerly boundary of the Main Street frontage of the property now or formerly of Theresa E. Boden;

thence westerly to the center of the intersection of Dipping Hole Road and Stony Hill Road to a point in the center of Stony Hill Road; thence westerly along the center of Dipping Hole Road to the Springfield line or the point of beginning.
Precinct B-Beginning at a point on the Chicopee River where the described easterly boundary of Precinct C meets the bank of the river; thence southwesterly along the boundary of the described Precinct C to the center of the intersection of Dipping Hole Road and Stony Hill Road to a point in the center of Stony Hill Road; thence easterly along the above described boundary of Precinct A to the above. mentioned point on Main Street at the north corner of the land now or formerly of Theresa E. Boden; thence south- easterly and southerly along the above described boundary of Precinct A to the Hampden line; thence easterly along the Hampden line to the Monson line; thence northerly along the Monson and Palmer lines to a point where the Palmer line meets the bank of the Chicopee River; thence along the bank of the Chicopee River southerly and westerly to the north easterly corner of the described Precinct C o r point of beginning.
Precinct C-Beginning at a point where the westerly town line meets the bank of the Chicopee River, southerly along the westerly or Springfield line to the point where this line crosses the center of Dipping Hole Road; thence easterly along the center of Dipping Hole Road to the intersection of that road and Stony Hill Road to a point in the center of Stony Hill Road; thence northeasterly to a point in the center of the easterly rail of Moran's Bridge, over the Boston and Albany Railroad; thence continuing in the same northeasterly direction to the bank of the Chicopee River; thence westerly along the bank of the Chicopee River to the point of beginning at the Springfield line and raise and appropriate a sum of money for voting equipment or take any action relative thereto. The registered voters at the last State election in these three precincts were-Precinct A, 519; Precinct B, 591; Precinct C, 377.
Article 28. To see if the Town will vote to change the zoning ordinance affecting the property now or formerly in the name of Sophie Nowak, located at the corner of River Street and Stony Hill Road, Wilbraham, Mass., from resi- dential B zone to business zone.

Article 29. To see if the Town will vote to raise and ap- propriate the sum of $300.00 to be expended by the Planning Board to revise and legalize the present zoning ordinances and the zoning map.
Article 30. To see if the Town will vote to amend the zoning law as follows: "In residence districts the removal for sale of sod, loam, clay, sand, gravel or quarried stone, except when incidental to and in connection with the construction of a building for which a permit has been issued or except where it is to be used within the limits of the town shall be deemed a non-conforming use of land and shall be permitted only if written permission of the Board of Appeals be obtained, and under such conditions as the Board of Appeals may impose and make a part of the permit. The Board of Appeals shall in each instance impose such conditions as will protect the neighbor- hood and town against permanent and temporary hazards because of conditions which may be left after operations are completed or because of the methods of handling such material at the site or of transporting such materials through the town."
Article 31. To see if the Town will vote to accept as a public way the road running southerly from the corner of Monson Road opposite the intersection of Monson Road with Ridge Road, for a distance of about twelve hundred feet (1200) southerly to a point fifty feet (50) beyond the north line of the property now or formerly of one Charkoudian, or take any action relative thereto.
Article 32. To see if the Town will vote to accept as a public way the street known as Bartlett Avenue or Bartlett Road, or take any action relative thereto.
Article 33. To see if the Town will vote to accept as a public way the road beginning at the south side of Boston Road and running in a southerly direction for a distance of about eight hundred and twenty feet (820) more or less, to a point even with the southern boundary of the lot on which is located the house now or formerly of Alice Bourdon, which way is now a private way and known as Forest Street, or take any action relative thereto.
Article 34. To see if the Town will vote to accept as a public way that portion of Manchonis Road described as

follows: Beginning eight hundred feet (800) beyond the inter- section of Manchonis Road and Forest Street, and extending in a westerly direction for a distance of fourteen hundred fifty feet (1450) to a point where said Manchonis Road intersects with the western boundary of Mohawk Street so called, or take any action relative thereto.
Article 35. To see if the Town will vote to have the water main extended from its present terminus near the home of Charles Hitchcock to the Boston Road, and to raise and ap- propriate a sum of money to defray the cost of same, or take any action relative thereto.
Article 36. To see if the Town will raise and appropriate a sum of money to pay a proper charge for effecting insurance providing indemnity for or protection to any officer or employee of the town against loss by reason of his liability to pay damages to others for bodily injuries, including death at any time re- sulting therefrom, or for damages to property, caused by the operation, within the scope of his official duties or employ- ment, of motor vehicles owned by the town, in accordance with the provisions of Clause 1, Section 5 of Chapter 40 of the General Laws as amended, or take any action relative thereto.
Article 37. To see if the Town will accept the provisions of Chapter 54, Section 103A as amended by Chapter 77 of the Acts of 1937 and Section 152 of the Acts of 1939 whereby the privileges of absentee voting in town elections would be ex- tended to the voters of the town, or take any action relative thereto.
Article 38. To see if the Town will vote to change the zoning ordinance effecting the property now or formerly in the name of John F. Baldwin, beginning at a point on the north easterly corner of Nine Mile Pond and the southerly side of the old location of the Boston post road running southerly along shore of said pond two hundred twenty-five feet (225); thence easterly three hundred seventy-five feet (375); thence northerly one hundred fifty feet (150); thence westerly along southerly side of said road about five hundred feet (500), to the point of beginning, from residential B zone to business zone.
Article 39. To transact such other business as may proper- ly come before said meeting.

And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glendale Church, seven days at least, before the time for holding said meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said meeting.
