After the passage of the bill the point of order was raised that the action of the house in passing the bill contravened house rule 59, which provides that "the third reading shall be ou a day subsequent to that on which it receives its second reading or as passed by the committee of the whole," and that therefore this action of the house in reference to the bill was not in order. The speaker ruled that the action of the house was simply an infringement of the rules and violated no pro- vision of the constitution; that to be sustained the point of order should have been raised before the bill was read a third time and passed.
