REPORTS OF SPECIAL COMMITTEES.


REPORT OF SPECIAL COMMITTEE ON AUDITING PLAN.


Your committee appointed to consider the proposition of a system of auditing as presented by the Commission of Finance reports as follows :


Resolved, That the Conference elect a Conference Auditor, who shall be author- ized to nominate one assistant from each district and that the auditor and his assistants shall be the Auditing Committee required by the Discipline.


Resolved, That the Auditing Committee acting in conjunction with the Confer- ence Treasurer and his assistants audit the Pastors' Reports according to the follow- ing plan :


The assistant treasurers and assistant auditors shall work together in opening the envelopes and verifying the reports.


It shall be the duty of the assistant auditors to compare the vouchers with the reports of the pastors and to make a report to the auditor of the amount of cash and vouchers received hy the Treasurer from each District.


Resolved, That within ninety days after the adjournment of this session of the Conference the Treasurer submit to the Auditor his report as presented to the Conference together with his receipts from the benevolent boards for the sums due them severally and a statement of the funds remaining in his hands, if any.


The Auditor shall therefore audit the report and receipts, and if they are found to be correct he shall deliver the accounts and funds (if any) to the Treasurer elect.


Resolved, That the Auditor and his assistants shall also audit the accounts of the Secretary, the Transportation Secretary, the Treasurer of the Board of Stewards and the Missionary funds of the District Superintendents.


Resolved, That the Conference Treasurer give bond as required by the Discipline in the sum of $5,000 (five thousand dollars). The Conference shall pay for the cost of said bond.


Resolved, That no causes be reported under the head of Other Collections, ex- cept such are authorized by the Conference Committee on Finance.

Resolved, That the Conference elect the Treasurer for next year's session and that hereafter at each session of the Conference the Treasurer be elected for the succeeding session.

COMMITTEE ON ENDOWMENT.


YOUR COMMITTEE ON ENDOWMENT WOULD RESPECTFULLY REPORT.


1. We commend the evident care with which the endowment funds of the Conference are invested. We have examined the list of securities, and find them to be composed of real estate investments of the best and safest character. The rate of interest is fully up to the legal current rate.


2. We commend the investment policy of the Board of Trustees, as well as the policy of disposing of all real estate holdings as rapidly as fair prices will warrant.


3. In the matter of the one percent on salary for endowment additions. Your committee finds that 125 members are complying with the action of the conference, that 75 have paid in part, and that 56 have paid nothing.


In view of the fact that this one percent on salary goes into an endowment fund, the interest of which becomes a part of the annuity paid to each member of the Con- ference on retirement, and on the basis of years of effective service, every member. of the Conference should contribute at least this annual one percent to this fund, from which his own annuity must be paid.


Your committee would recommend :


First : That in case any member fails to pay the annual one percent, the amounts shall be carried by the Secretary, as a charge against that member at six percent interest, and that such full amount of principal and interest shall be deducted in equal installments from the first three annuity payments which shall be made to such member on retirement.


Second. That beginning with the next Conference session, an honor roll of all members who have paid this one percent in full to date shall be printed in the Conference minutes.


Third : Your committee would also recommend that the notes and subscriptions of members of the Conference given for this fund, which remain unpaid after 1920, be held against those who gave them, in the same manner as the unpaid one percent of salary.


Fourth : That every pastor be urged to use all necessary diligence in collecting and reporting on notes given by the residents of his charge.

SPECIAL COMMITTEE ON SUNDAY SCHOOL LOSS.


Inasmuch as the report of the Statistician has brought to our attention that during the past year there has been a loss of Sunday School membership of 4,593 within the Conference.


Your Committee would suggest that we look upon this situation with grave concern and would call the attention of the Conference to the fact that a broad

and consistent patriotism demands a deeper consecration to the work of the Church, as expressed through the Sunday Schools.


We therefore emphasize :


1. The need of, a more thorough system of Sunday School records and more careful attention to the membership rolls.


2. That the Bible, as the textbook of the Sunday School be given a prominent place. .


3. That the pastors both in their pastoral ministration and pulpit message, bring to the attention of our people their increasing responsibility for the religious life and training of their children in the home.


4. Finally we would call the attention of all our people to the fact that the war conditions, with its hoped for outcome of the establishment of righteousness throughout the earth, demands that all give themselves to a deeper spiritual con- secration to the great work of winning our youth to a conscious personal religious experience.
