Warrant for Annual Town Meeting, 1916.


STATE OF NEW HAMPSHIRE.

To the inhabitants of the Town of Wolfeboro, qualified to vote in Town affairs :


You are hereby notified to meet at Brewster Memorial Hall in said Town, on the second Tuesday of March next, at nine o'clock in' the forenoon, to act upon the following sub- jects.


ARTICLE 1. To choose a Town Clerk, three Selectmen, two Auditors, Treasurer, Collector of Taxes, and Prosecuting Liquor Agent, for the ensuing year, and one Library Trustee for the ensuing three years.


ART. 2. To choose three Trustees who shall have control of all Trust Funds now in the hands of said Town agreeable to a law passed January Session, 1915, one to be elected for one year, one for two years and one for three years.


AR . 3. To elect one or more, not exceeding three, High- way Agents, or instruct the Selectmen to appoint one expert Highway Agent.


ART. 4. To choose all other Town officers and agents.


ART. 5. To see if the Town will vote to raise and appro- priate the amount of money necessary to secure State Aid for the permanent improvement of highways under the law passed at the January Session of the General Court, 1905.


ART. 6. To see what sum of money the Town will vote to raise and appropriate for the repairs of highways, bridges and sidewalks, in addition to that required by law.


ART. 7. To see what sum of money the Town will vote to raise and appropriate to pay on its indebtedness.

ART. 8. To see what sum of money the Town will vote to raise to pay each Fireman, legally returned, for the year 1916, in addition to that required by law.


ART. 9. To see what sum of money the Town will vote to raise and appropriate for the Town Public Library, in ad- dition to that required by law.


ART. 10. To see what sum of money the Town will vote to raise and appropriate to pay Jas. R. Newell Post, G. A. R., No. 61, to defray expenses of Memorial Day, May 30, 1916.


ART. 11. To see if the Town will vote to aid and assist the Huggins Hospital, and to see what sum of money the Town will vote to raise and appropriate for the same.


ART. 12. To see what sum of money the Town will vote to raise and appropriate for Town expenses for the ensuing year.


ART. 13. To see if the Town will vote to authorize the Selectmen to hire a sum of money, not to exceed the high- way appropriations, to build and repair highways in said Town, in anticipation of the assessment of 1916, by note or otherwise.


ART. 14. To see if the Town will vote to raise and appro- priate the sum of seven hundred and fifty dollars to secure a like amount from the State for maintenance of the State Road in said Town.


ART. 15. To see what sum of money. the Town will vote to raise and appropriate in aid of free public band concerts for the ensuing year.


ART. 16. To see if the Town will vote to extend its water system from its main in River street, to a point opposite where William Hill formerly lived, now owned by Hosea G. Berry, agreeable to a petition signed by Perley E. Young and others, and raise money for the same.


ART. 17. To see if the Town will vote to raise and appro- priate a sum of money sufficient to oil all macadam roads now constructed in said Town.


ART. 18. To see what sum of money the Town will vote to raise and appropriate for repairing and building concrete sidewalks.

ART. 19. To see if the Town will vote to build a water bound macadam or gravel road from the end of the present macadam road and North Main street to the Tuftonboro town line and raise and appropriate money for the same.


ART. 20. To see what action the Town will take relative to the purchase of an automobile chemical fire engine, and to raise and appropriate money for the same.


ART. 21. To see what sum of money the Town will vote to raise to build the new street leading from South Main street across land of G. B. Clark to the passway near the house of E. C. Ray, as laid out by the Selectmen.


ART. 22. To see if the Town will vote to raise and appro- priate the sum of three hundred and fifty dollars to aid the State in the suppression of the gypsy moth.


ART. 23. To see if the Town will vote to assess the sum of twenty-five dollars on each hydrant in said Town, and to hold the same for the redemption of its water bonds.


ART. 24. To see if the Town will vote to exempt the manufacturing plant of the Wolfeboro Woolen Mills from tax- ation for a term of ten years according to Chapter 55, Section 11, of the Public Statutes and Amendments thereto.


ART. 25. To transact any other business that may legally come before said meeting.

I herewith submit the following report as Highway Com- missioner of the Town of Wolfeboro, 1915.


Upon examination of the crusher plant, I found extensive repairs necessary, I put the same in first class working con- dition and it did its work throughout the summer very satis- factorily. The repairs cost $300.00. The plant is in very good condition and with the purchase of a new rolling screen, is all right for future work, this plant crushed approximately 500,000 tons of stone during the season.

The road from South Wolfeboro to Lake street has been treated with binder, a Standard Oil and covered with sand. .


From Lake street I have constructed 4,485 feet of bitu- minous macadam, with Standard Oil binder, and part with tarvia, at a cost of one dollar and nineteen and four-tenths cents. The bituminous road ends at the Neck road, from this I built 800 feet of new macadam road, water bound, to meet the State road opposits Ivan Piper's dwelling. This piece of road was treated with binder, a Standard Oil covered with sand. Shield's Hill I spiked up and covered with a heavy coat of water bound macadam and extended the same one hundred and fifty feet.


Neck Road.


Owing to the liberal offer of Mr. Frank Hopewell, Mr. George A. Carpetner, and Mr. W. P. Underhill, the Selectmen decided to raise the grade at the foot of the Neck hill, nine feet. I put în twenty-five hundred cubic yards of fill, which brings this hill to a satisfactory grade. I also straightened the turn at the foot of the hill at an expense of about one hundred and sixty-seven dollars ($167). The entire expense of grading the hill was $2,000.00. The Town contributed $500.00, these gentlemen paying the balance, or $1,500.00. I also built for Mr. Hopewell 500 lineal feet of new road across the swamps at a cost of $700.00. This entire amount being paid by Mr. Hopewell.


Pond Road.


I graded 3,000 lineal feet of hard pan road, using 2,500 cubic yards of material. This improvement cost $1,467.75. Two citizens, lovers of good roads, contributed $900.00 toward this, costing the town $567.75. In the spring of the year this has been one of the muddiest pieces in town.


General Repairs.


As soon as the conditions would allow, I began repair- ing the highways with the aid of the road machines. I went over the greater part of the town, and at the first of July these roads were in good passing condition, but owing to the unusually heavy rains which continued for a long time, I had

to go over the greater part again and with the heavy wash- outs, the cost was increased greatly. At a conservative esti- mate these rains cost at least $1,500 extra. I put in thirteen new metal culverts, including two four-foot metal culverts on Mill street with concrete headers. I also relaid fifteen in other places throughout the town. There was used 6,000 gallons of No. 4 oil for a dirt layer, covering all the prnicipal streets in the village, except the State roads. I also recovered with crushed stone, 300 feet on Glendon street, 500 feet on Center street, for expenses see the Selectmen's reports.
