Continuing the definition of a standard school (3) not all of the furniture in Bedford is adjustable and some can receive but temporary approval, otherwise the requirements of this section are well met. (4) Every teacher must teach under written contract and before she can be contracted for she must obtain from the State Board of Education a "permit," "license," or "certificate." No longer can 'a high school grad- uate, or other person with little or no training teach in the schools of New Hampshire. Any high school graduate must attend at least one summer school session before she can ob- tain a permit. (5) Bedford has been long enough under su- pervision to have the duties of a superintendent pretty well known. Sufficient to say that he is nominated at a joint meet-

ing of the school boards of the districts forming the union, (in this case Goffstown Independent, Goffstown Town, Bed- ford and New Boston school dstricts form Supervisory Union, No. 19.) and elected by the State Board of Education. Thus he is a state official and as such is held responsible for the en- forcement of the school laws and regulations of the State Board of Education. (6) Under this section your medical in- spection is being carried out this year and through the gener- osity of the Bedford branch of the Manchester Chapter of the Red Cross Association, Miss Marjorie Perkins, R. N., is being furnished to follow up the work of the physician. Excellent work is being accomplished but it is too early to measure its results. The "follow up" is as valuable as the inspection. (See the report of the medical inspector.)
The finances for the schools are thus provided: "The se- lectmen in each town shall assess an annual tax of three dol- lars and fifty cents on each thousand dollars of the ratable es- tate taxable therein," and "the school board of each district in its annual report shall state in detail the additional sums of money, if any, which will be required during the ensuing fiscal year for the support of the public schools, for the pur- chase of text-books, scholars' supplies, flags and appurte- nances, and for the payment of the tuition of the pupils in the district in high schools and academies, and for the payment of all other statutory obligations of the district. The select- men of the town in their next annual assessment shall assess upon the taxable property of the district a sum sufficient to meet the obligations above enumerated, with such altera- tions thereof as may 'be voted by the district, and when col- lected shall pay the same over to the district treasurer. "In any district in which the money produced by a tax of five dollars on a thousand dollars of the valuation of the ratable estates in the district is insufficient to maintain the required elementary and special schools, and to purchase the required textbooks, scholars' supplies, flags and appurtenances, the state shall provide the balance of the money necessary from the money appropriated for that purpose by the provisions of

this act." In other words, the district must raise money enough in addition to the $3.50 tax to maintain standard schools, or vote to raise $5. The purpose, therefore, of the budget published elsewhere by your school board is to show whether or not it is advisable for the voters to raise $5 on a thousand of valuation, or to vote the sum asked for by the school board. At your last annual meeting you voted to do the former, and although the figures are not available at the time of the writing of this report, your school board anticipate receiving a substantial sum from such state aid.
Comment might be made on the sections of the law relat- ing to Americanization, but space does not permit. This feat- ure constitutes an important part of the law.
The situation at No. 1 remains the same. The building is still under condemnation, the State Board of Education al- lowing it to be used for this year only. The school board and the committee appointed by your meeting last summer have definite plans and figures to lay before you. It is hoped that the district will build for the future and construct noth- ing less than a three-room building.
When the law was being framed some persons thought that the duties of the school board would be taken away, but I am sure that your school board can testify that such is not the case, as they have worked harder than ever before in order that Bedford should reap the full benefits of the new law. My thanks are here publicly expressed for their support.
