It may be well to give the voters some reason for the de- ficit at the Town and Masonic Building this year, and also some idea as to the future outlook.
In the first place we have received only six months rent from the Precinct for Fire Department and Water Company rooms, as they did not occupy them until October 1st, 1902. Next year they will pay a full year's rent, a gain of $200 for the building. Then, again, we have had to use anything we could get for fuel, and the expense has been probably $100 more than it would be in an ordinary year, though the total cost thus far, $365.02, is much less than many anticipated. We have also had to pay for improvements, piping and fit- ting up room for the Water company, carpenter work, furni- ture, etc., about $150.
There are now more attractions booked and dates taken at the Opera House than at any time since the completion of the building, and it looks as though the books for next year might show a good profit.

POLICE COURT REPORT.
To the selectmen of the Town of Lancaster-Gentlemen:
My recent illness, from which I have not yet fully re- covered, prevents me from making a detailed report of each case which has come before the Police Court.
During the past year there have been seventy criminal cases before the Court which may be classified as follows:

Nine respondents were committed to the House of Cor- rection or County Farin, eight for drunkenness and one for larceny. One was sent to the State Industrial school. One respondent, who plead guilty to the sale of spirituous liquor, was sentenced to jail for six months and the sentence was suspended on condition that he get out of business.
It has been my policy to sentence drunken tramps and strangers of a questionable appearance who had no employ- ment in this vicinity to the House of Correction for six months, and suspend sentence on condition that they leave town at once. This has proved a very effective way of rid- ding the town of such characters at no expense.
Seventeen civil cases were entered in court, all of which have been disposed of.
The receipts of the Court, including fines and costs, have amounted to $ 811 65

The disbursements for officers' fees, printing, special justice and my salary were 409 34
I have paid to the selectinen the balance, which amounts to $402 31
There are several small fines which have not been paid which I may be able to collect when the respondents come back to town from their winter's work. It was impossible to collect them at the time of trial.
If, by the acceptance of this report, you vote the salary which you have voted in the past and the avails of the court shall be insufficient to pay the same, I will not ask the town for the full salary but I will accept such sum as the Court may receive in fines and costs.
