THE NEW FORM OF TOWN REPORT.
RECOMMENDED BY THE STATE TAX COMMISSION.
Through the courtesy of the Selectmen, the State Tax Commission has been enabled to reorganize in part the financial report of the Town of Derry to conform to the uniform system recommended for all New Hampshire towns. The report presents in summary form, first the financial standing of the town at the end of the year, and second the financial transactions during the year. This information is summarized in two statements, one of assets and liabili- ties called a "Balance Sheet," (See page 12-13), the other a schedule of "Receipts and Payments," (See page 20-23).
The "Balance Sheet" is divided into two parts, (1) the "General Account" in which the cash and other assets readily realized upon are set over against the immediate demands for cash; and (2) the "Capital Account" in which the bonded debt is compared with the sinking funds and the permanent assets of the town such as the town hall property. The detailed information in regard to items in the Balance Sheet is given in Schedule A to E following it, for instance the detail in regard to the bonded debt is given in "Schedule A."
In the uniform classification of Receipts and Payments, the receipts are classified according to the sources from which they come, and the payments according to the purpos- es for which the money is expended. The receipts are divid- ed into two classes: (1) Current Revenue, which includes the ordinary items such as taxes, amounts received from the State and County, licenses and rent of the town hall; (2) Receipts other than Current Revenue, which include the unusual items such as money borrowed. The payments are

divided so that the amounts paid for the ordinary Current Maintenance Expenses of the government are separated from the payments of interest; and from the extraordinary Outlay for New Construction and Permanent Improvements such as. buildings, road, sewers, and sidewalks. The payments on the principal of debt and the payments to sinking funds form a separate item called Indebtedness payments, All of these which are payments for the town government itself are separated from the Payments to Other Governmental Divis- ions such as the State, County, Precincts and School Districts.
The detailed information in regard to the payment. is given in the "Detailed Statements of Payments" following the summary schedule.
It has been difficult to make up the report according to the new form because the old system of bookkeeping is used in Derry. The Tax Commission respectfully recommends that the Town of Derry do as Gorham and some of the other towns are doing, adopt the uniform method of accounting as well as the new form of report.
Personally, I wish to thank the officers of the Town particularly Mr. Coburn and Mr. Bartlett, for their co-opera- tion in the re-arrangement of this report.

To the Inhabitants of the Town of Derry qualified to vote in Town Affairs.
You are hereby notified to meet at Adams Memorial hall, - in said Town, on the second Tuesday of March next, at ten o'clock in the forenoon, to act upon the following subjects:
1. To choose all necessary Town Officials for the year «ensuing.
2. To vote to raise and appropriate such sums of money as may be necessary for the support of schools, maintenance of the poor, for laying out and repairing highways, building and repairing bridges and for other neces sary charges arising in said Town.
3. To see what sum of money the Town will vote to raise and appropriate for the use of Upton Post, No. 45, De- partment of New Hampshire, Grand Army of the Republic, sto defray the expenses of Memorial Day.
4. To hear the reports of agents, auditors or committees theretofore chosen and pass any vote relating thereto.
5. To see if the Town will vote to raise and appropriate a sum of money for the improvement of the highways in ac- cordance with the provisions of Sec. 4, of Chapter 35 of the Laws of 1905, and pass any vote relating thereto.

6. To see what sum of money the Town will vote to raise and appropriate for the purchase of books for the Derry Public Library and for the maintenance of said Library and pass any vote relating thereto.
7. To see what sum of money the Town will vote to raise and appropriate for the purchase of books for the Taylor Library at East Derry and for the maintenance of said Libra- ry, and pass any vote relating thereto.
