25 Report of the Board of Education.


District System May Be Re-established after Five Years.


"Any town, after five years from the time this act goes into effect, may by a majority vote of all the voters of the district, re-establish the district system in such town, and shall there- after be subject to the same laws as are now in force in this state in relation to school districts."


The above is section eight of our state laws as passed in 1885 and unless altered or amended by the present Legislature there is but little hope for the friends of the old district sys- tem. Yet, in presenting this our fifth annual report under the new law, to the citizens of Sandwich we shall endeavor to give a true comparison of the work of the two systems.


COMPARISON OF THE TWO SYSTEMS.


In 1885 (the last year under the district system) the total amount of money expended for the support of schools was $1,487.47 which gave to each of the 273 enrolled scholars an average of 12.7 weeks of school at an expense of $4.94 for each pupil. The past year the $1,509.61 spent for the support of all the schools gave the 251 enrolled scholars 21 weeks at a cost of $5.57 for each pupil.


The last five years under the district system the average cost of all the schools was $1,497.12; the average number of scholars 308 ; the average length of schools 13.9 weeks ; and the average expense of each pupil was $4.44 for the year.


Under the town system for the same number of years the average cost of all the schools has been $1,427.12 ; the average number of scholars 264; the average length of schools 19.4 weeks ; and the average expense of each pupil has been $5.15 for the year.


The wages paid to teachers per month, including board, av- eraged for the last five years under the old system $21.79 and an average of 19 schools was maintained. Under the present system the teachers have received including board, an average

of $21.58 and an average of 12 schools has been maintained.


From 1881 to 1886 twenty schools were held where the av- erage attendance throughout the year was six scholars or less. From 1886 to 1891 three schools have been held wliere the average attendance throughout the year was six or less.


Incidental expenses for five years under the old system averaged $140.99. Under the new $71.79


Taking into account the difference in the length of schools ; the fact that by carrying a few, the small and expensive schools are no longer maintained ; that by the present system the incidental expenses are less ; and that by annually giving $44.80 in board and wood the schools can be lengthened the same as under the old system :


With the above facts before you the question, is "Which system works for the good of our town?"


SCHOOLS.


This has been an unusually pleasant year for our schools. The furnishing of the text-books and other school supplies has given the teachers and pupils an opportunity to do good work throughout the school year. By the earnest effort of our teachers to make themselves familiar with the new books ; thereby learning improved methods of instruction, our schools have made commendable progress. Special attention has been given to the reading and writing of the younger pupils with success in every school. Children who could not write last May will write a short story correctly to-day. Good results were obtained by the topical method of recitation in geography and history. The written examinations of the two terms show improvement in language, spelling, style of penmanship, and arrangement of work. We hope the pupils will continue the work begnn until we can report excellent results in every depart- ment of our schools. In the spring the scholars at Birch Intervale were carried to Whiteface for about one-half the expense of running a school ; but the parents desiring a fall school to be taught at Birch Intervale agreed with the Board to accept a less number of weeks, to give the wood and to provide a place for the school, and eleven weeks were given them. There was

no school at the Wallace school house. Those living more than one and three-fourths miles from the nearest school house (by vote of district) were carried, With these two changes from last year we were able to give one week more of school.


TEXT-BOOKS.


In compliance with the provisions of the "text-book law," the text books and other supplies have been furnished free of charge, to all the pupils in our public schools during the past year. The chairman of the school board, as agent, has pur- chased all the books and the town has had the benefit of the liberal discounts made by the publishers. The committee keeps a book account with each teacher. The teachers loan the books to the pupils and are responsible for their safe re- turn. At the close of each term the books are collected and carefully examined by teacher and committee. The books are labeled as the property of Sandwich and are loaned subject to rules plainly printed on each label. The sum expended for books and supplies amounts to $275.71 for the year 1890 or $1.09 for each pupil. Out of the 620 text-books purchased and given by the publishers during the year, 64 have been sold, and the remainder and three-fourths of the supplies are the property of the town and in good condition.


Lippincott's New Series of Readers, Harper's Arithmetics, Miss Hyde's Language Lessons, and the New Eclectic History have been introduced. Each school has been supplied with a set of text-books for the teacher's use. Supplies have been furnished every pupil as his work required ; and in this respect the law will prove a blessing to every town that profits by its requirements. We believe that our town has as good a set of text-books as the present market affords ; judging from the re- sult of one year's work in the schools, and the universal praise of their merits from our teachers.


1 CONDITION OF SCHOOL BUILDINGS.


The money raised for repairs has been used to defray the expense of shingling and repairing several school buildings, purchasing blackboards and other school property, as shown

by the treasurer's report. Many more improvements by way of paint, desks, and suitable out-buildings are needed. Money expended to repair and improve school buildings, means health and comfort for the children, saves money for the citizens, and shows strangers thrift and enterprise in the town.


PARENTS.


It is but natural that the old residents, forgetting that the old district system has ceased to exist and that district lines no longer separate one school from another, should feel some- what aggrieved at the discontinuance of the school in their "district" and the transference of the children to some other school. But parents must not forget that, an occasional visit to the school-room, kind words to the teachers, and a cheerful compliance with what the School board deems to be for the best intersts of the schools would promote a more successful working of the present school law, and that indifference or faultfinding retards it. We are glad that twenty-six parents have shown sufficient interest in the welfare of their children to visit our schools and witness their work.
