THIS rec HIS record of "New York in the Spanish-American War" has been prepared in accordance with the directions and under the instructions of Brigadier-General Avery D. Andrews and Brigadier-General Edward M. Hoffman, adjutants-general of the state, 1899 and 1900, respectively. In the preparation of the work the part taken by the state directly has been obtained from the report of Major-General C. Whitney Tillinghast, 2d, adjutant- general of the state for the year 1898, and where the text speaks of the "adjutant-general" without any further definition or "this office," the adjutant-general of the state and the office of the adjutant-general of the state are alluded to. The histor- ical records of the organizations are founded on their official reports and records, and the personal records are taken from the muster-out rolls on file in the office of the adjutant-general of the state.

In recording the official facts relating to the part the State of New York took in the Spanish-American war, it is but just to. set forth who were the members of the military family of the- Governor and Commander-in-Chief, and to include in the record. the assistants of the various chiefs of departments.
The officers of the adjutant-general's and of the ordnance. departments bore the brunt of the work, the chief of ordnance. being also acting quartermaster-general. The work of these officers did not cease when the New York contingent was mus- tered in the United States service; they then had to organize and equip the new organizations of the national guard formed to take. the place of those entered into the United States service. The adjutant-general's department was in demand by the New York volunteers until the latter were mustered out of the United States service, and even then its work in this connection continued for some time, presenting and prosecuting claims against the United States.

The names of the officers given, are those who were in these departments from April 15th, to December 15th, 1898. In the column " service," in its subdivisions, the volunteer service of the officer is completed, and his national guard service brought down to the close of the Spanish-American war or still later.
