The services rendered by those who entered the volunteer signal corps is testified to by the commendatory order issued by the chief signal officer of the army. With two or three exceptions all of those who entered the volunteer signal corps saw service in the West Indies.

vice it is liable to be called on to perform. I would recommend that while the aggregate of each corps remain what it is at pres- ent, each should consist of one captain, one first lieutenant, one assistant surgeon with rank of first lieutenant, one second lieu- tenant, three first-class sergeants, six sergeants, eight corporals, and the remaining quota to be privates. That it be provided that every member of the corps who shall be a telegraph operator certi- fied to as such by the manager of a telegraph or railway company shall, when on duty, receive not less than $2.50 per day. That any member of the signal corps who shall be an electrician or lineman and certified to as such by the manager of an electric light, rail- way, telegraph or telephone company, shall, when on duty, receive not less than two dollars per day. The reason is that it is diffcult to get such men to enlist who while on military duty do the same work they are accustomed to do while not on such duty and yet in the former case get less pay than in the latter. At the same time it is absolutely essential to have a certain number of such tech. nical men in each company, not less than four each.
The United States requires that two-thirds be telegraph opera- tors or electricians. This number is not necessary in the national guard.
The instruction in the national guard is entirely suitable to attain the best results if carried out according to the regulations and code, with one exception. All the members should learn how to build and equip telephone lines complete. It requires no especial training to learn to do this. They should know how to string a line, do rough interior wiring and put in position the switch boards and instruments. Each man should be proficient in this. The torch as a means of signaling should be abandoned. It was never used in actual service. In regard to equipment, the present equipment of each corps is about perfect. I would recom- mend, however, that each corps be provided with two sets of inter- national code flags, and two international code books so as to be able to communicate with the navy. This is very important. Each armory in the state should be equipped with a set of Ardois system of electric light signals. It is the most rapid means of

night signaling, and the only method possible when there are many lights in the neighborhood tending to confuse the reader. This method is also used in the navy. I would recommend that one wire cart, a battery wagon, two hundred lance poles and a certain amount of line material be kept in store at the state arsenal to be used at Camp for Instruction in the construction of military telegraph lines.
The men should be armed only with the pistol. The carbine is in the way and not used. The pistol should be cal. 0.45. A small caliber has not sufficient stopping effect. The saber should be retained as a part of the full dress.
The New York signal corps has always held pre-eminence as a scientific military organization in this country, and there is every reason to believe that it will continue to do so. It has the proud distinction of being so well equipped for war that the United States came to it to buy its signal equipment when war broke out. This equipment was thoroughly up to date and was used at the front and proved satisfactory.
Under the new code, my office ceases to exist at the end of the year and this will be my last report. I leave the state signal service with regret. The work was most congenial to me and my heart was in it.
Although a professional soldier and a graduate of the United States Military Academy, I refused a commission in the national guard and preferred to enter the state service as an enlisted man in the signal corps. I served as private and sergeant and in due time became first lieutenant, then captain and finally major and chief signal officer. Passing thus through all the grades I felt singularly closely bound to the entire organization. I have given many years to the work and trust what I have done has resulted in permanent benefit to the state forces and to the science of signaling.
