COLONEL EDWIN F. BROWN, TWENTY-EIGHTH NEW YORK VOLUNTEERS, Inspector-General United States Soldiers' Homes.


Born in Ridgeway, Orleans Co., N. Y., April 23, 1823. Mustered into the U. S. service at Albany, N. Y., May 22, 1861, as Lieutenant- Colonel 28th N. Y. Vols. Wounded in action at Cedar Mountain, Va., August 9, 1862. Left arm amputated. Left at Culpeper August 19, 1962, and captured by the enemy. Paroled at Aikens Landing, Va., October 6, 1862. Promoted Colonel November 1, 1862. Mustered out, June 2, 1863.


Col. Brown, born in Ridgeway, has never lost his residence there. He remained on his father's farm until 1837. Attended Gaines Acad- emy three years, and Canandaigua Academy one year, then taught one year in Gaines Academy. Returned to farming in 1843, and carried on a large grain and stock farm until 1856, part of the time, also, supcrin- tending the 12th section of the Erie Canal. Left the farm in 1856 and engaged in grain and produce business in Medina, N. Y. About 1860, Col. Brown engaged in a manufacturing enterprise in East Cambridge, Mass., which was abandoned on the breaking out of the war.


In April, 1861, he took an active part, with Col. Donnelly, in organ- izing the Twenty-eighth Regiment. Was elected Lieutenant-Colonel, and served continuously with the regiment until the battle of Cedar Mountain, where he lost his arm. After the death of Col. Donnelly he was promoted Colonel, which position he held until mustered out with the regiment.


Col. Brown was elected Clerk of Orleans County while still in com- mand of the Twenty-eighth, but did not take possession of the office until the regiment was discharged. Later, he went South and engaged in mercantile business in Vicksburg. Was appointed Military Mayor of Vicksburg in 1866. IIe resigned two years later to accept the position of Governor of the Central Branch of the National Home for Disabled Volunteer Soldiers, at Dayton, Ohio, where he remained from January 1, 1869, to November 1, 1880, when he was appointed Inspector-General for all National Homes in the United States. IIe still occupies that office, traveling from Maine to California, having made the round trip six times, and supervising the building of the Home at Leavenworth, Kansas, the one at Santa Monica, Cal., also the one at Marion, Ind. His life is a busy one. He has a large farm in Central Ohio, where he. goes occasionally for rest and recreation.


It was largely through the efforts of Col. Brown that the memorable meeting of the Twenty-eighth New York and the Fifth Virginia Regi- ments was held at Niagara Falls in May, 1883. This was the first time that Union and Confederate regiments had met together in fraternal greetings, and was an event of great interest.

In command of the ist Brigade, Ist Divi- sion, 5th Corps, Army of Virginia (General Banks), from March 20, 1862, to June 15, 1862, also July 31, 1862. Mor- tally wounded at Cedar Mountain, Va., August 9, 1862. Died of wounds at Culpeper, Va., August 15, 1862. Buried at Lockport, N. Y., where the members of his regiment have erected a monument to his memory. His ability as commander of his regiment or brigade was always recognized and highly commended in official re- ports. llis death ended a career that was a brilliant one, indeed. His death was a personal loss to every meinber of the regiment. Association with such a man was an honor, and the remembrance of him and his herole ser- vices will ever be a loving and cherished memory.


GENERAL ALPHEUS S. WILLIAMS, BRIGADE. DIVISION, AND CORPS, COMMANDER, DIED IN DETROIT, MICH., IN 1883.


The members of the 28th New York "uncover" at the sight of this loved commander, and his name is an inspiration to any comrade of his old ist Division - "First of the 12th Corps and second to none." It was the exceeding good fortune of the 28th N. Y. Regiment to serve under his command during most of its his- tory. The men can never forget his fatherly kindness and care. He was universally known throughout the Division by the homely but loving title, " Old Pap Wil- liams." As a brave and able General, he was fully equal to any position where the fortunes of war placed him. Long after the war he wrote : "I remember warmly the asth New York. It was my favorite regiment, and I shall remember it to the day of my death.'


ELLIOTT W. COOK, DIED IN CALIFORNIA, IN 1873.


Born in 1819. Mustered in, May 22, 1861, as Captain of Co. A. Promoted to Major, September 13, 1861. Captured at Cedar Mountain, Va., August 9, 1862. Ex- changed, November 11, 1862, Promoted Lieut .- Colonel, November 2, 1862. Captured at Chancellorsville, Va., May 2, 1863. Paroled at City Point, Va., May 14, 1863. Mustered out, June 2, 1863.


As Captain, Major, or Lieut .- Colonel, E. W. Cook was always the reliable, capable officer, the kind, genial, courteous gentleman and friend.

Mr. FitzGerald has for many years been in the Gov- . erninent Printing Office at Washington, D. C. Is a prominent and influential G. A. R. Comrade of the Dis- trict of Columbia.

LATE ADJUTANT 28TH N. Y. VOLUNTEERS.


Born in Stafford, Genesee County, N. Y., August 26, 1828 Mustered into the U. S. service at Albany, N. Y., May 22, 186t, as Adjutant, 28th N. Y. Detailed on recruiting service, February, 1862, to May, 1862. Killed in action at Cedar Mountain, Va., August 9, 1862. Buried where he fell, "on the field of honor."


No name is mentioned in the long list of heroic dead of the 28th with feelings of deeper respect and admiration than that of Adjutant Sprout." He inct a death of glory in the inost advanced position of our forces in the charge at Cedar Mountain. The bravest of the brave, the model soldier, the Christian gentleman, the true friend. The heart-pulses beat quicker, the cyes of his comrades moisten, at the mention of this grand and noble man who offered his life at Cedar Mountain, on the altar of his country.


CHRISTOPHER L. SKEELS,


Born at Rutland, Vt . January 12, 1823. Died Octo- ber 6, 1879. Mustercd into service as Quartermaster May 22. 1861. Acting Quartermaster ist Brigade, ist Division, 5th Army Corps, March 20, 1862, to October 16, 1862. In Chief Quartermaster's Department, ist Division, 12th Corps, October 16, 1862, to February 7, 1863. Promoted to Captain Co. A, October 21, 1862. Mustered out, June 2, 1863.


After the War, was traveling agent for the Commerce Insurance Company of Albany, N. Y. In 1865 removed to New York City, where he was inanager of an exten- sive fire insurance agency until his death. Member of the New York Board of Underwriters, the Manhattan Club and the New England Society. This sword is in possession of C. L. Skeels Post, G. A. R., of llartland, N. Y. Presented Decoration Day, 1886.

ALBERT M HELMER, DIED IN MILWAUKEE, APRIL 20, 1896.


Born at Oak Hill, Montgomery County, N. Y., March 10, 1832. Mustered in, May 22, 1861. as Surgeon, . 28th N. Y. Volunteers. Acting Surgeon ist Brigade, Ist Division. 5th Army Corps, from March 20, 1862, to Octo- ber 22, 1862, under General Banks.


Dr. Helmer remained in charge of the disabled sol- diers taken at Culpeper Court House, Va., after the battle of Cedar Mountain. Va. Was taken prisoner and sent to Libby Prison. Subsequently he was exchanged and sent to Fortress Monroe. Resigned, November 10, 1862, on account of poor health


Dr. Ilelmer went to Milwaukee, soon after leaving the army, and did not resume the practice of medicine, but engaged in the brokerage business. His home has been in Milwaukee since the war.


ROBERT T. PAINE, DIED IN 1886.


Born in 1834. Mustered in, December 28, 1861, as Assistant Surgeon. Mustered out, June 2, 1863.


Dr. Paine was a skillful surgeon and a faithful officer of the 28th Regiment. He had hosts of friends and no enemies. A more genial or welcome addition to any circle could not be found.


Trusted alike by officers and men, careful, kind, and conscientious in the discharge of his duties, he was loved by the members of the regiment while living, and his memory will be ever cherished.


THOMAS CUSHING, M. D .. BARRE CENTER, N. Y.


Mustered into the service of the United States, August 25, 1862. as Assistant Surgeon of the 28th N. Y. Volunteers. Resigned, March 12, 1863.


Subsequent to the war Dr. Cushing was a practicing physician of prominence and ability at Medina and other places in Orleans County, New York. Several years ago he retired from active practice and resides at Barre Cen- ter, where he devotes much of his time to study. Dr. Cushing is a naturalist, and a man of education and research ; and has written many .articles on his favorite subject.

Born in Byron, Genesee County, N. Y., July 19, 1833. Enlisted, April 27, 1861. Mustered in, May 22, 1861, as Corporal in Co. F. Promoted Sergeant-Major and trans- ferred to Non-commissioned staff, October 1, 1862. Wounded by piece of a shell at Chancellorsville, Va., May 2. 1863. Mustered out. June 2, 1863. "Mr. Gillam is engaged in farming on the farm where he was born. Is a member of Futter Post, No. 412, G. A. R., Department of New York, at Bergen, N. Y.
