DISCONTINUING THE USE OF WATER.


All persons who may intend to discontinue the use of water (or any appliance thereof), shall give notice to the Bureau of Water, Department of Public Works, on or before the 30th day of November in any year, and on their failure so to do shall be chargeable with and pay the whole rent for the year next ensuing. Ordinance, June 1, 1871.


METER BILLS.


A11 meter bills to be paid quarterly, within ten days from date of service; if not paid within that time, a penalty of five per cent. will be added.


OPENING FIRE PLUGS.


A penalty of $5 is imposed for opening a fire plug without a permit.


WATER RENTS-WHEN PAYABLE.


Water rents are due and pavable yearly from and after the ist day of January. If unpaid upon the Ist day of June a penalty of 5 per centum will be added, and if unpaid on the ist day of September 10 per centum, and if not paid on the first day of November the Director of the Department of Public Works may cause the ferrules to be withdrawn.


SIZE OF FERRULES.


The size of the ferrule is regulated by the amount of water rents, as follows: 1/2 inch for from $5.00 to $15.00 ; 5/8 inch for from $16.00 to $25.00 ; 34 inch for from $26.00 to $40.00 ; 1inch for from $40.00to $90.00 ; 11/2 inch for from $90.00 to $160.00; 2 inch for from $160.00 to $360.00.

By Act of Assembly of May 13, 1857, it is provided that the investments which now or hereafter may form part of the Sinking Funds of the City, shall not be sold except for money, nor exchanged except for the loan of the city; and in case of such sale or ex- change, the proceeds thereof shall be applied exclu- sively to the Sinking Funds of the City, or to the ex- tinguishment of its funded debt.

DEPARTMENT OF LAW.


Under the provisions of the Bullitt Bill the City Solicitor is the legal adviser and attorney for the City, its departments and offices, he prepares and approves contracts ; is required to make daily returns to City Controller of all moneys received, including fees for preparation of contracts, bonds, etc. ; approves all securities, and to keep a registry of contracts, bonds, etc.

DEPARTMENT OF RECEIVER OF TAXES.

The Receiver of Taxes (under the amended City Charter) receives all moneys due the City for taxes, loans. licenses, water-rents, water-pipe, frontages, permits, and rents from Markets, landings, wharves, and other public property, and interests, etc., and makes daily returns to the City Controller in writing of all such receipts, and shall be charged by the City Controller with full amount of all tax dupli- cates of the several wards.


A person to be eligible to this office must be a citizen and resident of Philadelphia for at least seven years preceding his election.

The term for which Receiver of Taxes is elected is three years. Expiration of term, first Monday of April, 1901.
