January.
DIRECTORS OF PHILADELPHIA AND ERIE RAILROAD.
By Select and Common jointly .- Three Directors of the Philadelphia and Erie Railroad, for one year, not more than thirty nor less than five days prior to the second Monday in February.
MANAGERS MUSEUM OF INDUSTRIAL ART.
By Common Council .- One Manager of Pennsyl- vania Museum and School of Industrial Art, for one year.
By Select Council .- One Manager of Pennsylvania Museum and School of Industrial Art, for one year.
TRUSTEES OF PHILADELPHIA FREE LIBRARY.
By Select Council. - One Trustee at last Stated Meeting.

May. PORT WARDENS.

Organize first Monday in April.
Members of Select Council elected in February, meet at 402, City Hall, at 10 o'clock, A.M., on the first Monday in April succeeding their election, to organ- ize.
Chief Clerk acts in case of retirement of President.
In case of the retirement of the President the Chief Clerk organizes the Chamber.
When the time arrives for organization, the Presi- dent or Chief Clerk says :

"This being the day appointed by law for the meeting of Council, and there being present a sufficient number of gentlemen elected members, together with those holding over to constitute a quorum, the Chamber will come to order."
Calling roll and oath.
The Chief Clerk calls the roll of the members hold- ing over, then the credentials of members elect, commencing at First Ward, are received and read. When they are all read, the members elect appear before the President's desk and the oath of office is administered to them by a Judge of the Courts or some one qualified to administer oaths.
OATH OF OFFICE.
" I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States and the Constitution of this Commonwealth, and that I will discharge the duties of my office with fidelity : that I have not paid or contributed, or promised to pay or contribute, either directly or indirectly, any money or other valuable thing to procure my nomination or elec- tion, except for necessary and proper expenses expressty authorized by law; that I have not, knowingly, vio- lated any election law of this Commonwealth, or pro- cured it to be done by others in my behalf ; that I will not, knowingly, receive, directty or indirectly, any money or other valuable thing for the performance or non- performance of any act or duty pertaining to my office, other than the compensation allowed by law.
When this is finished, each member affixes his signature to the above oath, which has been written in a book kept for that purpose, as a record of Council. The Chief Clerk then calls the roll of mem- bers alphabetically.
Election of President.
Some member moves that Council proceed to nomi- nate and elect a President for the ensuing year. If there should be a coutest two tellers are appointed by the President (or Chief Clerk) to conduct the election. When the election is finished, the President (or Chief Clerk) announces the result, and declares the proper party elected, who is immediately sworn in by his competitor, or (if none) by the oldest member of the opposite party.
Election of Clerks, etc.
Some member moves that Council proceed to nomi- nate and elect a Chief Clerk, Assistant Clerk, and Sergeant-at-Arms for the ensuing year. In case of a contest two tellers are appointed by the President (or Chief Clerk) to conduct the election. When the elec- tion is finished, the President declares the proper

parties elected, who are immediately sworn in by the President, and enter immediately on duty.
Fully Organized.
When this is gone through with, the Council is fully organized, aud ready to transact business.
Prayer, etc.
Before transacting any business it is usual to invite a clergyman to open the proceedings of Council with prayer.
DRAWING FOR SEATS.
Members now draw lots for choice of seats, which is done as follows : Slips, containing the names of members are prepared by the Chief Clerk and placed separately in a box, from which they are drawn by the President.
Members select their seats as their names are aunounced.
Rules and Regulations.
It is usual for a member to offer, and have adopted, a resolution, to-wit :
Resolved, That the Rules and Regulations of the late Select Council be adopted by this Council.
Notifying Common Council.
And, also, the following, to-wit :
Resolved, That a committee of two be appointed to inform Common Council that Select Council is organ- ized and ready to proceed to business.
Committee to wait on Mayor.
And also the following Joint Resolution, to-wit :
Resolved, That a Joint Committee of three from each Chamber be appointed to wait on the Mayor, and inform him that these Councils are now organ- ized and ready to receive any communication he may have to make.
TERMS OF MEMBERS OF SELECT COUNCIL.
TERM THREE YEARS.
Members of Select Council shall be choseu at the February elections for three years from first Monday in April next ensuing .- Act of March 10, 1875.
VACANCIES-HOW FILLED.
Members to fill vacancies may be elected either at the February or November election, and take their seats as soon as certificates are issued. Members elected from newly created wards shall be entitled to seats on second Monday after their election, and shall serve until the first Monday of April in the third year succeeding their election .- Act of February 12, 1889.

MAY RESIGN AT ANY TIME.
Members elected to fill vacancies in February or November shall take their seats immediately there- after. Members may resign, to take effect at any given time stated. The President is required to di- rect the Clerk to notify the Sheriff of such resignation within one week thereafter .- Act of April 27, 1864.
QUALIFICATIONS. Members cannot become surety.
Members of Select Council cannot become surety for any city official. Penalty, forfeiture of office and fine of $500 .- Act of March 31, 1860.
NO STATE EMPLOYE ELIGIBLE TO MEMBERSHIP.
No member of the State Legislature, nor one hold- ing office or employment from or under the State at the time of his election as a member of Councils shall be eligible as a member of such .- Act of February 2, 1854.
NOT ELIGIBLE TO ANY OFFICE CHOSEN BY COUNCILS.
Members of Councils are not eligible to any office, employment, or agency, directly or indirectly chosen by Councils during the term for which they shall have been elected to Council .- Act of March 18, 1863.
REMOVAL FROM WARD.
A removal from the ward from which a member is elected, to another ward, shall operate as a forfeiture of the office .- Act of March 18, 1863.
INCOMPATIBLE OFFICES.
No member of Council shall hold any office or employment in the choice of said Councils during the term for which he shall be elected, nor hold any office, city or county, in the choice of the people, while serving as a member of Council .- Act of March 11. 1869.
MEMBERS HAVING PERSONAL INTERESTS IN MEASURES.
A member of Council voting upon a measure in which he has a personal or private interest, without disclosing the fact, shall, in case his vote carries the measure, forfeit his office .- Act of May 23, 1874.
NEW WARDS-MEMBERSHIP.
It is provided that when a new ward is created at the next general or municipal election, occurring not less than forty days after the decree of proper Court declaring creation of the new ward shall elect one member of Select Council, and on second Monday after his election he shall be admitted to his seat. The term of members of Select Council shall be until first Monday of April iu the third year succeeding the election .- Act of February 12, 1889.

" I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States and the Constitution of this Commonwealth, and that I will discharge the duties of my office with fidelity ; that I have not paid or contributed, or promised to pay or contribute, either directly or indirectly, any money or other valuable thing to procure my nomination or elec- tion, except for necessary and proper expenses expressly authorized by law; that I have not, knowingly, violated any election law of this Commonwealth, or procured it to be done by others in my behalf; that I will not, knowingly, receive, directly or indirectly, any money or other valuable thing for the performance or non-performance of any act or duty pertaining to my office, other than the compensa- tion allowed by law."

SIGNING OATH.
When this is finished, each member affixes his sig- nature to the above oath, which has been written in a book kept for that purpose, as a record of Council. The Chief Clerk then proceeds to call the roll of members alphabetically.
ELECTION OF PRESIDENT.
Some member moves that Council proceed to nomi- nate and elect a President for the ensuing year. In case of a contest two tellers are appointed by the President (or Chief Clerk) to conduct the election. When the election is finished, the President, (or Chief Clerk) announces the result, and declares the proper party elected, who is immediately sworn in by his competitor, or (if none) by the oldest inember of the opposite party.
CLERKS AND OTHER OFFICERS.
Some member moves that Council proceed to nom- inate and elect a Chief Clerk, first and second Assist- ant Clerks, Clerk of the Highway and Survey Com- mittee, and Sergeant-at-Arms, for the ensuing year. Two tellers are appointed by the President (or Chief Clerk) to conduct the election. When the election is finished, the President declares the proper parties elected, who are immediately sworn in by the Presi- dent. And they at once enter on duty.
ORGANIZED FOR BUSINESS.
When this is gone through with, the Council is fully organized, and ready to transact business.
PRAYER.
But before doing so, it is usual to invite a clergy- man to open the proceedings of Council with prayer.
DRAWING SEATS.
At this stage of the proceedings members draw lots for choice of seats, which is done as follows : The Chief Clerk prepares slips, containing the names of members and places them separately in a box, from which they are drawn by the President, and members select their seats as their names are announced.
RULES AND REGULATIONS.
It is usual for a member to offer, and have adopted, a resolution to wit :

Resolved, That the Rules and Regulations of the late Common Council be adopted by this Council.
And, also, the following, to wit :

Resolved, That a Committee of two be appointed to inform Select Council that Common Council is or- ganized and ready to proceed to business.
WAITING ON MAYOR.
And also the following Joint Resolution, to wit :
Resolved, That a Joint Committee of three from each Chamber be appointed to wait on the Mayor, and inform him that these Councils are now organ- ized and ready to receive any communication he may have to make.
