SUPREME COURT OF THE UNITED STATES.
The Supreme Court is held in the city of Washington, and has one session nunnally, commencing on the second Monday in October, and such adjourned or special terms as may be necessary for the despatch of business, - There are now nine Judicial Circuits, in each of which a Circuit Court is held twice every year, for every State within the Cir- cuit, by the Circuit Judge appointed for the Circuit, or by the District Judge of the State or District in which the Courts sits .. Each Justice of the Supreme Court must every two years attend at least one term of the Circuit Court in each district of his Circuit. The Judges are an- pointed for life, or during good behavior. Any Judge who has held his comnision ten years, and resigns after reaching the age of seventy, shall receive the same salary during the rest of his life.
By the act of Congress of July 23d, 180, the several circuits are thus constituted, to wit: First, The Districts of Maine, New Hamp- shire, Massachusetts, Rhode Island. . Second, Vermont, Connecticut, New York. Third, New Jersey, Pennsylvania, and Delaware. Fourth, Maryland, Virgima, West Virginia, North Carolina and South Caro- lina. Fifth, Georgia, Florida, Alabama, Mississippi, Louisiana, and Texas. Sixth, Ohio, Michigan, Kentucky, and Tennessee, Seventh: Indiana, Illinois, and Wisconsin. Eighth, Minnesota, Iowa, Missouri. Kansas, Arkansas, & Nebraska. Ninth, California, Oregon, & Nevada.
By the act of April 10. 1869, the Supreme Court is made to consist of the Chief Justice and eight Associate Justices, any six of whom make a quorum. Justices have been assigned to the circuits as follows : Circuit.

Circulars, 1 cent for two ounce or fraction thereof.
Transient newspapers, periodicals, or any other articles of print- ed matter, 1 cent for 2 ounces or fraction, prepaid by stamps. Newpapers and periodicals to regular subscribers, 2 cts. a pound. Regular matter for local delivery when it is to be delivered by carriers, it can only be mailed for one cent each for newspapers (excepting weeklies), and periodicals not exceeding 2 ounces ; and two cents each for periodicals weighing more than 2 ounces.
All transient matter must be sent in a cover open at the ends or sides. There must be no word or communication written or printed on the same after its publication, or upon the cover, ex- cept the name and address of the person to whom it is to be sent, and the name of the person sending same. There must be no paper or other thing inclosed in or with such printed matter.
Parcel Postags .- All articles of merchandise (except liquids, poisons, explosive materials, etc., liable to injure the mails), 1 cent for every ounce, not exceeding 4 pounds.
Foreign Postage.
Letters to Great Britain, including Scotland and Ireland. and the Continent of Europe. British, Dutch, French, and Portuguese possessions in the West Indies and Africa. Argentine Republic, Peru, Mexico, China, Japan, Java, St. Pierre. Miquelon. New- foundland, Australia (except New South Wales, New Zealand. Queensland, and Victoria), all parts of India. St. Mary's, and the Straits Settlements, 5 cents per half ounce. Madagascar (ex- cept St. Mary's), British mail, 23 cents, French mail, 21 cents per half ounce. Barbadoes, 13 cents per half ounee. Bolivia, Chili. and Ecuador. 17 cents per half ounce. New South Wales, New Zealand, Queensland, and Victoria, 12 cents per half ounce. South Africa, 15 cents per haif ounce. St. Helena, 27 cents per half ounce. Nassau and Canada, 3 cents per half ounce.
