President Lincoln had proclaimed a blockade of the Confederate States on April 19, 1861 which eventually reached from Virginia to Texas, thus stopping the export of farm products from the Southern States and the import of foreign goods.
The Confederate Congress on March 26, 1863 passed the Impreesement tax which was a tax on goods and services. This included the tithe tax on agricultural products and livestock. This was an income tax on the farmers and planters, which

was paid in produce and live or slaughtered animals. It was by this tax that the Confederate armies were, to a large extent, fed during the last year or so of the war.
As the spring of 1864 approached, supplies in the South became very scarce and the people began to suffer from hunger and for the want of clothing and shoes.
Marauders had begun to roam the south. Some of them, under the pretense of collecting supplies for the Confederacy.
Scott County had its share of these marauders and in the spring of 1864 a group of them began to raid and pillage in Moccasin Valley on mostly women and old men. The Confederate Congress had passed the Conscription Act February 17, 1864 which required all men 17 to 50, to serve in the Army.
The last week in April, 1864, was beautiful. The grass had turned green, spring flowers were blooming, the birds were nesting and the people in Moccasin Valley had begun to get their land ready for planting.
One day in mid afternoon, the marauders came up the valley, taking everything they could carry away; but, little did they know that they were to reckon with the women in the valley. They crossed Big Moccasin Creek late in the afternoon and made camp on the east side of the creek. There they cooked their supper of stolen provisions. Feeling secure, they did not post a guard for the night: they opened their bed rolls and retired for the night. A heavy fog had formed in the valley along the creek and all that could be heard that night along the creek banks was the croaking of the bullfrogs and the shrill piping of the spring peepers.
As the last quarter of the moon began to rise over Clinch Mountain, the women began to make their move. They went some distance down the creek and crossed to the east side and up the creek to where the marauders were sleeping. Stealthily and silently they began to execute their plan of attack. Each woman carried a large hickory maul. The women were in pairs; they were to pick out a man and hit him in the head with their mauls and beat him until he was dead.
After the massacre, the women recovered their stolen property and that of others which included guns, knives, jewelry and other valuable items. Also the horses of the marauders, which they would need for farm work.
The next day, a common grave was dug and the women, with the help of the old men, carried and dragged them to the cemetery. They are buried in the Osborn Cemetery, a short distance from where they met their doom.
Who were these men? Were they part of some Union army dressed in civilian clothes or part of Rowen Rogues who had infested Southwest Virginia? No one knows. They are like all unknown dead known only to God, but without honored glory.

CIVIL WAR VETERN DIES AT AGE OF 102
JACOB ROLLER, long time resident and Civil War Vetern, of Scott County, died suddenly at his home Monday, December 29. Born February 14, 1832. He had lived until Feb 14 1935, he would have reached the age of 103. He was married to Margaret Neely, and to this union was born seven children; all surviving except one daughter, Mrs. IBBIE DILLION, who preceded him to the grave three years ago. His wife died 21 years ago, death and burial taking place on the same day of the month, twenty one years ago. He enlisted in the Civil War at the age of twenty- one years and fought gallantly for his country, and has often said he only hoped "Old Glory" would wave so long as he lived. He professed faith in Christ, was baptized and joined the Baptist Church 75 years ago.
Surviving is one daughter, Mrs. R.C. BEGLEY of Appalachia, and the following sons: HENRY of Church Hill, ELBERT of Sourginsville, JOHN, DOCK and SHERMAN all of Clinchport: also 36 grandchildren and 25 great-grandchildren.
Funeral services were conducted Tuesday, December 30, at the home by REV JOHN NEELEY. Burial followed in the family cemetery.

iv. NANCY MELFORD DAVIDSON. The dau of JAMES DAVIDSON and his wife, MARY BACH DORTON.
NANCY MELFORD DAVIDSON, born December 13 1843; died 1922; married Sept 20, 1867 to WILLIAM HARRY RIGGS in Scott Co, Va. He was born on Stony Creek, Scott Co, Va on February 10, 1846 and died 1926. He was the son of RICHARD ASBURY RIGGS and his wife, NANCY McNEW.
WILLIAM HARRY RIGGS was decended from WILLIAM MILES-RIGGS, born 1760-5, who came to Washington Co, Va from North Carolina and he married SARA
A son of WILLIAM MILES-RIGGS was REV. JOHN RIGGS (ME), born 1792 married DRUCHANIA STANLEY. A son of REV. JOHN RIGGS was RICHARD ASBURY RIGGS, born 1820 and he married NANCY McNEW; a son of RICHARD RIGGS was our WILLIAM HARRY RIGGS.
The twins MOSES and WILLIAM HARRY RIGGS were reared by their Aunt POLLY McNEW CARTER. At the age of 14, the two were wagon boys in the Union Army in Kentuck Back in Scott Co, Va they had a little log school house built and themselves paid the teacher until their school was finally taken over by the county.
The Riggs ME church stands on the site. MOSES as "PROF. MOSES A. RIGGS" taught 56 years in Scott and Wise Counties, Va.
WILLIAM HARRY RIGGS lived on a farm at Rye Cove, Scott Co, Va and after the death of his uncle, HARRY CARTER before the Civil War was a center of interest for Rye Cove, a landmark, the largest mill in Virginia because of a small stream that turned it. The lower floor ground corn, the second wheat, and on the third was a device for picking thrash from wool. During the season it was operating day and night. HARRY RIGGS when 12 years had the fingers of his right hand torn off leaving only the thumb. HARRY RIGGS continued to operate the mill until it was closed from lack of water and the building was at length torn down. Of the entire family HARRY RIGGS lived out his entire life in Scott Co, Va. He served one term as County Commissioner and two terms as Clerk of County Court.
