Preface
The Historical Records Survey, a federal project of the Works Progress Administration, was organized by authority of a presidential letter in 1936. Dr. Luther H. Evans was chosen as National Director. Until the middle of 1938, the Vermont project restricted its activities to the survey of public records. At that time, it was decided that public records work was suf- ficiently well advanced that new tasks could be undertaken, and work on manuscripts was begun.
" This calendar has been compiled largely from the material gathered by James B. Wilbur, who spent a great portion of his timo during oight years searching for Ira Allen material, both in America and abroad, purchasing where possible original manu- scripts, otherwise obtaining photostat copies. The collection is housed in the Wilbur Library of the Fleming Museum of the University of Vermont in Burlington, and all of the documents, unless otherwise specified, aro a part of this collection. A few documents, not covered by Mr. Wilbur, have been found and included in the calendar with a roforence to their location.
The Ira Allen collection was chosen as the first to be calendared by the Survey in Vermont because of the completeness of the material collected and the importance of Ira Allen in the state and in the early history of the United States. He was born in 1751 and died in 1814. He was one of the largest landommers in New England and his business interests were extensive. He took an active part in the boundary disputo between Vermont and Now York. He was one of the leaders who organized the independent
state of Vermont, which in 1791 became the fourteenth state of the Union. He was Vermont's first Secretary of State and later held the offices of State Treasurer and Surveyor General. The papers in this collection bespeak a man of great ability, integrity, and strength. From the collection which starts in 1772 and continues until his death, much can be learned of Ira Allen's life.
A large portion of the collection consists of correspondence with the following people: Madame Ager, who served him as inter- preter while he was in France; Fulwar Skipwith, Consul General of the United States; Samuel Peters, clergyman; Dr. Isaac Moseley, an English friend; Rufus King, United States minister to Great Britain; Robert Slade, a lawyer employed by Allen; Jerusha Allen, his wife; Ethan and Levi Allen, his brothers; Heman Allen and John Finch, nephews; Joel Barlow and Mrs. Barlow, American friends of Ira Allen who lived in France.
The research for this volume was done by Miss Madeline Shelvey, Miss Beulah F. Griggs, and Mrs. Adelaide MacMinn of the Historical Records Survey in Vermont. The calendar was prepared in accordance with instructions received from the Washington office of the Survey where Mrs. Margaret Sherburne Eliot is Assistant Archivist in charge of the manuscript inventories.
The cooperation of Mrs. J. E. Donahue, librarian at the Wilbur Library, in the preparation of the material is sincerely appreciated. Her technical advice and assistance in identifying various indivi- duals has materially improved the usefulness of the volume.
