Was given permission from the Governor of Vermont, [Thomas Chittenden], to buy arns for the state militia and to obtain a grant for a ship canal from Lake Cham- plain to the St. Lawrence River; went to Europe and transacted the buisness; detention in Europe caused financial embarrassment; requests he be allowed to re- turn to Vermont and be free from arrest for three years.
