Sends a copy of the letter which he has sent to General [Joseph] Toledo and Colonel [A. ] Barnardo in which he comments on political and social conditions in Europe and the United States; speaks of the havoc and destruction which have been offected by European wars; necessary to eliminate party feeling and con- sider the talents and enterprise of men in power; "per- manent friendships between nations must be found in mutual interests and liberal policy"; mentions the defeat of the French army in Russia due to the se- verity of the climate; the great body of the people of the United States are friendly to the independence of Spanish America; hopes that the Republicans in Spanish America will organize a civil government to enable them to sond ministers to the United States; the time will not be far distant when the English governments will find it to their interests to be friendly to North and South America.
