We would like to say a word in regard to the carry- ing of scholars. Since the present school law (town sys- tem) came into effect the school directors have closed five schools. To-day there are scholars in each of these districts who must be kept in school. To maintain those schools at the present time would cost at least $394 per school, or $1,970 per year for the five. All of these chil- dren are in school, being transported at the expense of the Town at a cost of $1,008, making a saving of $962 per year.
ROLLIN C. SMITH, AMOS D. TIFFANY, THOS. J. HAGAN, School Directors.
Pittsford, Vt., Feb. 1st, 1912.
REPORT OF
School Building Committee
At the regular Annual Town Meeting of the town of Pittsford, held March 7, 1911, the following action was taken:
Upon motion of Rev. C. H. Smith it was voted that the town erect an eight-room brick school building ac- cording to the recommendation of the School House Com- mittee (see printed Town Report for 1911, page 44) to accommodate High, Grammar, Village and Mills Inter- mediate schools.
Upon motion of A. D. Tiffany it was voted that the matter of School building be left with a committee of five, and the following persons were elected as such commit- tee: Ernest Hitchcock, John B. Candon, John A. Eayres, Jerome E. McCormick, P. E. Mooney.
Upon motion of J. B. Candon Miss May E. Manley was added to this committee in an advisory capacity,
41
an'd the committee were empowered to add one more to their number.
Upon motion of Albert Brousseau it was voted that the new building shall be called the Lothrop School Building.
The following resolution, presented by Ernest Hitch- cock, was adopted:
"Resolved: That the Building Committee just elected have full power to secure by purchase or other- wise ample grounds for a central school building; that if they are unable to secure by purchase all the land de- sired, they or the selectmen at their request shall have full power to secure the same by condemnation proceed- ings as provided by statute. Said committee shall have full power to erect a school building according to the vote of the town, employing an architect to make plans and supervise the erection of such building as the com- mittee may determine, and such committee shall have full power to make any and all contracts necessary or desirable to carry into effect the intent of this resolution. "Said committee shall have power to make any arrangement they deem to the interest of the town to secure the so-called Lothrop Fund, and if so secured to use such part of the same as may be needed in the pur- chase of land and the erection of the school building.
"In case the fund is not received, then the town treasurer, with the approval of the selectmen, is author- ized to make temporary loans to pay all expenses in- curred by this committee.
"The selectmen are authorized hereby to fill any vacancy which may occur on this committee.
"The land purchased hereunder shall be located in old School District Number 3 in the town of Pittsford."
While motions which failed to pass are not recorded by the clerk, it will be recalled that a motion to limit the amount to be expended by this committee to $40,000 was voted down by the town meeting.
Under the provision that the committee might add one to their number a difference of opinion arose as to whether the added member would be a regular or only
