Known more familiarly by the name of Bartic Willard, in an early day resid. ed at Essex, and was a wheelright by trade. He was also a satirical poet, and prided himself on taking some one off in a short way. He was the first Repre- sentative of Essex, chosen in 1786, but not afterwards. The next day after he was chosen, he welit to pay his respects to Gov.
