No. 17.


1. Under authority of the Secretary of War, the following organizations of this state will participate in a Joint Camp of Instruction, to be established at Camp Dawson, Caddell, West Virginia, from August fifteenth to twenty-fourth : First Infantry.


Second Infantry.


Organized Sanitary Troops of the State attached to these Organizations.


2. A Rifle Camp of Instruction for the First Infantry will be established at Camp Dawson, Caddell, West Virginia, on August twelfth. The organizations of the First Infantry and attached Sanitary Troops will leave home stations on the morning of August twelfth, so as to arrive at Camp that afternoon or evening. The prescribed instruction in rifle and pistol practice will be commenced on or before August thirteenth and will continue until August fifteenth, when the First Infantry will participate in the Joint Camp.


The Commanding Officer, First Infantry, will select the personnel for this Rifle Camp, attention in this connection being invited to the requirements of Circular 2, Division Militia Affairs, Series 1913.


3. The Second Infantry and attached Sanitary Troops will leave home stations so as to arrive at Camp on August fifteenth, 1914.


4. The First Infantry will break camp on August twenty-fourth, so as to arrive at its home stations on that date.


5. A Rifle Camp of Instruction for the Second Infantry will be established at Camp Dawson, Caddell, West Virginia, on August twenty-fourth, upon the conclu- sion of the Joint Camp mentioned in paragraph one of this order. The Organizations of the Second Infantry will commence the prescribed instruction in rifle and pistol practice on that date and will continue same, breaking Camp so as to arrive at home stations August twenty-seventh. The Commanding Officer of the Second Infantry will select the personnel for this Rifle Camp, attention in this connection being invited to the requirements of Circular 2, Division Militia Affairs, Series 1913.


6. Orders covering the movement of the organizations by rail will be issued later.


7. The attention of all Organization Commanders is invited to General Orders number 30, c. s., Headquarters Eastern Department (G. O. No. 15, A. G. O., W. Va., dated July 7th, 1914.)


8. Attention is invited to orders and regulations previously issued, which provide that no one can fire for record who has not qualified as first classman or better, and must have the gallery practice to be admitted to instruction practice, also to the following :


"Previous to the encampment, enlisted men must have had sixty days' service in the Organized Militia, including at least fourteen periods of practical progressive military instruction of at least one and one-half hours each, or an equivalent service in the Regular Army, Navy or Marine Corps or one year's service at a school where military instruction is given."


In order to secure pay for attendance at any Joint Camp, each company must have the minimum strength present of two officers, and .thirty-eight enlisted men.


Enlisted men may attend this camp, who have had less than sixty days service, on Government transportation and subsistence, the State paying an amount of per

diem equal to the rate paid by the State to other enlisted men. For privates 75c per day.


9. All Company Officers will arrange to mess with their own organizations. The officers of regimental and battalion headquarters may make such arrangements as they desire for messing while in camp.


10. The cotton olive drab uniform with olive drab shirt and service hat will be worn to camp. An extra pair of olive drab or khaki breeches for each man to wear at maneuvers and drills may be taken.


11. Officers can secure mounts at Caddell.


12. The Disbursing Officer will make the payments for the service at the Rifle Camps of Instruction.


13. The travel, pay and subsistence enjoined are necessary in the service.

Martinsburg Section :


One combination car on one of the specials or on regular train No. 15 from Caddell to M. & K. Jet., thence with equipment on B. & O. train No. 6 to destination.


2. Suitable and comfortable accommodations must be provided, meaning largest size coaches possible, particularly for the long hauls. All trains to be well iced and watered before leaving original starting points and divisional points, going and returning.


3. Baggage cars for the original loading will be placed the day before departure for loading. On return movement when the baggage cars cannot be set off for unloading, the officer in charge will avoid unnecessary delay in unloading. Baggage and combination cars will be permitted to remain for unloading in daylight if necessary.


4. The Senior officer on each train, or section, is held responsible for the con- duct and discipline and will make a written report to this office upon completion of this tour of duty, as to the equipment furnished, service of the transportation com- panies and conduct of the men. He will designate a train quartermaster for his train.


5. Government transportation requests will be used. One request should be used for all officers and enlisted men traveling at the same time between the same points. The number of officers, and the number of enlisted men of each command must be noted on the back. If round trip transportation is arranged, one request should be used, or issued. The request so issued, must be certified to or receipted by the officers to whom issued, to show the actual number of officers and enlisted men separately for whom round trip tickets were issued in exchange therefor. The coupon of tickets for the homeward journey must be kept by the officers in their possession until such journeys are commenced, when they will see that the train conductors note on the backs of such coupons the actual num- ber of officers and enlisted men traveling thereunder, and in addition to such verification, the officers to whom such request was issued, are required to prepare and sign, in triplicate the certificate of service rendered under round trip requests.


6. Attention is called to the provisions of G. O. No. 15, 1. G. O., dated July 7th, 1914, for instructions as to subsistence en route. Travel rations will be issued for the return movement.


7. Staff Officers and Non-Commissioned Officers will join the nearest organiza. tions of their regiments and accompany them to Camp Dawson.


S. Organization Commanders will take with them to Camp Dawson all the 30 calibre ammunition in their possession.


9. A medical examination will be made of the officers and enlisted men within twenty-four hours before the departure from home stations. The assignments for these examinations are as follows :

Organization Commanders at stations other than the above will hire civilian physicians to make the prescribed examination. A fee of five dollars ($5.00) will be allowed to such civilian physician. This examination is to determine if any man has symptoms of venereal diseases of any kind, or indications of typhoid fever, or any other disease which would render him unfit for military duty.


The Medical Officer or civilian physician will furnish the Company Commander with a report of this examination in triplicate ; the Company Commander will deliver one copy to the Regimental Adjutant who will deliver it to the Chief Medical Officer of the camp.

At the close of the record practice provided for in General Orders No. 17, c. s., each company commander will select a team of enlisted men consisting of three principals, who shall be selected from those making the highest aggregates in the record practice, and who have had more than sixty days military service and, provided that each shall have made marksman, or better, to compete in this rifle competition. The teams so selected will report with D. and A. cards to the Exe- cutive Officer on the morning of August 27th, 1914.


5. The cotton olive drab uniform will be worn.


6. The following matches are announced for the Rifle Competition :

DAVIS TROPHY MATCH.


Open to each Company team, 200 and 600 yards.


200 yards rapid fire, position, kneeling from standing 10 shots in 1 1-2 minutes. (Note .- Standing at position of "load," piece "at trail," loaded and fully locked ; as target appears, take kneeling position, fire ten slots.) 600 yards slow fire.
