2. The above team will report for preliminary practice at Camp Kanawha, Charleston, West Virginia, October 1. 1915, and will continue such practice until October 3, 1915, when the team will leave on C. & O. train No. 4, at 3:55 A. M. for State Camp, Florida, where the preliminary practice will be continued until the time of the National Matches.


3. The Team Captain is authorized to enter any or all members of the team in the matches of the Southern Rifle Association and the matches of the National Rifle Association of America, to be held at State Camp prior to the National Matches.


4. Major Charles R. Morgan, Disbursing Officer and Paymaster, will make pay- ment covering this duty. In making payment from federal funds, he will be governed by paragraphs 15 and 19, Bulletin No. 10, W. D., dated March 20, 1915. Members above the rank of Captain will be paid from state funds.

3. The inspection of the Medical Corps and Sanitary Troops will be made · by Major Ernest L. Ruffner, Medical Corps, U. S. A., Inspector-Instructor, on duty with the State. The inspection of the other organizations will be made by Major William Wallace. Infantry, U. S. A., Inspector-Instructor, on duty with the State. Major John H. Charnock, First Infantry, will accompany Major Wallace and make the inspection for the State.


4. Field and staff officers (except Medical Corps) and non-commissioned staff officers will report for inspection with troops at or nearest their home stations, in uniform with side arms. Officers and enlisted men, temporarily absent from their home stations, will be allowed to report to the inspecting officers with organizations other than their own, but in such instances a copy of the orders authorizing such attendance must be presented to the inspecting officers. Trans- portation will not be furnished to officers and enlisted inen, temporarily absent, to return to their home stations for inspection. Excuses for absence from inspection will be granted upon physicians' certificates only.


5. Medical officers in command of sanitary detachments will report for inspec- tion with their commands. All other officers of the Medical Corps will report to the Inspector at Charleston, February 11. 1916, in uniform. State transportation will be furnished and expenses will be allowed.


6. Organizations will be mustered for inspection on the home station drill payrolls (Form No. 6) and such inspection will be counted as a drill for enlisted men and officers of companies or in command of sanitary detachments. Organiza- tion commanders are charged with the preparation of mnster rolls of their respec- tive organizations, and will make a list in duplicate of quartermaster, ordance and medical stores (Form No. 123) with which they are charged, and present such lists to the inspecting officers upon their arrival. Organization commanders will notify the officers and enlisted men of their respective organizations when and where the inspection will be held.


7. Troops will be paraded for inspection in the olive drab uniform. All or- ganizations, except sanitary detachments, will be "under arms" without field equip-

ment. Unless otherwise arranged with the inspecting officer, the inspection of Sanitary Troops will be made at 7:30 o'clock p. m., and the inspection of medical property at 2:00 o'clock p. m. Unless otherwise arranged with the inspecting officers, the inspection of organizations other than sanitary detachments will be made at 8:00 o'clock p. m., and the inspection of property at 1:00 o'clock p. m.


S. Records will be inspected immediately upon arrival of the inspecting officers. Records must show the drills held within the past year and the attendance at each drill. All property will be unpacked and arranged so as to permit rapid in- specting and counting. No credit will be allowed for any property claimed to be in possession of an officer, unless it is actually presented for inspection. All missing property at this inspection will be charged to the accountable or responsible officer, and payment for such missing property will be required according to law. It is expected that all property in possession of the troops at the annual inspection will be in serviceable condition. All unserviceable property will be kept apart and presented for survey.


9. The services of a non-commissioned officer and two privates are authorized for one day, for the purpose of arranging and caring for the property at in- spection.


10. The attention of organization commanders is called to the importance of the , attendance of enlisted men at the annual inspection. The allotment to this State under the Act of Congress of May 27, 1908, will be based upon the attendance at this inspection ; and therefore, each organization commander should make every effort to have his full strength present.


11. The travel, per diem and subsistence enjoined are necessary in the service.

General Orders


No. 25.


1. Pay for home station drills is hereby authorized for twelve weekly drills, beginning with the week of December 6, 1915, or as soon thereafter as organization commanders deem for the best interest of the service. Pursuant to section 7, Military Code, twenty per cent of the pay provided for field service will be paid for such drills. The annual inspection, 1916, will count as one of the twelve drills herein authorized. Organization commanders will make up payrolls and have them signed in duplicate by the men at the first drill in each month they are present. Both signed copies, with approved Form 60 and drill return for the month, will be mailed to The Adjutant General on the night of the last drill in the month. Form No. 6, A. G. O., will be used for payrolls, and Form No. 12-A, A. G. O., will be used for drill returns.


2. First Lieutenant Sidney T. Ensign having tendered his resignation, the same is accepted and he will be honorably discharged the service to date August 20, 1915. 3. Upon his own request, Second Lieutenant William D. Himes, Second Infantry, will be transferred to the Supernumerary List to date November 30, 1915.


4. Private Davis H. Estill, Company M. Second Infantry, will be honorably dis- charged the service to date November 1, 1915, that he may accept commission.


5. Pending examination when practicable to convene a board, the following commission and assignment is announced to date November 1, 1915 :


To be Second Lieutenant, Second Infantry :


Davis H. Estill ; assigned for duty with Company M. Second Infantry, vice Wehrle promoted.


6. Regimental commanders are authorized to grant honorable discharges to such enlisted men of their commands as have heretofore been given commissions, but for whose discharge specific orders have not heretofore been issued. Pursuant to section 47, Military Code, a Board of Officers is hereby appointed to meet at Iluntington, January 24, 1916, for the purpose of investigating claims of members of the National Guard who have been injured or incapaciated in line of duty ; and to investigate such other matters as may properly come before sucu board.

Mustered into service in the Spanish-American War as First Sergeant Company C, First West Virginia Volunteer Infantry, May 10, 1898; commis- sioned Second Lieutenant, First West Virginia Volunteer Infantry, January S, 1899. Honorably discharged February 4, 1899, by reason of muster out of regiment. Cadet United States Military Academy, June 5, 1901, to June 20, 1902. Resigned.


3. Major Scott's military record is an enviable one. He was a thorough soldier. His service was honest and faithful. A few days prior to his death, though fully aware of his serious condition, he left a hospital at Cum- berland, Maryland, in order to be present at his home station for the annual inspection, and his last act was to make a report to his Commanding Officer.


4. In civil life Major Scott was a physician and surgeon. He was born at Terra Alta July 7, 1876.

1. The death of William Mercer Owens Dawson, ex-Commander-in-Chief of the West Virginia National Guard, at 2:20 o'clock A. M., March 12, 1916, is announced.


2. Ex-Governor Dawson was Commander-in-Chief of the West Virginia National Guard during the years 1905-1909, and by his patriotic example and policy in military affairs endeared himself to the commissioned and en- listed personnel of the National Guard.


3. As a mark of deepest sorrow and respect to his memeory, the flags of the State Capitol and all armories throughout the State will be placed at half mast until the evening succeeding the funeral services.

1. Upon his own request Major Cassius C. Hogg, Medical Corps, will be trans- ferred to the supernumerary list, to date May 1, 1916.


2. Captain Marvin R. Stone, Medical Corps, having tendered his resignation, the same is hereby accepted and he will be honorably discharged the service to date April 15, 1916.
