Nothing in this order shall be construed as prohibiting the practice that obtains at present at division, department, and other headquarters of referring, transmit- ting, forwarding, and returning papers to the various staff officers thereat without signature or initials.
LETTERS AND INDORSEMENTS,
15. . Numbering of pages .- The pages, beginning with the first, will be numbered midway about one-half inch from the bottom. In referring to an indorsement by number the number of the page will also be given. Thus : "5th Ind., page 3."
16. Carbon copies .- All letters and indorsements that are typewritten, excepting letters of transmittal, reports of taking leave of absence, periodical reports, and other communications of a similar nature, will be made with two carbon copies ; one copy will be retained for the records of the office in which the letter was written, and the other will be forwarded with the communication for the files of the first office in which a complete copy of the communication is required for the records, but such forwarded copy will not be regarded as an inclosure within the meaning of paragraph 9 of this order. The carbon copy retained for the office record will be initialed by the person responsible for the letter, and such person is charged with the duty of seeing that the name of the official who signs the letter and any changes made before signature are inserted in the carbon. When a complete copy of a communication is not required for the records of an inter- mediate office the carbon copy will be forwarded to the next office. In offices author- ized to use the record system prescribed in General Orders, No. 92, War Depart- ment, 1909 (see G. O., 216, War Department, 1909). the carbon copies will be made on sheets of perforated paper, furnished by the Quartermaster's Depart- ment, with perforated sections the same width as the standard record file cards ; the sheets will be torn along the perforations and the sections attached to the record file cards. In other offices, the carbon copies will be made on ordinary paper and the retained copy filed in the document file. The provisions of this paragraph apply only to communications addressed to individuals and offices within the military service.
17. Press copies .- Ilereafter press copies will not be used except by written authority of the Secretary of War.
18. Communications written prior to the receipt of this order are not sub- ject to its provisions when in the future they are received or transmitted by any office or individual.
19. Printed and multigraph forms .- Nothing in this order is intended to prohibit the use of printed or multigraph forms of letters and indorsements in offices now using such forms, provided the forms conform to the general principles of this order. The back of the first sheet of such forms, except the fold containing office marks, may be used for indorsements.
20. Channels of communication .- All classes of official communication here- tofore addressed to adjutants or to adjutants general other than The Adjutant General of the Army will in the future be addressed to the commanding officer concerned.
21. Points not touched upon in this order will be governed by the present regulations on the subject of correspondence.

1. Officers charged with the care of property will see that the same is put in proper condition before having it stored following the summer field exercises.
Tents must be aired and dried before being stored.
Mess outfits and stoves must be thoroughly cleaned and dried. An excellent method of keeping all tinware in good condition is to grease the same with pure lard. absolutely free from salt. after it has been thoroughly cleaned.
Shoes must be cleaned and oiled and should be tagged with the names of the enlisted men to whom issued.

Woolen clothing and blankets must be thoroughly packed with moth preventa- tives after being cleaned.
The best of care must be taken of rifles at all times to see that they are thoroughly elean when put away.
Proper attention to these matters at this time will save much trouble and expense later.

No. 12.
In order that the accounting for military and other supplies and public property issued to the various organizations of the West Virginia National Guard may be uniform, and to provide a more logical and systematic method of keeping track of all classes of property, the following instructions are published for the infor- mation and guidance of all concerned :
1. All officers charged with responsibility or accountability for military or other public property are required to keep ordnance stores, quartermaster stores and publications distinctly separate, in all business transactions with the Adjutant General's office in regard thereto, including requisitions. transfers, returns, survey proceedings and the property account kept as herein directed.
2. In order that the quantity of the various kinds of military supplies and property on hand, and the condition thereof. may at all times be known, there will be kept by every accountable and responsible officer, a detailed record of the stock on hand and the current transactions therein. This record will be designated "Property Account." and will be kept on Q. M. C. Form No. 200.
3. Q. M. C. Form No. 200 is a sheet 9 inches long by 414 inches wide and is designed to provide an account with a single article on each sheet. The sheet is ruled on both sides and is punched for filing in a loose leaf binder.
4. There will be furnished to each accountable officer, loose leaf binders in which to file such numbers of Form No. 200 as will be required to keep a separate account with each article of property on hand.
5. To inaugurate the property account:
(a) Enter on Q. M. C. Form No. 200, in spaces provided, the names of the articles in alphabetical order, following the arrangement of groups or heads and the order as shown in the Semi-Annual Return. Property Account, Form No. 123, A. G. O., W. Va., brief description of the article, when necessary to distinguish or separate kinds of those bearing the same name (such as tables, mess ; tables, office : tables, kitchen ; knives, bread ; knives, butcher ; pans, bake ; pans, dish, etc.) Other blank spaces need not be used.
(b) On the first horizontal line of each account (Form No. 200) enter the date on which transfer was made from old account ; in column 2 and 3 write the words "On Hand," and on the same line in column 4 enter the quantity of the articles on hand at the time the transfer to the new account is made.
(c) On the same line in columns 6 and 7, enter the quantities of articles serviceable and unserviceable, respectively. The total of the quantities in columns 6 and 7 should be equal to the quantity entered in column 4 as being on hand.
(d) Make out Form No. 118, A. G. O., W. Va., to show quantities transferred from serviceable to unserviceable and when the opening of the property account has been completed forward all these in one package to the Adjutant General's office.
6. Entries to open the proposed account having been made as directed in the preceding paragraph, all transactions pertaining to the property account will thereafter be currently entered thereon as hereinafter directed.
7. Each transaction to a property account must be supported by a proper voucher. Vouchers will be numbered serially for each class of property from the opening of the account until it is closed without distinction as to credit or debit vouchers.
8. Vouchers covering transactions incident to the procurement or receipt of property are debit vouchers to a property account. Vouchers covering transactions incident to the transfer or other disposition of property whereby the officer is relieved of property accountability are credit vouchers to a property account.
9. Vouchers to which reference is made in paragraph 7 and S are :

10. All vouchers to a property account will be dated and posted currently and immediately on completion of the transaction, i. e., as soon as the supplies or prop- erty are received, found, etc., for debit vouchers : and transferred, or otherwise disposed of. for eredit vouchers. Postings will be made from the original voucher concerned in all cases. The articles will be entered on the property account exactly as they appear on the vouchers, and, as soon as the posting of the items in a voucher is completed. it will be marked with the word "Posted" and the date on which the posting was made, given the next serial number and filed in its proper order with the other vouchers.
11. All property transactions occurring in and pertaining to the period since the last Return should be closed prior to making a new Return, and the vouchers covering the same given serial numbers and posted to the property account of the period to which they pertain.
12. To post a roucher to a property account .- Enter in column 1 (Form No. 200) the date of the voucher ; in column 2 the serial number of the voucher ; in column 3 the source from which the supplies or property was received or the process by which it was disposed of (see paragraph 25) : in column 4 the quantity received or otherwise procured, if a debit voucher ; in column 5 the quantity trans- ferred, expended or otherwise disposed of. if a credit voucher ; in columns 6 and 7 the current balance, quantities serviceable and unserviceable, respectively. The sum of the quantities in columns 6 and 7 will always equal the total quantity for which the accounting officer is responsible.
13. All original vouchers, except Form No. 118, A. G. O .. W. Va., that have been posted sinee the last Return will be attached to and made a part of the next Return, Property Account, Form No. 123, A. G. O., W. Va. The duplicate vouchers will be retained by the accountable officer in support of the property account.
14. Special roueher .- In order that the current balances of property in the hands of accountable officers and the corresponding property accounts kept in the office of The Adjutant General may, at all times agree and show the exact status of the serviceable and unserviceable supplies and property on hand, due to adjustments caused by serviceable property becoming unserviceable, and unserviceable property being made serviceable by repairs, Form No. 118, A. G. O., W. Va., will be made use of as hereinafter directed.
15. Whenever serviceable supplies and property become unserviceable from any cause and cannot be promptly repaired, they will be placed in store with other unserviceable property, properly listed on Form No. 118. A. G. O., W. Va., in the order in which they appear in the property account. Form No. 118, thus com- pleted will be given the next serial number and posted to the property account by entering the date and voucher number in columns 1 and 2 (Form No. 200) and decreasing the balance on hand, "serviceable," of each article in column 6 by the quantity unserviceable as stated in the voucher, and increasing the balance on hand, "unserviceable," in column 7 by a like amount.
16. Whenever unserviceable supplies and property have been made serviceable by repair or otherwise, they will be placed in stoek with serviceable supplles and

property for re-issue and property listed on Form No. 118 in the order in which they appear in the property account. Form No. 118, thus completed, will be given the next serial voucher number and posted to the property account by entering the date and voucher number in columns 1 and 2 and increasing the balance on hand, "serviceable." of each article in column 6 by the quantity serviceable as stated in the voucher, and decreasing the balance on hand, "unserviceable," in col- umn 7 by a like amount.
17. Form No. 118 will be prepared in duplicate, striking out one of the phrases "Serviceable to Unserviceable" or "Unserviceable to Serviceable." and, after the posting therefrom to the property account has been completed, the original will be forwarded immediately to the office of the Adjutant General, the duplicate being retained and filed as a voucher to the property account.
