GENERAL STAFF CUP MATCH.
Open to all teams, except the winning team in the Davis Trophy Match. Distance : 300 yards slow fire : 300 yards rapid fire; and 600 yards slow fire. Position : 300 and 600 yards slow fire, prone; 300 yards rapid fire, kneeling from standing.

7. At the close of the above matches, a competition will be held for the pur- pose of selecting a team to represent the State in the National Divisional Matches to be held at Sea Girt. New Jersey, in September, 1914. This will be done by having the thirty making the highest aggregates in the Davis Trophy Match, and all others who have made the grade of expert in the record practice this season, who wish to enter, shoot over the National Divisional Match course twice, after which all will be eliminated except the twenty-five making the highest aggregates. These will then shoot over the same course twice and the team will be composed of the fifteen making the highest aggregates in the four courses. Provided, however, that the provisions of Bulletin No. 11, War Department, c. s., shall apply in the selection of this team, especial attention being called to the following paragraph :

"At least six shooting members of cach team competing in a national Divisional Team Match for 1914, shall be men who have never heretofore participated, as principals, in a National Team Match. Not less than ten shooting members of these teams shall be enlisted men, who in their organizations are armed with the rifle. No officer of higher rank than that of captain shall be eligible as a shooting member of any team competing in the National Divisional Team Match. No officer of higher rank than that of lieutenant colonel shall be eligible as team captain, coach or spotter of any team com- peting in a National Divisional Team Match."
S. No one is eligible to compete for the State Rifle Team who has not done 75 per cent of military duty during the past year.
9. The rules governing the National Divisional Matches, as published in Bulletin No. 11 War Department, c. s., will govern the matches and competition.
10. Experts who desire to compete for the State Rifle Team will report to the Executive Officer at Camp Dawson on the evening of August 27th.
11. Payrolls will be made in quadruplicate, two copies of which must be signed. D. and A. cards will accompany payrolls.

1. Pursuant to authority vested in the Commander-in-Chief by section 9, Chapter 62, Acts of the Legislature of 1909, and in order to conform to the re- quirements of General Orders No. 51 War Department, dated July 2, 1914, the minimum enlisted strength of a company of infantry of the West Virginia National Guard as prescribed in section 10 of said chapter is hereby fixed at sixty-five, and is based on apportionment to grades as follows, viz: 1 first sergeant, 1 quartermaster-sergeant, 4 sergeants, 6 corporals, 2 cooks, 1 artificer, 2 musicians and 48 privates.
2. Beginning with the week of November 2, 1914, twenty-four consecutive weekly drills will be held, and pursuant to section 7, Military Code, twenty per cent. of the pay provided for camp will be paid. In order to encourage the enlisted men and increase the standard of efficiency, organization commanders will make up payrolls and have same signed by the men at the FIRST DRILL PRESENT ; payrolls to be signed in DUPLICATE. Both copies with signed and approved Form 60 and drill return for the month will be mailed to the Adjutant General on the night of the last drill in the month. Care must be taken to have the drill return and payrolls agree. State payrolls will be used and must be certified as to their correctness by the commanding officer of the organization.

2. The inspection will be made by Major William Wallace, United States Infantry, Inspector-Instructor for the West Virginia National Guard. Major John H. Charnock, First Infantry, will accompany the U. S. Inspector and will make the inspection for the State.
3. Field and staff officers and non-commissioned staff officers will report for inspection with troops at or nearest their home stations, in uniforms with side arms. Officers and enlisted men, temporarily absent from their home stations, will be allowed to report to the inspecting officers with organizations other than their own, but in such instances a copy of the orders authorizing such attendance must be presented to the inspecting officers. Transportation will not be furnished to officers and enlisted men, temporarily absent, to return to their home stations for inspection. Excuses for absence from inspection will be granted upon physician's certificate only.
4. Organizations will be mustered on home station drill pay rolls, and such inspection will be counted as a drill, Muster rolls will be made in duplicate. Organization commanders are charged with the preparation of muster rolls of their respective organizations. The commanding officers of regiments are charged with preparation of muster rolls of their respective field officers. Quartermaster and ordnance returns will each be made in duplicate and a copy presented to the Inspectors upon their arrival, who will verify the same. Organization commanders will notify all officers and enlisted men of their respective organizations when and where the inspection will be held.
5. Troops will be paraded for inspection in olive drab service uniforms, "under arms," without field equipment. The inspection of troops will be made at S o'clock p. m. The inspection of property, unless otherwise arranged with the inspecting officers, will be made at 1 o'clock p. m.
6. Records as well as property will be inspected. Records must show the drills held within the past year and the attendance at each drill. All property will be unpacked and arranged so as to permit rapid inspecting and counting. No credit will be allowed for any property claimed to be in possession of an officer, unless it is actually presented for inspection. All missing property at this inspection will be charged to the accountable or responsible officer, and payment for such missing property will be required according to law. It is expected that all property in possession of the troops at the annual inspection will be in serviceable con- dition. All unserviceable property will be kept apart and presented for survey.
7. The services of the Quartermaster Sergeant and two privates are authorized for one day for the purpose of arranging and caring for the property.
