INTRODUCTORY.


I have the gratification of presenting to the people of Humboldt, one of the most complete local histories and business directories ever issued. The book contains the early history of California, pioneer and descriptive history of the county, every leading industry and business obtainable, and much statistical matter of great value.


In many instances parties seemed reluctant, (either from want of time or indifference as to the standard value of a work qualified to promote home indus- tries and prosperity) to give me full information pertaining to local subjects.


Originality is disclaimed upon the historical and discriptive matter con- tained in the history-directory. It is truthfully said that history repeats itself, and is largely obtained from the records and statements floating about.


I am indebted to the citizens, and especially the "press" of the county, for valuable historical events and assistance.


I have endeavored to avoid discrepancies, and feel assured that the main facts are perfectly reliable. The biographical department is not as extensive as intended, but gathering statistics of personal events is very unsatisfactory, in consequence this subject is somewhat limited.


Criticism is expected-be charitable and consider how difficult it is to gain accurate information necessary to complete such a work as this.


I return my sincere and grateful acknowledgement to the citizens, and especially the business community of the county, for the cordial good feeling and support manifested toward my enterprise.

NOTICE TO MARINERS


OFFICE OF THE LIGHTHOUSE BOARD, WASHINGTON, D. C.


Mariners and others interested in commerce and the preservation of life and property from loss by shipwreck on our coasts, are earnestly requested to give prompt information to the Inspector of the Twelfth Lighthouse Dis- trict, at San Francisco, Cal., of cases in which any of the buoys or day-marks described in this list are out of position, and of all cases in which the published instructions from this Board are not strictly executed, that the Board may, with as little delay as possible, apply the proper remedy, and prevent neglect of duty in matters con- nected with the day-marks of the United U'tates.


EXPLANATIONS OF THE LIST


In conformity with Seection 4678 of the Revised Statutes of the United States, the following order is observed in coloring and numbering the buoys along the coasts, or in bays, harbors, sounds, or channels, viz:


1. In approaching the channel, &c., from seaward, RED BUOYS with EVEN NUMBERS, will be found on the STARBOARD side of the channel, and must be left on the STARBOARD hand in passing in.


2. In approaching the channel, &c., from seaward, BLACK BUOYS, with ODD NUMBERS, will be found on the PORT side of the channel, and must be left on the PORT hand in passing in.


3. Buoys painted with RED and BLACK HORIZONTAL STRIPES will be found on OBSTRUCTIONS, with channel-ways on either side of them, and may be left on either hand in passing in.


4. Buoys painted with WHITE and BLACK PERPENDICULAR STRIPES will be found in MID-CHANNEL, and must be passed close-to to avoid danger.


All other distinguishing marks to buoys will be in addition to the foregoing, and may be employed to mark particular spots, a description of which will be given in the accompanying list of buoys.


Perches, with balls, cages, &c., will, when placed on buoys, be at turning-points, the color and number indicating on what side they shall be passed.


Different channels, in the same bay, sound, river, or harbor, will be marked, as far as practicable, by dif- cent descriptions of buoys. Principal channels will be marked by nun buoys; secondary channels, by can buoys; and minor channels, by spaar buoys. When there is but one channel, can buoy's, properly colored and numbered are usually placed on the starboard side, and can buoys on the port side of it.


Day-beacons, stakes, and spindles (except such as are on the sides of channels, which will be colored like buoys are constructed and distinguished with special reference to each locality, and particularly in regard to the background upon which they are projected.


Wherever practicable, the towers, beacons, buoys, spindles, and all other aids to navigation, are arranged in the List in regular order as they are passed by a vessel entering from Sea.


The courses and bearings are magnetic; distances in nautical miles.

R., red buoys, Nos. 2, 4, 6, &c., starboard. B., black buoys, Nos. 1, 3, 5, &c., port P. S., white and black perpendicular stripes, without numbers, in mid-channel.

Laws for the Protection of Aids to Navigation


UNITED STATES.


AN ACT making appropriations for the construction, repair, perservation, and completion of certain public works on rivers and harbors, and for other purposes


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled * * * * * SECTION 3. * * * * * * *


* Any person who shall willfully and unlawfully injure any pier, breakwater, or other work of the United States for the improvement of rivers or harbors, or navigation in the United States, shall, on conviction thereof, be punished by a fine not exceeding one thousand dollars.

AN ACT for the protection of Buoys and Beacons


The People of the State of California, represented in Senate and Assembly, do enact as follows :


SECTION 1. Any person or persons who shall moor any vessel or boat of any kind, or any ratt or scow, to any buoy or beacon, placed in the waters of California by authority of the United States Light-House Board, or shall in any manner hang on to the same with any vessel, boat, raft, or scow, or shall wilfully remove, damage, or destroy any such buoy or beacon, or any part of the same, or shall cut down, remove, damage, or destroy any beacon or beacons erected on land in this State by the authority aforesaid, shall, for every such offence, be deemed guilty of a misdemeanor, and upon conviction thereof before any court of competent jurisdiction, be punished by a fine not exceeding five hundred dollars, or by imprisonment not exceeding six months ; one-third of the fine in such cases to be paid to the informer, and two-thirds thereof to the Light-House Board, to be used in repairing said buoys and beacons.


SEC. 2. The cost of repairing or replacing any such buoy or beacon which may have been misplaced, damaged, or destroyed by any vessel, boat, raft, or scow being made fast to the same, shall, when said cost shall have been legally ascertained, be a lien upon such vessel, boat, raft, or scow, and recovered against the same, and the owner or owners thereof, in an action of debt, in any court of competent jurisdiction in this State.


SEC. 3. This act shall take effect from and after its passage. Approved March 26, 1874.


REWARD.


A reward of one hundred dollars ($100) will be paid for information sufficient to lead to the conviction of any party or parties guilty of wantonly running down buoys on the coast of California.


Several automatic whistling-buoys off the coast of this Light-House District have been run down, damaged, or sunk within the last year. This can only be due to criminal carelessness and unseamanlike negligence : and a strong effort will be made to fix the responsibility, and to enforce the law against any party or parties guilty of damaging these aids to navigation.

The nearest prominent point of the coast to the northward is one ying 5 miles north of Mendocino city, and bears N. N. W. J. W., distant 25 miles. Between that point and the fight-house there is a bend in the sea-coast, and in that bend the light wi .: be visible off all the harbors and anchor- ages that are not beyond its range of visi- bility. Fog-signal is a steam-whist'e, giving blasts of 5 seconds at intervals of 25 seconds.

Entering Humboldt Bay, California, to Eureka and to South Bay.


SAILING DIRECTIONS .- There is usually about 12 feet at low water on this bar. As the bar is constantly changing, no sailing directions can be given. The locality may be easily recognized by a remarkable red bluff facing the entrance, and by a first-class whistling buoy just outside the bar. W. 1; S., 19-10 miles from Humboldt Light-House. A stranger should not, under any circumstances, attempt to cross the bir without a pilot. There are several powerful tues here under charge of skillful pilot- who take vessels in. The Mid-Channel Buoy is not to be depended upon, as the har constantly shifts.

A fixed white light, visible 1234 miles. On the north side of the entrance to Humboldt Har- bor. It is three-fourths of a mile from the inlet, and about midway between the sea and bay shores. Of very little use as a day- mark after entering the bay. Fog-signal is a steam-whistle, giving alternate blasts of 4 and 8 seconds, at intervals of 24 seconds.
