OAKLAND FIRE DEPARTMENT.
The Fire Department consists of four steam engines, six hose carts, two hook and ladder trucks, twenty-one horses, 5,300 feet of hose, of which 4,650 feet are in actual use, and 198 hydrants. The cisterns are located at Eighth and Broadway, and Thirteenth and Broadway.
During the administration of Chief Engineer Moffitt (ten and one-third months), the expenses of the department including salaries, expenses, supplies, new hydrants, repairs, etc., expenses fire alarm telegraph amounted to $31,305.81. During that period the Department have responded to 45 box alarms, 10 of which were false, 18 still alarms, 3 of which were false, making a total of 50 actual fires, to which the Department traveled 8302 miles, worked 2103 hours, with a total of 3,110 men, 224 absentees, and laid 58,550 feet of hose.

Persons having keys will observe the following rules :-
When it is necessary to use the signal boxes, go to the one nearest to the fire, and put your key into the outside door, open it and pull down the hook on the inside once, or until you hear a bell within the box, elose the door, and remain to direct the fire- men to the locality of the fire.
Do not try to take your key out, as it is locked in, and will be returned to you.
If, upon opening the door, you hear the bell within the box ring, do not pull the hook for one minute, or until it has stopped ringing, for it will indicate that an alarm is being sent from some other station. If the box does not ring go to the next nearest box.
Persons having keys will be held responsible for their use. Do not give an alarm for a fire seen at a distance; do not open the box except in case of fire; do not give an alarm until certain there is a fire.
Keys are left at stores and dwellings nearest to the boxes.
Keys can be obtained by any responsible person upon appli- cation to the Chief Engineer, at his office, or to the Superintend- ent of Fire Alarm and Police Telegraph, City Hall.

The University of California.
The University is located at Berkeley, and is reached by ferry and railroad from San Francisco, and horse railroad from Oakland. It was instituted by a law which received the ap- proval of the Governor, March 23, 1868. Instruction was begun in Oakland in the autumn of 1869.
The commencement exercises of 1873 were held at Berkeley, July 16th, when the University was formally transferred to its permanent home. Instruction began at Berkeley in the autumn of 1873.
The College of California, which had been organized several years before the University, transferred its property and students upon terms which were mutually agreed upon, and closed its works of instruction in 1869.
The College was incorporated in 1855, and through its agency a part of the Oakland property of the University, and the Berkeley site, now owned and occupied by the University of California, was secured.
The site of the University at Berkeley is a domain of about two hundred acres, situated on the slope of the Contra Costa hills, about five miles from Oakland, facing the Golden Gate. It is traversed by two water courses; is much diversified in aspect, and is adapted to a great variety of culture. A part of the site is reserved to illustrate the work of agriculture and horticulture, and is now under cultivation.
The undergraduate colleges were the only ones included in the original organization. The professional colleges were added from time to time. These latter are located in San Francisco.
This University is an integral part of the public educational system of the State. As such it aims to complete the work begun in the public schools. It offers the best opportunities in the State for a higher education. Through aid from the State and the United States, and by private munificence, it furnishes ample facilities for instruction in Science, Literature, and the professions of Law, Medicine, Dentistry, and Pharmacy. In the undergrad- uate course, i. e., in the Colleges of Letters, Agriculture, Mining, Mechanics, Civil Engineering, and Chemistry, in the Literary Course, and in the course in Letters and Political Science, these privileges are offered without charge of tuition, and to all persons resident of the State, who are qualified for admission. Persons from other States are admitted to equal privileges upon the pay- ment of a small matriculation and tuition fee. The professional courses, being self-sustaining, require as reasonable tuition fees as possible. All courses are open to all persons without distinction of sex. The Constitution of the State provides for the perpetua- tion of the University under its present form of government.

With this guaranty of security from change, it looks forward to an era of ampler development and greater usefulness.
The departments of instruction comprise the following :-
1. Letters and Science-Including the College of Letters or Classical Course, the Colieges of Agriculture, Mechanics, Mining, Civil Engineering and Chemistry, the Literary Course, the Course in Letters and Political Science, and certain irregular courses.
2. Law-The Hastings College of the Law.
3. Medicine-The Toland College of Medicine.
4. Dentistry-The College of Dentistry.
5. Pharmacy -- The College of Pharmacy.
The general funds of the University are devoted to the Col- lege of Letters and of Science. The Colleges of Medicine, Dentistry, and Pharmacy are self-supporting. The College of the Law has a separate endowment.
The University of California is a State institution, estab- lished by the Legislature in accordance with the constitution, and intrusted to the care of a Board of Regents, which includes the Governor, the Lieutenant-Governor, the Speaker of the Assembly, the State Superintendent of Public Instruction, the President of the State Agricultural Society, the President of the Mechanics' Institute of San Francisco, the President of the University, and sixteen other Regents appointed by the Governor and approved by the Senate.
To this body of Regents the State has committed the ad- ministration of the University, including the finances, care of property, appointment of teachers, and determination of the interior organization in all particulars not already determined by law.
The resources from which the University is maintained are derived from various sources, and include the following endow- ments :-
1. The Seminary Fund and Public Building Fund, granted to the State by Congress.
2. The property received from the College of California, in- cluding the site at Berkeley.
3. The fund derived from the Congressional land grant of July 2, 1862.
4. The Tide Land Fund appropriated by the State.
5. Specific appropriations by the Legislature for buildings, current expenses, etc.
6. The gift of individuals.

COLLEGE OF AGRICULTURE-The object of the course in this College is, besides general culture, to familiarize the student with the science underlying the farmer's calling, and with the best practice of its several branches, as a preparation for the intelligent and successful exercise of his profession, whether as a practical farmer or an agricultural expert.
COLLEGE OF MECHANICS-This College offers the education necessary for the mechanical engineer, and for such profes- sional pursuits as involve a knowledge of machinery. If such is not the aim of the student, he will receive the advan- tage of such instruction as will enable him to follow any vocation based on the exact sciences.
COLLEGE OF MINING-This College is designed for students who wish to become mining or metallurgical engineers, or to engage in one of the many pursuits connected with the min- ing industry, such as surveying and mapping of mines, the assaying and working of ores, the designing and use of mining or metallurgical machinery, or the exploration of inines.
