This Library was established in the year 1848, by the late Joseph Otis. The building was erected by him, at a cost of $6,000, and a fund, (now amounting to $6,500,) set aside by him, the income of which is to be forever appropriated for the purchase of books. This fund has been added to by the dona- tion of $1,000 by Mr. Chas. Boswell, of West Hartford. The whole is in charge of a self-perpetuating Board of Trustees. The Library is open to all residents of the town of Norwich, who can enjoy its privileges by the payment of two dollars for books, or three dollars for books and periodicals, a year.
