THE CITY OF NORWICH WATER WORKS.
The Legislature of the State of Connecticut, during the sess- ion of 1866, passed an "Act to provide for a supply of pure and wholesome water in the City of Norwich," allowing the city to issue bonds for the construction of Water Works.
In the following December the Committee reported that they had examined several lakes and streams in the vicinity, and recommended the purchase and adoption of a stream at Nor- wich Town, one of the tributaries of the Yantic River.
Soon after the presentation of this report, Messrs. Alba F. Smith, James S. Carew, Jedediah Spalding and Henry L. Clark were elected a Board of Water Commissioners, and Mr. Nathan S. Gilbert, was appointed Water Commissioner by the Court of Common Council, from among the members of the Council, and John T. Fanning, was appointed Secretary and Engineer of the Board.
The Board proceeded to perfect plans and specifications, which with the full details were presented to the Court of Com- mon Council in September, 1867, and were by the Council approved.
Their plan contemplated the construction of a reservoir in a natural valley, by throwing an earth-work embankment across the stream, and thus flowing sixty-eight acres of land, with an average depth of sixteen and one-half feet of water, and with a total storage capacity, including the saturation of the banks, of about two hundred and fifty millions of gallons, and with the surface of the reservoir two hundred and fifty-three feet above the level of the Thames River, at ordinary low tide
The plan also contemplated the distribution of the water through wrought-iron pipes lined with, and bedded in cement. The clear diameter of the main supply pipe, is fourteen inches. The smallest street mains are four inches diameter. The pipes have sufficient capacity for delivering one and one-half millions of gallons at the level of Franklin Square, in ten hours, with- out great loss of pressure.
The hydrostatic head is sufficient to force water from the hydrants on Main street through one hundred and fifty feet of hose, and one hundred and thirty feet vertically, so that hose can be attached to the hydrants direct, for fire purposes. The pipe mains are laid through the principal streets of the city and about thirteen miles of the pipes were in successful use on the first day of June, 1869. All the details of the reservoir have been constructed in the most thorough manner, with a view to

permanency of the works, and the purity of the water. The sides of the reservoir have been lined with a stone slope-wall, which is carried to an average height of two and one-half feet above the water surface. The reservoir is two and one-half miles from Main street, is one and one-eight miles long, and has an irregular outline.
The reservoir gate was closed for filling the reservoir on the 23d of October, 1868, and the water began to overflow at the waste-way January 16th, 1870.
. The time required for filling the reservoir, according to the estimated available quantity that might be ponded, as stated in the report dated September 13th, 1867, would be 474 days.
The estimated consumption of water during the time between the closing of the gate and the commencement of overflow, was 18,000,000 of gallons.
The time actually passed, between the closing of the gate and the commencement of overflow, was 450 days.
These calculations show, that the actual quantity of water saved during the filling of the reservoir, exceeded the amount adopted as an estimated average by considerable more than the total consumption and waste during the same period, or an ex- cess of ten and one-half per cent., and show the daily average of water saved, during the time of filling, to have been 817, 778 gallons. This would be equal to a daily supply of forty gallons per day to 20,444 persons.
The total cost of the works, including lands and rights of way up to June 1, 1870, has been $300,585 07. To meet this, the Legislature have authorized the City to issue Water Bonds, bearing 7 per cent. interest, to the amount of $250,000.
WATER RATES.
Regular rates for the use of water, where the fixtures are within the premises supplied, will be due and payable at the office of the Commissioners quarterly, on the first day of each January, April, July, and October.
