Resolved that the said Bayley have permission to return to long Island with his famaly & the following articles viz His famaly being six in number all their Clothing & household Stuff; Twenty bushells wheat ; Ten bushels Indian corn ; one barrel pork : One barrel beef : rum, Sugar, & Molasses, One barrel each ; thirty pound Tallow ; Twenty pounds hogs lard; Twenty pounds butter : eight thousand boards : three Cows, one horse, twenty Sheep, three Shoats, two dunghill fowls Six Geese & Six Turkey8 : all under the Inspection of Capt Josiah Burnam.


Resolved That Capt Elijah Hubbard procure if not all ready on hand One Hogshead rum & forward the Same to the order of Colo Sam1 Can- field at Stamford for the use of the Troops under his Command.


Jany 17th orders given to Eb" Bernard to Supply one Hogs [ head] rum in lieu of the foregoing.


Upon the Memorial of Ruth Rogers a Refugee from long Island praying for liberty to return with her Effects.


Resolved that the said Ruth Rogers have permission to return to long Island with her famaly consisting of Six persons & to Carry with her the following articles for her famalies use viz two Cows. two young Cattle, Seven Sheep, three thousand feet of boards, one Swine, Twenty bushells wheat Ten bushels of Indian corn, One bar- rel of pork, One barrel Beef Twenty pounds Butter & Twenty pounds of hogs lard all to be Under the Inspection of Capt Josiah Burnam.


Upon the Memorial of Daniel Tutthill a Refugee from long Island now residing at Lyme praying for liberty to return with his Effects. Resolved that the Memorialist have permission to pass to long Island under the Inspec- tion of Col. Sam1 Canfield at Stamford ; in order to administer releif to; or Effectuate the exchange of his Said Brother now a prisoner with the Enemy ; on long Island or in New York.

Resolved That the Committee of pay table draw on the Treasurer for Ten thousand dollars in favour of Messrs Elijah Hubbard & Selah Norton, who are to receive Said monies of the Treasurer, & proceed forthwith to the encampment of the Connecticutt line of the Continental Army & pay So much thereof Into the hands of the Regimental pay- masters of the Connecticutt line as shall pay the ballance that shall be found Justly due to those Troops of the Conn. line now in Service on liquidating their Accounts; for the months of January February & March 1781.


Upon the Memorialist of Maj" Lemuel Clift praying that He may have liberty to pay the purchase money for confiscated Lands in Plain- field which he hath bought, out of the ballance due to him for wages as an officer in the Continental Army for the years 1780 & 1781-


Resolved that Said Lemuel Clift have liberty to pay or discount the purchase money for the Lands aforesd out of the wages due to him from this State for the Years 1780 & 1781 any former Resolve notwithstanding.


Resolved that the Committee of pay table draw on the Treasurer in favour of Messrs Elijah Hubbard & Selah Norton for Twenty pounds to defray the expences of their Journey to Camp: they to be accountable.


Upon the Memorial of Capt Thom8 Wooster - Resolved that the Committee of pay table draw on the Treasur[sic] in favour of the Said Capt Wooster for the Sum of Seventy Six pounds one Shilling & two pence it being for monies he hath advanced to the paymaster of the 1st 2ª 3rd & 4th Connecticutt Regiments in the Army as appear from said Memorial & sundry receipts & Certificates Exhibitted, which are to be lodged with the pay table.


Resolved that the Committee of pay table draw on the Treasurer in favour of Oliver R. Warner & Lydia Hosmer Administratrix on the Estate of the Honble Titus Hosmer Esq" deceasd for the Sum of Eleven pounds fifteen Shillings & two pence being the ballance due for flour advanced by Said Hosmer & Warner in the lifetime of Said Hosmer as Per account Exhibitted, for the use of this State.


Resolved, That Braddock Dickinson now Resident in Middletown have permission to go to Southhold on long Island & bring from thence the monies due to him from John Overton Jun" by note being Sixty pounds : Said Dickinson to pass under the Inspection of Col Sam1 McClel- lan or Capt Josiah Burnam both in going & returning & the permission to continue in force from the date thereof & no longer.

Resolved That Said Capt Nath1 Norton be notified to appear before his Ex' the Governor & Council of Safety at Hartford on Tues- day the 28th day of January Instant, to answer unto the matters Alledged against him in Said Representation or Complaint,* And that the Said Capt Norton be Suspended from his said Command in the mean time.


And it is further resolved that Brigadier General Andrew Ward be & he hereby is Authorized & directed to Seize Secure & Safe keep the boat or vessel which hath been Commanded by sd Capt Norton with her guns, Tackle, furniture & the Same hold until the further Order of this board, and cause to be deliverd to Said Capt Norton or left at the place of his usual abode in said Guilford a Copy of this Resolve &

Whereas by a Resolve of the Governor and Council of Safety Nath1 Wales Esq' is directed & Authorized to enquire after & dispose of the Salt belonging to this State in the hands of the Several Receivers in the County of Windham & pay the Sums he shall receive to the Treasurer of this State taking receipts according to law.


And on enquiring after the same there appears to be many other Articles viz Indian corn rye & wheat flour, pork, beef, & Clothing in Small quantities in the hands of the Receivers notwithstanding the Orders that have been given to collect the Same for the use of the public, which may with little additional expence be collected & disposd off ---


Therefore Resolved that the Said Wales enquire after & take a proper account of all & every Article belonging to this State in Said County, and such as shall appear to him best, to dispose off, & pay to the Treasurer the Sums he Shall receive in like manner as in Said Resolve relative to the Salt; & make out a fair account of the whole Articles he Shall find & lay the Same before the Governor & Council of Safety that Such further Order may be taken thereon as the public

Resolved that the former resolution of this board on the [blank] day of [blank] respecting the pay allowd to Lieut Andrew Griswold & the guard under his Command at Lyme be reconsidered; & that Such fur- ther pay & allowance be made to him & them for Said Service as on due examination & Consideration shall be found reasonable and Just.


Upon the Complaint of the Civil Authority & Select Men of the Town of Guilford in the County of New Haven Representing to this Board that Capt Nath1 Norton Commander of the Boat Suffolk under Commission from his Excellency Gov" Clinton to Cruise in the Sound, Said Norton hath been Guilty of Misconduct & made use of his Said Commission to favour Illicit trade & Correspondance with the Enemy, and on Examination into the matter of said Complaint the sª Norton being duly Notified & present, there appears so much evidence against the Said Capt Norton of his Misconduct & abuse of his Said Commission that the said Capt Norton ought to be Suspended-


Whereupon Resolved that his Excellency the Governor be desired to Transmit to his Excellency Gov' Clinton the Evidences which have been exhibitted to this board respecting the Conduct & behaviour of sd Capt Norton in the matters aforesd, & the proceedings of this Board thereon. And that in the mean time the said Capt Norton be Suspended from his Command & sd boat detaind until further orders.


Upon the Memorial of Rebecca Paine Administratrix on the estate of Benjamin [Paine] Esq" deceasd who Served Some time as Clerk to the Council of Safety - Resolved that those persons who have Severally Served as Clerks in the Council of Safety, be allowd a reasonable Reward for their Services in said office as Clerks.

Samuel Canfield Commandant of the post now at Stamford be & he hereby is Authorized and directed at his best dis- cretion if he shall Judge It proper & expedient to remove the lines from Stamford & take post at Byrans river or the western part of Green- wich as he shall find the ground & Situation most convenient & Tenable & erect a proper block house as soon as conveniently may be & form the lines so as may best serve to cover the Inhabitants of Greenwich & the Southwestern parts of this State from the incursions & ravages of the enemy: & in case of his removing from his present post, to take proper care of & Secure the Stores & works & all materials belonging to the public from waste or Imbezelment with as much care & Economy as possible And that he give Information to the Captain General, of his proceedings or the expediency in his opinion of removing the lines as aforesaid, & in Case he Shall so remove that the same be done with as much Secrecy as may be.

Resolved that the Committee of pay table in Setling the account of the said Benjamin Paine Esq" deceasd for his Service in attending the Council of Safety & as Clerk to this Board, to allow the wages stated per day for the whole number of days which it shall appear he attended including those days when the assembly were Sitting as a full recom- pence for his Services as Clerk as well as member of Council.


Resolved that Maj" Benj" Talmage be desired as often as occasion shall require to give Information to his Excellency the Governor of any misconduct of Commandants of Boats cruizing in the Sound who shall be Suspected of favouring or aiding Illicit Trade or other misconduct in order that they may be Interdicted & dealt with as the nature of their Conduct shall merit.


Resolved that his Excellency the Governor grant permission for the Sloop Jersey burden about forty five Tons to proceed from Hartford to the ports of New York & Amboy by the way of the east river as a Flag of Truce in order to carry M' Lavinors Clerkson & his famaly to Charles Town South Carolina.

The Gov" laid before the Board, a Letter from Gov" Green of Rhode Island, inclosing a Copy of a Memº of Dan1 Rodman & Giles Mumford, stating that They had by authority of a Continental Com" captured (by Thos Wickham master of the Privateer Hampton Packet on ye 1st Feby last) a certain vessell, called the Sloop Polly, & carried the Same within the Jurisdiction of the sd State of Rhode Island, laden with British Goods &c & Libelled the Same as taken on the high Seas, as legal Prize &c & that one Cap [blank] Angel of an armed Brigantine belonging to Wm. Stewart pursued & retook sd Prize on the 3ª Inst. within the Juris- diction of sd R. Island discharging the Cannon &c & carried her into this State &c complaining of the Same as illegal &c & prays sd Gov Green to demand sd Prize to be returnd to the State of Rhode Island & Dd to the Authority thereof, to be there tried accords to Law &c &c as Per the Same. & Signifying his Gov" Greens Desire or Expectation that the Same Vessell & Cargo, be returned to sd State for Tryal &c & inclosing some Depositions &c.
