Resolved by this Assembly that the said Richard Smith be and hereby is admitted a Member of this State and with full Right to enjoy and Participate of the Liberties and Burthens of the Same, and to possess himself of his Estate therein with Liberty and Authority to bring his Family and Effects within this State which Effects are to be Landed at New London under the Inspection of Capt John Deshon of said New London, the said Richard Smith declaring on Oath that the Effects so Landed were his own Property before the passing this Grant, and not that of any other Persons the said Richard giving his Test and Pledge of his Fidelity and Allegiance to this State as a faithfull Member thereof as other Members by Law are required to do.


Upon the Memorial of Samuel Bordman of Weathersfield Shew- ing to this Assembly that by various Losses and Misfortunes he has become reduced and his Estate mostly gone out of his Hands into the Hands of his Creditors and that he is unable to pay his Debts and is liable to go to Prison daily which would prevent his settling his Affairs Praying that his Body might be exempt from Arrest or Imprisonment untill the rising of the Assembly in May next as Per Memorial on File.


Resolved by this Assembly that the Body of the Memorialist be and it is hereby exempted from Arrest or Imprisonment for Debt untill the rising of the General Assembly in May next.

Upon the Memorial of Capt William Munson now Serving in the Continental Army Shewing to this Assembly that he hath Served in the Army for the Defence of the Country from the Commencement of the War to the Present Time, and that he hath received his pay in State Securities Praying this Assembly to grant him the Privelege of receiv- ing so much of the real Estate of Abeathar Camp lying in Branford as shall remain after the Just Debts shall be paid which Estate hath been legally confiscated for the Use of this State, And Pay the Sum said real Estate shall be apprized at in Securities which he hath received for his Service in the Army As Per Memorial on File-


Resolved by this Assembly that the Judge of the Probate for the District of Guilford be and he is hereby Ordered and directed to Cause all the real Estate of the said Abiathar Camp lying in Branford to be apprized by three Judicious disinterested Freeholders under Oath at the Just value thereof in lawfull Money and to receive of the said William Munson the Sum said real Estate shall be apprized at in Securities which he may have against this State for Service done as aforesaid, and on Receipt of said Securities said Judge is directed in behalf of this State to execute a Deed of said Camps real Estate lying in Branford to the Memorialist reserving a sufficient part of said Estate to pay all the Just Demands against said Camp if there should appear to be any more Debts than the Personal Estate of said Camp will discharge.


Upon the Memorial of Mary Alsop of Midletown in the County of Hartford Administratrix on the Estate of Richard Alsop late of said Midletown Decd, Shewing to this Assembly that one eighth of a certain House in said Midletown as also two Acres and one hundred and forty six Rods of Land in Westfield in said Midletown with a small part of a House and Barn and two other small Peices of Land in said Midle- town described in a Deed from William & Miriam Powell to said Richard dated March 16th 1776 are now belonging to the Estate of said Richard Decd and are so Situated as to be of Damage but of no advan- tage to said Estate untill Sold as per Memorial &c.


Resolved by the Assembly that the said Mary be and she is hereby Authorized and Impowered to Sell the said Peices of real Estate to the best advantage for the Benefit of said Estate taking the Advice of the Court of Probate for the District of Midletown therein and to give Proper Deeds thereof accordingly .*


Upon the Memorial of Abner Lucas of Midletown representing to this Assembly That one William Talbott of Midletown was bound to the Superior Court held at Hartford the first Tuesday of Septemb" 1781 on a Charge of carrying on Illicit Trade &c and the Memorialist gave Bond for his appearence &c and that said Cause by sundry Con- tinuances and adjournments came to the Superior Court, held at Hart- ford the first Tuesday of March 1782 when said Talbott was a Pris- oner and not able to appear and said Bond was called and forfeited &c

Praying that he upon producing said Talbot at the next Superior Court holden at Hartford he might be discharged from his Bond &c as Per Memorial on File-


Resolved by this Assembly that the Superior Court to be holden at Hartford the first Tuesday of March next be and they are hereby Impowered to proceed to hear and determine said Information against Talbott said former Proceedings notwithstanding and that the Memorial- ist on Paying all Cost already arisen on the Prosecution against said Talbott and giving security to the satisfaction of said Court to defray the future Expence of said Tryal he shall be discharged of said Bond on Condition that he deliver up said Talbot to said Superior Court in March next to receive his Tryal.


Upon the Memorial of Mary Farmer late of the City of New York now residing in New Jersey, Shewing to this Assembly that having confidence in the Credit of this State she received in Payment the Sum of £162 4 0 principal in Bills of this State and being wholly ignorant of the Law for calling said Bills out of Circulation untill the Time Limited for bringing them in was expired she hath them now in her possession praying for releif-


Resolved by this Assembly that the Treasurer of this State upon receiving said Bills be and he is hereby directed to Issue his Note on behalf of this State to the Memorialist for the Payment of the value of said Bills in hard Money to be paid at the expiration of one Year after the end of the present War with lawfull Interest thereon to be paid annually the value of said bills to be computed by the Scale on the first Day of April 1778, and the Interest from that Time to be included in said Note.


Upon the Memorial and Representation of James Potter and Nehemiah Beardsley in behalf of themselves and the rest of the Inhabitants of the Town of New Fairfield Shewing to this Assembly that Aaron Payne in May 1780, then of New Milford Preferred a Petition shewing that he was by the Listers of said New Fairfield Assessed and the whole of his personal Estate fourfolded in the Year 1779, and that he was at the Same Time assessed at Kent and that said Petition remains unheard and that several Taxes have been laid on said List some of which said Town are holden to pay, and Execu- tions are now out for the Collection of the Same in the Hands of the Sheriff Praying that said Payne may be heard or that said Execution be stopped so far as regards said List untill said Petition can be heard as Per Memorial on File


Whereupon it is Resolved by this Assembly that said Executions be Stayed and they are hereby Ordered and directed to be staid for so much as the Sum of the Rates arising on Aaron Paynes List untill the rising of the General Assembly in May next.


Upon the Memorial of John Mead and Jabez Fitch in behalf of the Town of Greenwich Shewing to this Assembly that many of the Inhab-

Resolved by this Assembly that Colo Samuel Canfield & Majr James Dana be appointed a Committee to repair to the Town of said Greenwich and view the Situation and Circumstances of said Inhabitants and abate their Lists in whole or in part as on a full view of the Case they shall Judge Just and equitable and make Report of their Doings to the General Assembly in May next at the expence of said Greenwich .*


Upon the Memorial of Michael Lownsberry Shewing to this Assem- bly that he was sentenced by the Superior Court in August 1782 at Danbury in Fairfield County for certain Crimes and Misdemeanors to pay a fine of £100 LMoney and pay Cost of prosecution and be bound with Sureties to his good behaviour in the Sum of £200 LMoney or stand committed to Prison untill the Judgment should be complied with, that he has suffered long confinement in Litchfield County Goal and is utterly unable to pay said Fine and Costs Praying to be discharged from Prison &c as Per Memorial on File,


Resolved by this Assembly that the Memorialist be released upon his giving good Security with Surety for the Cost of Prosecution to be paid within one Year and becoming bound with Surety in a Bond of £200, LMoney for his future good and peacible Behaviour, and the Sheriff of Litchfield County is hereby directed to take said Bonds &c.


Upon the Memorial of the Revª John R Marshall of Woodbury Shewing to this Assembly that he has an Aunt residing in the City of New York possessed of a large Estate who stands in need of his Assistance in the Settlement of the Some of her Affairs and that he expects to receive from her some Effects for support of his Family &c. Praying for Liberty to go into New York and to bring therefrom such Things as his said Aunt may give him &c as Per Memorial on File


Resolved by this Assembly that the Memorialist be and he is hereby permitted to go into New York and also to bring from thence all such Money Plate Cloathing or any other Articles for the Use and support of his own Family only as his said Aunt may give him under the Inspection of some one of the following Gentlemen viz the Honble Abraham Daven- port Esq" or the Commanding Officer of the Post at Stamford or Thad- deus Burr of Fairfield Esq" or Robert Walker of Stratford Esq" both on his going and returning.


Upon the Memorial of Elijah Abel of the first Society in Fairfield and Thomas Nash of the Parish of Greens Farms Shewing to this Assembly that the Meeting Houses for Publick Worship in said Societies were burnt by the Enemy in the General Conflagration in the Year 1779 and that the Inhabitants have no convenient Places for Public Worship and are unable to provide for themselves on account of their Impover-

ished and distressed Situation and that there is a number of Confiscated Estates in the County of Fairfield yet remain unsold as Per Memorial on File,


Resolved by this Assembly that there be raised from the Sales of the confiscated Estates in the County of Fairfield the Sum of one thousand Pounds LMoney for the purpose aforesd and that the Money be divided to each Society in proportion to the apprizement of said Buildings made by the Committee for ascertaining the Losses in the Town of Fairfield after the conflagration and that said Moneys be appro- priated for to build said Houses for Publick Worship in each Society accordingly.


Upon the Memorial of Abel Burrit of New Haven Shewing to this Assembly that he was appointed and did actually Serve as Barrack Master in providing Wood Barracks &c for the Militia Stationed at New Haven in the Months of Septembr October & Novembr 1781 Praying this Assembly to order and direct the Committee of Pay Table to Settle his Account and allow him a reasonable reward for his Service as Per Memorial on File,


Resolved by this Assembly that the Committee of Pay Table be and they are hereby ordered and directed to Settle the said Abel Burrits Acct for his Service as Barrack Master for the Time aforesaid and draw on the Treasurer for the Same at the rate of eight Pounds Per Month for the Time they find he was actually employed in said Service.


Upon the Memorial of Artemus Johnson of Branford in the County of New Haven Shewing to this Assembly that he Inlisted as a Private Soldier in Capt William Douglas Company General Woosters Regi- ment, which Regiment was Ordered to march to the Northward from the reduction of St Johns &c, and that at the Isle of Noix in Lake Champlain on the 8th of September 1775 he being then serving in a Gun Boat and being foremost in Landing, when by Accident a Soldiers Gun behind him was discharged, which Charge entered his left Arm near his Shoulder which Shivered the Bones to such a Degree that amputation become necessary which was Performed on the 17th of said Septembr, and he being thereby deprived of One of his Arms, and having a large Family of Children to Support and in needy Circumstances acknoledges to have received the Sum of Sixty Pounds in Continental Bills as a Gratu- ity which the General Assembly were pleased to Grant to him at their Session in May 1776* which Sum has long since been expended in the necessary Support of his needy Family Praying for further Releif as Per Memorial on File-


Resolved by this Assembly that the Committee of Pay Table be and they are hereby Ordered and directed to adjust the Pay and allow the Memorialist Wages in the Same manner and by the Same Rule as though his Wound had been recieved in an engagement with the

Upon the Memorial of Mary Leverett Widow of John Leverett Esq" late of Midletown Decd Shewing to this Assembly that in May 1776 her Husband hired a House in Midletown the Property of Sylvester Gardiner Esq™ an Absentee at the Rate of fifteen Pounds Per Annum Rent which she occupied about four Years and three Months which Rent at the end of each Year was offered to Titus Hosmer Esqr Attorney to said Gardiner which Mr Hosmer declined accepting alledging that said Gardiner was gone to the Enemy and it was probable the Government would take upon themselves the management of his Estate and that his refusal could not operate to her disadvantage as what she had offered him viz Paper Money would always be received of her accord- ing to her Husbands agreement, That the Administrator on the Estate of said Gardiner now calls on her for said Rent in Silver and Gold and refuses any other Money contrary to the agreement and assurances of Mr Hosmer Praying that she may be discharged of said Debt on pay- ing said Administrator the nominal Sum of said Rent in Continental Bills &c as Per Memorial on File- On which Memorial Jabez Hamlin John Dickinson Esq" and Chauncey Whittlesey were appointed a Com- mittee to examine the Matters alledged in said Memorial and Report with their Opinion &c which Committee have reported that the Facts con- tained in said Memorial are true and that it is equitable and Just that the Administrator be directed to receive the said Rent in Continental Bills at their nominal value which were appropriated by the Memorialist for that purpose and that on the Payment thereof she should be dis- charged &c as Per Report on File which Report is accepted and thereupon


It is Resolved and Ordered that the Administr on the Estate of said Gardiner do and he is directed to receive the nominal Sum in Continental Bills of the Memorialist for the rent of said House and that upon the payment of said nominal Sum in Continental Bills the Memorialist be discharged from any Demand said Administrator may have against her for said Rent.


Upon the Memorial of Aaron Austin of New Hartford Shewing to this Assembly that the Latter end of May last he lost a number of Papers among which were two Orders drew by the Committee of Pay Table on John Lawrence Esq" Treasurer of the following Description viz One Order in favour of Colo Samuel Canfield for the Sum of fifty One Pounds ten shillings in Bills of this State Signed by William Mosely only with Some figured Accounts on the Back of said Order, the other Order in favour of Capt Stephen Griffin, for the Sum of five Pounds eight Shillings and some odd Pence payable out of the Tax of 2/6 on the Pound the Blank of said Order filled up with the Mem- orialists own Hand Praying for Releif as Per Memorial on File-

Resolved by this Assembly that upon the Memorialist Executing to the Treasurer of this State a Sufficient Bond obliging the Memorialist in Case said Orders have heretofore or shall hereafter be paid into the Treasury or shall be found, that the Memorialist pay into the Treas- ury of this State an equal Sum in Orders for like Money, That the Committee of Pay Table be and they are hereby authorized and directed to account with the Memorialist for the Sum of £51 10 0 in Bills of this State and draw an Order on the Treasurer of this State in favour of the Memorialist for the Sum of £5 8 0 payable out of the Tax of 2/6 on the Pound.


Upon the Memorial of Stephen Thomas of Chatham Shewing to this Assembly that he has been taken and held a Prisoner with the Enemy from the 25th Day of May 1780 until the first Day of January A D : 1781 and was necessarily delayed untill the 10th Day of January aforesd before he could reach Home and that he has received no pay for said Time although he was a Soldier in the Service of this State when taken &c Praying Payment for said Time &c as Per Memorial on File


Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed to draw an Order on the Treasurer in favour of said Thomas for his Wages as a Soldier during the aforementioned Time.


Upon the Memorial of John Chenward Shewing to this Assembly that in Nov" last he made a contract with Messrs Hallam & Co to furnish them with a Quantity of Flour a part of which is now Seized at Hebron Praying for releif &c as Per Memorial on File-


Resolved by this Assembly that Liberty be and is hereby granted to the Memorialist to receive his Flour seized as aforesaid, and those Persons in whose Custody said Flour now is be and they are hereby directed immediately to resign and deliver up the Same to the Memo- rialist upon his giving sufficient Bonds to be answerable in case of condemnation thereof on Tryal which Bonds the Officer having the Custody of the Same is hereby directed to take accordingly.


Upon the Memorial of Joseph Southwick of Danverse in the Com- monwealth of Massachusets Shewing that on the 13th of Decembr 1777 he received about seven Pounds in Bills of Credit of this State for the value of that Sum in hard money Praying for such allowance for the Same as is Just and right.


Resolved by this Assembly that upon the Memorialist delivering the said Bills to the Treasurer of this State the Treasurer be and he is hereby directed to give him his Note for the value thereof in hard Money reduced by the Scale on the first Day of April 1778 including lawfull Interest from that Time of the like Tenor as has been given in simular Cases.

Upon the Memorial of Jonas Brush of New Fairfield Shewing to this Assembly that on the first Day of April last past his Dwelling House was consumed by fire that he was then possessed of an Order drawn by the Committee of Pay Table out of the 28/6ª Tax to the amount of six Pounds lawfull Money that the Same was consumed by fire &c Pray- ing to this Assembly that the Committee of Pay Table be Impowered and directed to draw an Order in favour of the Memorialist for the Same Sum as was contained in the former Order as Per Memorial on File.


Resolved by this Assembly that the Committee of the Pay Table be directed to draw an Order in favour of the Memorialist payable out of the two shilling & 6ª Tax for the Sum of six Pounds LMony.


Upon the Memorial of John Vaughan Capt Joseph Leach Lieut and other Officers and Soldiers of an independent Military Company in the Town of Lebanon in the 12th Regiment Shewing to this Assembly that before the Act or Law of this State for forming and establishing the Alarm List Companys so called this Assembly had recommended it to all those who were by Law excused from the Line of Militia Duty and such as had been dismissed from common Military Exercise, to form themselves into Companies chuse their Officers equip themselves and be in readiness for common Defence &c, That in pursuance of such recom- mendation and prompted by an ardent Zeal to strengthen the Military force of this State and to defend the Cause of their Country against the unjust and arbitrary designs of Great Britain then beginning to be carried into Execution by the sword of Violence they formed themselves into a Military Company to the number of about eighty able bodied Men of such as were not liable to do Duty in the standing Militia Chose their Officers and were recognized and their Officers Commissioned agreeable to the Laws of this State that they voluntarily marched to New York in 1776, on the call of General Washington and the Authority of this State though beyond the Limits of their Original Articles where their then Captain and Sundry other valuable Members of their Com- pany died that they have ever been ready and on all Occasions exerted themselves for the Service of their Country and praying that said Com- pany may not be considered as dissolved with the Alarm List Companys, as they suppose it is not within the Letter of the Act dissolving the Same, but that they may be established &c As Per Memorial on File-


Resolved by this Assembly that the said Company be and the Same is hereby continued and established according to the Articles of their original agreement and shall be called & known by the name of the veteran Military Company in Lebanon with the Same Powers and Priveleges as other Militia Companys by Law have and under the Rules and Regulations of the Laws respecting the Same, Provided that said Company do now consist of a number not exceeding Sixty, nor less than forty Rank & file or that they shall be compleated to either of said Numbers of able Bodied Men not Liable by Law to do Duty in the

standing Militia Companys, by voluntary Inlistments on or before the first Monday of May next and the Captain of said Company shall deliver to the Commanding Officer of said Regiment an attested Copy of the Inlistment & Names of said Company and their original Articles of agreement when thereto by him required and continue to make regular Returns according to Law.


Upon the Memorial of Nathan Gallop of Groton Shewing to this Assembly that in January 1778 he was appointed by the Authority of this State a Lieut Colonel in a Regiment then to be raised for the Term of one Year to be in full Pay when in actual Service and half pay when not in actual Service that he was in actual Service eight Months, and that in May 1779 he received his Wages in Continental Money as being equal to hard Money being £225 14 0 which was in real Value no more than £18 10 0 LMoney which is not adequate to his Services and the Pay allowed to the Officers of the same Rank Praying for releif as Per Memorial on File-


Resolved by this Assembly that the Treasurer of this State be and he is hereby directed to secure to said Memorialist the Sum of £26 19 LMoney payable one Year after the War or a cessation of Hostilities between the United States and Great Britain with an annual Interest from the first Day of June 1780 untill paid in full for the Arrears of said Services.


Upon the Memorial of Thomas Clark and Daniel Holbrook in behalf and for the Town of Derby Shewing to this Assembly that said Town have been at the expence of Building and maintaining two large Bridges over Nauguatoock River so called for a long Time, one of which was formerly a Tole Bridge but the Town considering the inconvenience attending that for Travellers said Town have for a number of Years past maintained both of said Bridges at their own Expence in which Time one of said Bridges has been carried away once and the other not less than three Times by the Ice Floods in said River and rebuilt by said Town and both of said Bridges being now decayed and Judged unsafe to stand another Year without being rebuilt and also a new Highway from Woodbury to Derby by Housatonuck River which said Town are now called on to make which is computed will amount to the Sum of five hundred Pounds and that said Bridges are of great Utility to the Public Praying for Liberty to Set up a Lottery to raise the said Sum of five hundred Pounds to enable said Town to rebuild said Bridges and make said Highway as Per Memorial on File-


Whereupon Resolved by this Assembly that the Inhabitants of said Town of Derby have Liberty and Liberty and Authority is hereby given and Granted to said Inhabitants to erect set up and draw a Lottery sufficient to raise the Sum of £300 LMoney at the Sole risque of said Town for the purpose of rebuilding two good Cart Bridges over Nau- guatock River, where the Bridges now stand, and make a Highway by
