Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby Granted to him to return to said Southold and to carry his said Family and the above mentioned Articles Yet so as no Person to be employed on Board the Passage Boat but such as shall be nom- inated by the Civil Authority in and Select Men of said Guilford, and said Boat to be Subject to the Inspection of such Person or Persons as said Authority and Select Men shall appoint both at its departure & return said Goods Likewise.
Upon the Memorial of Christopher Leffingwell Thomas Mumford, Joseph Howland, Thomas Cout, John Broom Adam Babcock and the rest of the Owners of the Brigantine Thetis commanded by Capt Wil- liam Wattles, Representing to this Assembly that said Brigantine sailed from Amsterdam in the Month of October last past Bound for Boston, but through Distress of Weather was obliged to put in to the Port of New London and that a great Part of the Brigantine and her Cargo belongs to Persons in Boston who will not receive her at any other Port being Insured for the Port of Boston only, and representing that they have reason to suspect some of said Cargo has received Damage and that they cannot Land the Goods belonging to the owners living within this State least Some of the Goods Freighted in said Brig should be British Prize Goods liable to Seizure in this State but are not by the Laws of Massachusets, Praying for Liberty to enter said Brig in the

Resolved by this Assembly that the Memorialists Owners and the concerned in the Cargoe and Brigantine Thetis be and hereby are author- ized to enter the said Vessell in the Port of New London and reship such Part of her Cargoe as belongs or is Consigned to Persons in Boston in the State of Massachusets exempted from a Liableness to be Seized by any Law of this State, or if the Owners Chuse may transport the Same by Land to avoid the Dangers of the Seas to Boston with the like exemption should any of said Goods be counterband by the Laws of this but not so by the Laws of Massachusets.
Upon the Memorial of William Collier of Hartford Shewing to this Assembly that some Time past his Brother Daniel Collier was captured by the Enemy soon after which he died on a passage to New York leaving a Will by which he bequeathed his whole Estate to Your Mem- orialist which he is informed amounted to Several hundred Pounds which said Will has been duely proved and approved, according to the Laws and Usages of said City of New York, and that Your Memorialist hath once been into New York by Permission in order to obtain what was bequeathed to him as aforesaid, but Such were the Circumstances of Affairs at that Time that he was not able to obtain the Same in con- sequence of which he left Orders and Authority with one Robert R Waddle of said City to Collect and Secure for the Memorialist all his said Brothers Effects since which he is informed that said Robert hath collected the Same or the Greater Part thereof &c as Per Memorial on File Dated 20th Jany 1783 Praying this Assembly to grant him per- mission to go into New York under Proper Restrictions and to bring from thence the whole of his said Brothers Effects into this State &c-
Resolved by this Assembly that the said William Collier be and he is hereby permitted either by himself or some prudent Person by him to be appointed and approved by the Honorable Abraham Davenport Esq" to go into New York and to bring from thence the whole of his said Brothers Effects, all under the Inspection of the Honhle Abraham Daven- port Esq" or the Commanding Officer of the Post of Stamford who are respectively Impowered to give such direction and take Such Orders in the Premisses as they may think proper.
Upon the Memorial of Josiah Lacey of Fairfield Shewing to this Assembly that in AD 1777 he raised a Company with which he served in the 5th Battalion of the Connecticut Line in the Continental Army and that in raising said Company he expended agreeable to Orders received from his Colonel for Bounty Arms Blankets &c the Sum of £83 13 6 LMony exclusive of Public Monies he received as appears by adjust- ment of his Accounts with the Committee of Pay Table which Money he now stands in need of Praying this Assembly to take his Case into Con- sideration and order that the Pay Table give an Order to the Treasurer

Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed to draw an Order on the Treasurer for the Payment of said Sum with the Lawfull Interest out of any unappro- priated Moneys, and that said Tract of Land be apprized to the Mem- orialist by Judicious Freeholders under Oath to be appointed by the Judge of the Court of Probate for the District of Fairfield at its Just value in Money, And the amount thereof to be endorsed on said Order, and the Same being exhibited to the Treasurer the Treasurer is hereby directed to execute and deliver to the Memorialist a Deed of said Land in behalf of this State.
Upon the Memorial of Seth Austin of Suffield Shewing to this Assembly that the General Assembly at their Sessions in January 1782 were pleased to abate to him the one half of a Recognizance of £1600 lawfull Money he before that Time forfeited to the Public Treasury of this State, and to decree and Order that upon his Paying or Securing the one half the Sum of said Bond of Recognizance to the Treasurer that he should be released and discharged from Suffering or Paying any further Sum or part thereof,* that before the gracious Decree aforesaid he paid to the States Attorney for the County of Hartford about £660. in State Money Bills which by Law were receivable for fines and For- feitures and had executed to Said Attorney a Note of Hand for about £ 140 which he took in his own private Name, hath Since Sued the Same and insists to have the Same Sum in Hard Money in payment of said Note and will take nothing else notwithstanding the Memorialist hath always had the State Money Bills and been ready to pay the Same and urged the Treasurer and said Attorney to receive said Bills Praying the Treasurer or the States Attorney for the County of Hartford be ordered and directed to receive of the Memorialist State Money Bills to the Amount with what he hath already paid of the one half said Bond of Recognizance and that thereupon the Notes gave to said Attorney may be cancelled and made void and of no Effect,
Whereupon Resolved that upon the Memorialist paying to the Treasurer of this State or to the States Attorney for the County of Hartford the one half of said Bond of Recognizance with what he already paid in State Money Bills exclusive of the Interest arising thereon from and after the rising of the General Assembly convened at Hartford in January 1782, who are hereby they or either of them

Upon the Memorial of Aaron Mallery 3ª of Woodbury in the County of Litchfield Shewing to this Assembly that some Time in in September last he purchased of Thaddeus Beacher of New Haven one Soldiers Note Given by the Treasurer of this State he thinks to Isaac Bunn for six Pounds nineteen shillings & elevenpence three farthings LMoney, with Interest payable the first Day of June last and that soon after said Note was purchased it being in the pocket of a Pair of Breeches, was put into a wash Tub and washed to Peices, and Praying that the Treasurer of this State execute another Note of the Same Date &c as Per Memorial on File-
Resolved by this Assembly that the Treasurer of this State execute a Note of the Same Date and for the Same Sums and deliver the Same to the Memorialist.
Upon the Memorial of Major Albert Chapman of Fairfield Shewing to this Assembly that Nathan Burrall of Norwalk in the Year 1771, hired a Sum of Money of Charles W. Apthorp of the City of New York for which he gave his Note and Mortgaged his Land since which the Estate of said Apthorp has been confiscated to the Use of this State and the Memorialist has purchased the Equity of Redemption of said Mortgaged Lands and now has a Note for Service in the Connecticut Line of the Army against this State which was due in June last, which he Prays might be received in Payment of said Debt &c as Per Memorial on File-
Resolved by this Assembly that the Administr on said Apthorps Estate be and he is hereby directed to receive of the Memorialist his said Note in part payment of said Debt and upon the same being fully paid to give said Burrell a discharge therefrom, and also to give to the Memorialist a Quit Claim Deed in behalf of this State of said Mortgaged Lands.
Upon the Memorial of Samuel Hart Jun" of Stamford Shewing to this Assembly that in the Year 1773, he hired of Charles Ward Apthorp of the City of New York One hundred Pounds New York Money for which he gave his Note and Mortgaged his Lands that he has tendered the Money for said Debts which was refused, since which the Estate of said Apthorp has been Confiscated to the Use of this State, and he has now in his Hands Orders on the half Crown Tax and other Securities against this State Praying to have the Administrator on said Apthorps Estate directed to receive said Securities in payment of said Debt and discharge him therefrom &c As Per Memorial on File-

Upon the Memorial of Jonathan Whiting of Stamford in Fairfield County Shewing to this Assembly that in the Year 1772 he hired One hundred Pounds New York Money of Charles Ward Apthorp of the City of New York, and gave his obligation and Mortgaged his Lands for the Same since which he has tendered the Money due thereon which was refused and that he now has Sureties against this State for Service done and that the Estate of said Apthorp is confiscated to the Use of this State Praying to have said Sureties received in payment of said Debts and he be discharged therefrom &c as Per Memorial on File-
Resolved by this Assembly that the Administrator on said Apthorps Estate be and he is hereby directed to receive any Securities against this State for hard Moniey or Orders on the half Crown Tax in payment of said Obligations and thereupon to discharge the Memorialist therefrom and also to give him a Quit Claim in behalf of this State to the Lands Mortgaged as aforesaid.

Upon the Memorial of Samuel Doolittle a Prisoner now confined in Hartford Goal Shewing that he was sentenced to four Years Imprison- ment in NewGate for being concerned in robbing Ebenezer Daytons House and has suffered Imprisonment during great part of said Term Praying for release from said confinement as Per Memorial on File-
Resolved by this Assembly that upon said Memorialists giving his Note with one sufficient Surety to the Sheriff of Hartford County for all Costs due from him the said Memorialist be Liberated from his said Imprisonment and allowed to reside in the Town of Woodbury in the County of Litchfield under the Care and direction of the Select Men of said Town during the residue of the Term of his said Imprisonment.

Upon the Memorial of Joseph Wilder Agent for the Society of Barkhemsted in Litchfield County Shewing to this Assembly that they have hired Preaching among them for part of each Year for several Years past and that they have no Meeting House where the Inhabitants can conveniently meet, that a Place for a Meeting House is affixed by the County Court in said Society &c Praying for a Tax of six pence on the Acre on all Lands in said Society for the purpose of Building said House &c as Per Memorial on File --
Resolved by this Assembly that a Tax of six pence Per Acre be laid on the Lands within said Society for the purpose of Building said Meet- ing House and Mr James Austin of said Society be and he is hereby appointed and Impowered to collect the Same of the Owners of said Land by the first Day of June next and the Money so collected he is directed to pay to the Treasury of said Society or a Committee appointed by said Society to receive the Same, And that the Lands of the non resi- dent Proprietors who shall neglect to pay said Tax by the first Day of June next, the said Collector is hereby authorized and Impowered to Sell and dispose of for the payment of said Tax in the Same manner and under the Same Restrictions and Regulations which the Lands of non resident Proprietors who neglect to pay any other Taxes are by Law Subjected to be Sold.
Upon the Memorial of Joseph Lane Jun" John Lane Jr Hezekiah Clark Elisha White, Giles Parmely Samuel Crittenden Elias Redfield Ezra Porter Joel Wilcox, Joel Evarts and Walter Griswold of Killing- worth Dated the 6th Day of October 1782 representing to this Assembly that they voluntarily Inlisted into the Continental Army for the Term of six Months and performed their Duty therein, and in consequence thereof were entituled by a Resolve of the General Assembly to receive the Sum of thirty Shillings each for furnishing themselves with Blankets &c which they have never received And this Assembly being informed that Brigadier General Ward had received the Several Sums due to the Memorialists and had paid the Same to Colo William Worthington for their Use but they have not been able to obtain the Same
Whereupon Resolved that Brig Gen1 Ward be and is hereby Authorized and directed to enquire into the Matters aforesaid and if he finds the Money retained in the Hands of the said Colo Worthington or any other Person to receive the Same and pay over to the Memorialists together with the Interest, since the Same ought to have been paid and if the said Monies are withheld by any Person the said Gen1 Ward is directed to prosecute the Same at the Expence of this State for the Use of the said Memorialists and Report make to this Assembly in May next.
Upon the Memorial of Gideon Stoddard of Woodbury in Litchfield County Conservator of the Person and Estate of Jerusha Stoddard of said Woodbury Shewing to this Assembly that he hath expended for the Support of the said Jerusha the Sum of ten Pounds & sixpence Lawfull

Upon the Memorial of Edward Smith and Elizabeth Smith his Wife and Anne Ingraham of Stonington in the County of New London and David Mumford of New London, Executors of the last Will and Testament of David Cheeseborough late of said Stonington Decd; representing to this Assembly that the said David Cheeseborough by his last Will and Testament devised away the whole of his Estate both real and Personal Saving £62 10 0 real and £196 9 7 of Personal Estate to sundry Persons two of whom viz Abigail Grant and Abigail Cheeseborough Grant are in England, that the Memorialists and Margaret Cheeseborough, late of said Stonington Decd and the said Edward Elizabeth and Anne are the other Legatees and the said David in his last Will hath made no Provision for the Payment of his Debts, and that there is due from said Estate exclusive of the aforesaid Sums a Ballance of more than three hundred Pounds which ought to be paid out of the Estate of each of the Legatees according to the value of their Legacies both of real and personal Estate Praying a Committee may be appointed with full Powers to Liquidate and determine the Debts due from said Estate, and to ascertain the Proportion of the Same which shall be paid by the Several Legatees aforesaid, and to enable and Impower the said Executor to Sell the said undevised real Estate of £62 10 0 and so much of the Legacies of the said Abigail Grant and Abigail Cheesborough Grant, being real and Personal Estate as shall be sufficient to discharge their proportion of said Debts, that equal Justice may be done to the several Legatees and Creditors as Per Memorial may appear-
Resolved by this Assembly that Nathaniel Minor and Paul Wheeler Esqrs be and they are hereby appointed a Committee to examine into the Matters of said Memorial and adjust the Proportions the Several Legatees shall be Charged with for to raise Sufficient Sums of Money to pay and Satisfy the Debts and Legacies according to Justice and to the Will of the Testator and that they make returns to the Court of Probate

Upon the Memorial of David Wooster Jun" of Waterbury Shewing to this Assembly that he having fully complied with and conformed to the Act of Assembly made in his behalf in Jany last which was that he should be released from his Imprisonment in NewGate on Condition he should procure sufficient Bonds for his good and peacible Behaviour in future towards this State and the United States and that he should be permitted to live in some Town on the East Side of Connecticut River during the Pleasure of the Assembly* and that he having procured Bonds as aforesaid, had lived with General Spencer in the Town of East Hadam ever since February last, and had conducted himself well to the approbation and satisfaction of all among whom he Lived, and was deter- mined still to continue to conduct himself as a good Subject and Friend of the United States Praying that he might be released from his Bonds aforesaid and be admitted to the priveleges of a free Citizen &c or that he might be permitted to pass on the West Side of Connecticut River to such Town and for such Length of Time as General Spencer should give his Written permit for &c as Per Memorial on File-
Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby Granted him to pass on the West Side of Connecticut River to Such Town and for such length of Time as he shall from Time to Time obtain a Written permit for from the Honble Major General Spencer.
Upon the Memorial of Jonathan Arnold of Hartford in the County of Hartford in the State of Connecticut, Shewing to this Assembly that he is a Serjeant in the Continental Army and unfortunately bears the Sir Name of the Infamous Benedict Arnold once a Major General in the Armies of the United States, now a Traytor and Deserter, that some Time after the Defection of the said Benedict the Honble Major General Baron Steuben pitying the Misfortune of any Person friendly to the American Cause doomed to bear the Same Name with a notorious Tray- tor, offered the Memorialist Liberty to assume the Name of Steuben, and by that name to be known and called and engaged to Your Memorial- ist on his taking and assuming the said Name of Steuben to pay to him the Sum of two Dollars Per Month during the present War &c Praying this Assembly to permit him to assume the Sir name of Steuben and by

Be it Enacted by the Governor Council and Representatives in Gen- eral Court Assembled and by the Authority of the Same that the said Memorialist have Liberty and Liberty is hereby Granted to him to take upon himself the Sir Name of Steuben instead of that of Arnold and that the Memorialists Sir Name be Steuben and that by that Name in all legal Proceedings he be ever hereafter known and called.
Upon the Memorial of Benjamin Huntington Esq" Shewing to this Assembly that he hath on Hand an Order drawn by the Committee of Pay Table on the Treasurer of this State for one hundred Pounds in Bills ordered by Congress to be Issued from the Treasury of this State, said Order bearing Date the first Day of September 1780 and in favour of Nehemeah Hubbard D.Q.M.G that the Memorialist received the Same in payment for forfeited Lands And the Bills ordered by Congress being never Issued the Treasurer hath nothing in his Hands to pay the Same Praying that the Treasurer may be Ordered to accept the Same at par with Bills of this State emitted in the Year 1780 &c as Per Memorial on File-
Resolved by this Assembly that the Treasurer be and he is hereby Ordered and directed to receive the said Order at the Hand of the Memorialist at Parr with the Bills of this State emitted in the Year 1780 in payment for said Lands Sold for State Money and place the Same to the Account of this State accordingly.
Upon the Memorial of Isaiah Thomson and others Officers and Sol- diers belonging to the four Companies of Artillery under the Command of Colº Lamb and now Serving in the Army of the United States, and are engaged to continue during the Present War, Shewing to this Assem- bly that they extend said Service on the plighted faith of this State and that they expected the Same Advantages and emoluments as their Brethren in the Army serving in the Infantry, and that in the beginning of the Year 1781, said Companies were by a Sovereign Act of Congress transferred to the State of New York, and that in consequence of said transfer the Memorialists are defeated from receiving three Months pay which they were Justly Intituled to in consequence of their first Engage- ments in the Present War Praying this Assembly that the Memorialists may be entituled to have and receive from this State three Months Pay refreshments and Supplies equal to what hath been already advanced to the Infantry Serving in the Continental Army belonging to said State for the Term aforesaid, their being transferred over to the State of New York notwithstanding As Per Memorial on File-
