Upon the Memorial of Walter Seaman of the State of New York now resident in Ridgfield Shewing to this Assembly that he left the City of New York in the Year 1776 and has constantly aided the measures of the Country by personal Services and otherways that he needs the Aid of his Friends to Assist and help him, that his Father would furnish a Quantity of Salt for his Use part of the Avails of which he is willing to deposit with the State &c Praying for Liberty to Import said Salt from New York without being liable to Seizure and condemnation &c as Per Memorial on File-
Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby granted to him to Import from New York in some suitable Vessell two thousand Bushels of Salt directly to the Port of New London and that Capt John Deshon of said New London is hereby Authorized and Impowered to search and Inspect the lading of said Ves- sell and to examine the Memorialist and any other Persons on Oath or otherwise touching the Lading of said Vessell, and on his becoming satis- fied that no article except Salt has been laden on Board said Vessell, he shall Certify the Same, and the naval Officer of that Port on such Certificate is authorized and Impowered to enter the said Vessell and Cargoe of Salt in said Port, and thereupon the Memorialist may proceed to Sell and dispose of said Salt and Vessell first giving Bond with said Naval Officer who is Impowered to take the Same in the name of the

Treasurer of this State. Conditioned to deposit such part of the Avails of said Salt in the Treasury of this State on Loan as the Governor and Council of safety shall direct Provided always that the Memorialist shall retain of the Avails of said Salt in his own Hands at least six shillings LMoney per Bushel and said Vessell and Cargoe shall not be liable to Seizure or condemnation in any Court in this State any Law to the con- trary notwithstanding.
Upon the Memorial of the Select Men of the Town of Fairfield Shewing to this Assembly that the Committee appointed by the General Assembly at their adjourned Session in January 1782 to Settle the Claims of the Several Towns in the County of Fairfield to ascertain the number of non Commissioned Officers and Privates that said Town had in Service whose Time of Service did not expire before the first Day of March then next* found by the return from the Army and such Proofs as they had before them at the Time of their Meeting for that purpose, that the Town of Fairfield were deficient ten Men to compleat the Quotas of said Town and Report accordingly and thereupon said Town was doomed that number which the Memorialist thinks is not right and was occasioned by reason that the Agent appointed by said Town was provi- dentially prevented from attending before said Committee Praying for Releif in the Premisses by a Committee or some otherway as Per Memorial on File-
Resolved by this Assembly that the Town of Fairfield have Liberty and Liberty is hereby granted them to lay in their Claims before the same Committee that was appointed to Settle and adjust the Same in the County of Fairfield any Time before the Sitting of the Assembly in May next who are hereby Authorized and Impowered to hear and adjust the Same at the Cost and expence of the Memorialists by the same Rules and Regulations as is directed in the Act of Assembly appointing said Committee and directing their Proceedings and if upon the return and Report of said Committee before the Sitting of the Assembly in May next, it shall appear to the Secretary of this State that said Town of Fairfield was not deficient in the number of said ten Men then he be directed to indorse the Execution against said Town or for such Sum or Sums as the Committee shall Judge ought to be abated and that the said Execu- tion be stayed accordingly.
Upon the Memorial of Ezekiel Williams Sheriff of Hartford County Shewing to this Assembly that some Time the last Spring &c the Treasurer of this State put into his Hands to Collect a large number of Executions against sundry Collectors in various parts of this State, and that after he had Spent considerable Monies and much Time faith- fully endeavouring to Collect the Same and before the Same was fully settled and before he had received any or very little fees thereon the

Assembly did at their Session in October last Order that said Executions should be returned to the Treasurer aforesaid* which in obedience thereto he returned accordingly And praying this Assembly on the view of the whole Matter would grant him such Sum for his Services as they should think Just &c And thereupon a Committee was appointed to confer with the said Sheriff and after Conference had and on full examination of his Charges in said Services &c made Report that in their Opinion there was Justly due to him the Sum of £ 58 16 0 LMoney which Report was accepted,
Whereupon Resolved that the Committee of Pay Table draw Order on the Treasurer to pay to the said Sheriff the said Sum of £58 16 0 out of any of the unappropriated Moneys due to this State.
Upon the Memorial of the Select Men of the Town of Chatham Shewing to this Assembly that said Town was fined for the deficiency of two Continental Soldiers for the Year 1781, and Execution was Issued by the Secretary against said Town for the Collection of the Sum of £30 for said two Deficiencies when in fact said Town had their full Quota in Service in said Year Praying that the Secretary may be directed to recall and make void said Execution
Resolved by this Assembly that said Execution of £30, against said Town of Chatham be and the Same is hereby made void & of none effect and the Secretary is hereby directed to recall and discharge the Same.
Upon the Memorial of Theodore Woodbridge of Glastonbury late Major of the second Connecticut Regiment and John R Watrous of Col- chester late Surgeon in the first Connecticut Regiment Shewing to this Assembly that they have Served in the Connecticut Line of the Continen- tal Army during almost the whole of the Present War and have public Securities to a considerable amount given them for their said Services yet unpaid Praying this Assembly to grant them a small Tract of Con- fiscated Land belonging to the Estate of William Brown Esq" known by the Name of the Harding Farm in the Township of Lyme whereon Robert Henry now lives containing about two hundred and eighty eight Acres and to receive said Obligations in payment therefor as Per Mem- orial on File-
Resolved by this Assembly that upon the said Memorialist paying and delivering to the Honble Benjamin Huntington Esq" Administrator on the Estate of said Brown for the Use of this State the full amount of the value of said Tract of Land estimated at four Pounds per Acre in the Public Securities Given for Services rendered Prior to the first Day of January 1780 and producing the Certificate of said Administrator to their payment thereof the Treasurer of this State is ordered and directed to make execute and deliver to the Memorialists an Authentic Deed of said Lands conveying the fee thereof to the Memorialists and their Heirs and Assigns forever together with a Right of a P[ ] or Private

Highway or Passage through proper Gates or Barrs as the Case may require across the remaining Confiscated Lands of said Brown from said Hardings Farm to the Highway nearly opposite to the dwelling House where John Henry now lives and said Huntington is also hereby directed on Receipt of Such Payment to transmit a true Account thereof to the Committee of Pay Table agreeably to the Law of this State directing the Sale of confiscated Lands.
Upon the Memorial of Elisha Hale of Glastonbury Shewing to this Assembly that he was appointed Collector of the State Taxes for said Town for the Year 1780 in which Year a Tax was granted of two pence halfpenny on the Pound in Gold and Silver or Bills of Public Credit equivalent thereto and the Memorialist thereon received in the Bills of Credit of this State £81 2 10 at the discount of two for one according to its then current value which the Treasurer of this State is not Impowered to receive and Credit as Per Memorial on File-
Resolved by this Assembly that the Treasurer of this State be and he is hereby Authorized and directed to receive of the Memorialist said Sum of £81 2 10 in said Bills of this State so collected and to Credit the Memorialist the Sum of ££40 11 5 LMoney as Gold & Silver on said State Tax of two pence halfpenny on the Pound granted in the Year 1780.
Upon the Memorial of William Pitkin Samuel Bishop and Elisha Pitkin Esqrs preferred to this Assembly praying for Liberty to have the exclusive Right to Set up and carry on a Glass Manufactory in this State
Resolved that the Memorialists have Liberty and the Liberty and Privelege is hereby granted unto them their Heirs and Assigns to erect and Set up a Glass Manufactory and to have the Sole and exclusive Right in this State to make Glass of any kind for the Term of twenty five Years from and after the Time they shall begin the first blast for making Glass, And that the Memorialists shall be exempted for the Term of ten Years from the rising of this Assembly from any Assesments on Account of the Profits that may arise from their manufactoring of Glass in consequence of this Resolve; Always Provided that the Memorialists Shall compleat their Works so as to begin the Manufacturing Glass according to the Intent of this Act within three Years from the rising of this Assembly.
Upon the Memorial of Job Bartram of Norwalk in the County of Fairfield Shewing to this Assembly that he has two valuable and likely Negroe Men run away from him and gone over to Long Island and put themselves under the Protection of the Enemy where they now are and that he has assurance if he can procure Liberty to go to Long Island he may either bring his said Negroes Home again or Sell or dispose of them there Praying for Liberty to go over to said Long Island for the purpose aforesaid

Upon the Memorial of Park Brown of Greenwich Shewing to this Assembly that liveing near the Lines he was compelled to Join Delancys Corps and continued with them a Short Time involuntarily and as soon Time past confined in Litchfield County Goal Praying for Releif as Per Memorial on File-
Resolved by this Assembly that the Memorialist be pardoned & that he have Liberty to reside in the County of Litchfield and be released from his present confinement upon paying Cost of Prosecution and finding Surety for his future good Behaviour and the Sheriff of Litch- field County is hereby Impowered to take Such Bond.
Upon the Memorial of Hezekiah Bissell of Windham Shewing to this Assembly that a General Court Martial was appointed by His Excel- lency the Governor pursuant to a Resolve of the Honble Assembly and held in the Months of August and September last for the Tryal of Lieut Colº Gallop and others for neglect of Duty and misconduct on the 6th of Septemb" 1781, the Time when the Town of New London and Groton were burnt and destroyed by a Detachment of British Troops* Praying that Some provision may be made for the Adjusting Settling and paying the Expences arising in and about said Court Martial as Per Memo- rial &c,
Resolved by this Assembly that Colo William Williams Nathaniel Wales and Shubael Abbee Esqrs be and they are appointed a Committee to adjust and Settle the Accounts of each of the Members of said Court Martial and draw Orders on the Treasury of this State for what Sums may be found due to them respectively for said Service.
Upon the Memorial of William Packwood of New London Shewing to this Assembly that in the Year 1776, he was employed by Daniel [ Nat] Shaw Esq" Agent for this State on a Voyage to the West Indias to pro- cure Powder and other Military Stores for the Use of the Public which he accomplished at great Cost and Hazard, and that he has never been paid his Wages or any compensation therefor Praying a Committee to Settle said account &c as Per Memorial on File-
Resolved by this Assembly that Jabez Perkins Esqr of Norwich and Capt John Deshon of New London be and they are hereby appointed a Committee at the Expense of the Memorialist to examine all said trans- actions and Report what they find with their Opinion what is Justly due to the Memorialist on the Matters contained in his Memorial.t

Upon the Memorial of William Lathan of Groton in the County of New London Shewing to this Assembly that on the 6th Day of Septem- ber 1781, he was made a Prisoner in Fort Griswold and that a State Note Signed by the Treasurer of this State for the Sum of £30 0 0 lawfull Money Dated the 13th Day of June 1777 the Property of the Memorialist was taken from him by the Enemy and which he never hath recovered Praying this Assembly for a New Note of the Same Tenor and Date as Per Memorial on File &c-
Resolved by this Assembly that the Treasurer be directed and he is hereby directed to Issue a new Note in favour of the said William Latham of the same Tenor and Date, as that so lost as aforesaid taking proper Care to make such Entries and take such Measures as effectually to prevent a double Payment of the said Sum for the Same Debt.
Upon the Memorial of Giles Sill of Lyme in the County of New London Shewing to this Assembly that on the Night following the ninth Day of January instant by some accident his dwelling House took fire and was consumed and that he was at that Time possessed of and owner of the following Soldier Notes which were then consumed in the Flames viz one in favour of David Ransom for the Sum of £10 1 934 payable the first of June 1783, one in favour of Nathan Miller for the Sum of £7 19 21/2 payable the first of June 1783, one in favour of Joseph Reed for the Sum of £12 3 8 payable the first of June 1783, and one in favour of Joseph Reed payable the first of June 1785 for the Sum of £12 3 8 Praying the Treasurer of this State to be directed to Secure to the Memorialist the above said Sums with the Interest arisen since the first Day of June 1782 as Per Memorial on File-
Resolved by this Assembly that the Treasurer be directed and he is hereby Ordered and directed to Issue his Notes for the Several Sums abovementioned with the Interest arisen since the first of June 1782 on Interest payable at the Time each of the said became payable to the Memorialist.

Upon the Memorial of John Ransom Esqr of Kent and Rebecca his Wife and Isaac Baldwin of Waterbury Son of said Rebecca Shewing that they have a Sum of Money in Great Britain devised to said Rebecca by John Hearault & Elizabeth Hearault, and that they have an Interest there as Heirs of Isaac Hearault and Praying for Liberty to bring the Same to America in Drugs Medicine & Books as by Memorial on File-
Resolved by this Assembly said John and Isaac have Liberty and Liberty is hereby Granted to them to send for and bring out from the Kingdom of Great Britain the Amount of such Sums as they have in Great Britain devised and left to them as aforesaid and to bring the Same to America in Drugs Medicine & English Books.
Upon the Memorial of Elijah Abel of Fairfield Shewing to this Assembly that he was a recruiting Officer for the fourth Brigade & received a Sum of Continental Money from the Treasurer of this State for the purpose of procuring Recruits to fill up this States Quota of the Continental Army, and to pay the Bounty to those that Inlisted and were draughted for said Service and that six Sheats amounting to £1368 0 0

Upon the Memorial of Selah Dickinson and Joshua Horton late of Southold on Long Island now resident in Guilford in New Haven County Shewing to this Assembly that the Memorialists with their Families removed to said Guilford at the Time when the Enemy took possession of New York and have remained there ever since and that they are now desirous to return to their Habitations and Praying Liberty so to do, and also to transport their Household Stuff, one Years Provi- sion and Some live Stock with Some Boards and Shingles as Per Mem- orial on File --
Resolved by this Assembly that said Memorialists have Liberty and Liberty is hereby given to the said Selah Dickinson and Joshua Horton to remove with their Families to said Southold and carry their House- hold Furniture and one Years Provision for their said Families and also that said Dickinson have Liberty to carry two Cows three Young Cattle five Sheep & two small Swine and said Horton to carry two Cows, and also that the Memorialists have Liberty to carry 1000 feet of Boards & 1000 of Shingles each Provided that they shall employ no Person to transport them to said Long Island but such as shall be Nominated and approved by the Civil Authority in and Select Men of said Guilford ; nor shall any Article be shipt on board such Vessell as they shall procure for the purpose but what shall be Inspected and approved by such Per- son or Persons as said Authority and Select Men shall appoint, said Vessell to be examined and approved at her Departure and return.
Upon the Memorial of Mehitabel Tuttle late of Southold on Long Island now resident in Guilford in New Haven County Shewing to this Assembly that she left said Southold about Six Years ago, and has ever Since lived in said Guilford and is now desirous to return to said Southold Praying for Liberty so to do and to carry her Family consisting of two Young Women and a Negroe Girl with her, and also to carry with her, two Cows one Horse, one Shoat 12 Barrell of Pork 12 Barrell of Beef, twelve Bushell of Wheat, five Bushell of Indian Corn and one Riding Chair together with all her Household Furniture as Per Memorial on File-
Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby Granted to her to remove herself with the Persons and Effects above enumerated to said Southold ; yet so as that no Person be Improved therein but Such as shall be approved by the Civil Authority

Upon the Memorial of James Church of Hartford Shewing to this Assembly that before the commencement of the present War the Mem- orialist was Connected in Trade with Richard Alsop Esq" of Midletown late Deceasª whereby he was necessarily connected with Sundry Persons then and still of the City of New York, with whom there are many Matters unsettled and sundry Sums due to the said Alsop and Church as likewise to Your Memorialist Personally, Praying for Permis- sion to go to the West end of Long Island and New York for the purpose of settling said Matters and the Ballances so due to bring from thence into this State as Per Memorial on File-
Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby granted him to go to New York by Land or Water adjust and Settle his Affairs and whatever shall be found due to him thereon, bring from thence in a Suitable Vessell in Salt Duck or Cordage, Provided always the Same be under the direction and Care of Messrs John Deshon and Thomas Shaw of New London who are directed to take Suitable Security of the Memorialist that he do not exceed the above Licence.
Upon the Memorial of Dan White of Torrington in Litchfield County Shewing to this Assembly that he was a Soldier in Capt Matthew Smiths Company in General Waterburys Brigade at Horseneck and that on the 8th Day of February 1782 he was made Prisoner by the British Light Horse and carried into New York and there remained untill the 18th Day of June following when he was exchanged for which Term he has received no pay as Per Memorial on File-
Whereupon Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed upon examination to draw on the Treasurer for the Sum they shall find Justly due.
Upon the Memorial of Elias Buell Praying for Liberty to pass to Long Island and bring from thence One hundred Pounds Lawfull Money in Specie or other Articles British Goods only excepted-
Resolved by this Assembly that the Memorialist have Liberty and Liberty is hereby granted that he may pass from this State to Long Island and recover his said Debt and bring from thence the Avails thereof in Specie or other Articles, British Goods only excepted always Provided that the Same shall be under the Inspection of Messrs John Deshon & Thomas Shaw of New London.

Upon the Memorial of James Chamberlain of East Windsor Shew- ing to this Assembly that a Ferry is needed across Connecticut River between said East Windsor and Windsor at the South part of the Land late belonging to William Thrall of East Windsor Praying that a Ferry may be allowed and established across the River from William Thralls Land on the East Side Connecticut River and that he may have an exclusive Right to the Same, As Per Memorial on File-
Resolved by this Assembly that a Ferry be allowed in the Place Prayed for and that the Memorialist have an exclusive Right to the Same Provided he cast out a Road or Highway from the common Road in East Windsor through his Land to the Waters Edge at the Ferry Place, said Ferry to be under the Same Regulations as other Ferries in said East Windsor.
Upon the Memorial of Daniel Booth formerly of Southold on Long Island now resident at Guilford in New Haven County Shewing this Assembly that he left said Long Island AD 1776 and has Lived at said Guilford ever since, and his Interest being chiefly at said Long Island and it being difficult for him Longer to provide for his Family here, he prays for Liberty to return to said Southold with his Family and to carry with him one Yoke of Young Oxex three Cows two Shoats and one Horse, with provision necessary for his said Family to Serve untill next Fall together with his Household Goods and Furniture as Per Memorial on File-
