And be it further Enacted that in future there shall as often as is convenient be published for the information of the Inhabitants of this State an Account of all Taxes laid or Moneys recieved thereon As well as on other Accounts together with a general and Summary Account of the Appropriation and Expenditure of all such Monies at such Time and in such manner as the General Assembly shall direct.
Whereas it is Represented to this Assembly that there is a large Debt of more than two thousand Pounds lawfull Money due from the con-

fiscated Estate of William Brown Esqr to the Heirs of John Winthrop Esq" Decd and no special Provision made for payment thereof,
Whereupon Resolved by this Assembly that the Judge of Probate for the District of Norwich be and he is hereby Impowered Ordered and directed to cause so much of the Lands of said Confiscated Estate to be divided and set out to said Heirs, and in such Place or situation as the Heirs or Administrator on said Winthrop Estate shall pitch upon & Choose as shall be sufficient to pay and discharge said Debt to be apprized by three disinterested Freeholders of the Towns of Colchester or Lyme under Oath to be Chosen or appointed by said Judge and the Administrator on the Estate of said Winthrop in the Same manner as by Law is Provided for apprizing Lands to satisfy Executions And the said Judge shall make proper Return to the Treasurer of this State who is hereby Ordered to give and execute a Proper Deed of said Lands to said Heirs.
Whereas the General Assembly in May last made a Grant to Capt Elijah Smith* who has lately been a Prisoner with the Enemy of Pay for certain Articles lost by the said Smith at the Time he was made Prisoner and for his Wages &c as set forth by the said Smith in his Memorial now on File And Whereas it is Represented to this Assembly that the Facts relating to the Capture of the said Smith were not fully set forth in said Memorial nor Investigated by the said Assembly at the Time of the said Grant by which reason said Grant was obtained.
Therefore Resolved by this Assembly that the said Capt Elijah Smith be and he is hereby Notified and required to appear before this Assembly in their Present Sessions on the 22d Day of January instant to shew reason if any he have why the said Grant should not be vacated and made null and void, and the Secretary is directed to cause the said Smith to be served with a Copy of this Resolve.
Resolved by this Assembly That General Erastus Wolcott, Elijah Bachus Esq" of Norwich and Major Elijah Hide of Lebanon be and they are hereby appointed a Committee to view examine and find the most convenient Way and Place or Places for a Highway or Public Road to be laid out from the Ferry at Hartford to the Meeting House in the first Society in Lebanon in such manner as shall best accomodate the Public in travelling from Hartford to Lebanon Norwich and the South- easterly Towns and parts of this State and what alterations from the present Road leading to Lebanon may be necessary or Convenient and Report make of what they shall find in the Premisses with their Opinion thereon to this Assembly at their Session in May next.
Whereas there are sundry Accounts presented to His Excellency the Governor and Council of this State by the Select Men of Norwich for Expences of supporting Nursing and Doctoring Sundry Prisoners of

War as also of some Prisoners returning from the Enemy through said Norwich to the Neigbouring States where they belonged many of whom were sick and some Dyed in said Norwich and no particular Rule is given for the Settlement of said Accounts
Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed to receive adjust and Settle said Accounts and draw on the Treasury for what they shall find Justly due to said Town of Norwich thereon, Charging the Same to the United States if for Sol- diers or Seamen in the Service of the United States or Prisoners of War and if for others to the States to which they belonged.
Whereas this Assembly have by Resolve passed protected the Person and Estate of Jonathan Wells Esq" of Glastonbury that he may have opportunity to prefer his Petition in May next for Releif from his Creditors &c And Whereas Gideon Hale Constable of said Glastonbury is liable upon an Execution he had against said Wells in favour of Jedh Elderkin Esq for the Sum or £34 LMoney which ought to wait the Event of said Petition in common with the other Creditors &c.
Resolved by this Assembly that the Execution against said Hale be and the same is hereby suspended from any Levy or operation either against the Person or Estate of the said Hale untill the rising of the General Assembly in May next.
Whereas the Committee of the Pay Table drew an Order on the Treasurer in favour of Guy Richards A D Q M at Newlondon dated December 6th 1782 for the Sum of £300 out of any unappropriated Monies, and it being represented that said Money is much wanted for the Public Service and that the Treasurer hath no unappropriated Money to pay the Same.
Resolved that the Treasurer pay said Sum out of the Moneys Collected on the Tax of two pence on the Pound that was Payable on the first Day of Septembr last.
Whereas a Written Information is laid before this Assembly by Thomas Y. Seymour Esq" of Hartford that Moses Seymour of Hartford has propagated among the good People in this State that His Excellency Governor Trumbull has during the Session of this Assembly received a Bribe of One hundred Guineas from one Mr Richard Smith a Petitioner or Suitor before this Court for which His Excellency did use his Influ- ence and Ability in favour of said Smith and gave his Vote accordingly, which Insinuation is false feigned and scandalous, and propogated with Design to Injure the reputation and Influence of his Excellency and to wound and destroy the Honor and Dignity of the Legislative Body of this State ;
Whereupon Resolved by this Assembly that the said Moses Seymour be Arrested and had to appear before this Assembly on the 31st Day of January Inst to Answer for his false & contemptuous conduct aforesaid and the Secretary is directed to cause the Same to be done.

Whereas this Assembly on due examination find that the Assesment made by the Listers for the Year 1782 on the Inhabitants of the Town of Weathersfield ought to be Abated the Sum of £390 And that the Assesment made as aforesaid on six Taverners in the Town of Norfolk ought to be abated the Sum of £ 529, And that Mr Henry Minor of Stonington ought to be Abated the Sum of £ 50,
Whereupon Resolved by this Assembly that it shall be the Duty of the Civil Authority and Select Men in the Town of Weathersfield to abate to their Inhabitants who have been Assessed as aforesaid in such manner as is Just and equitable the Sum of £390, And that the Civil Authority and Select Men of the Town of Norfolk shall Abate to the said Taverners Collectively to each of them in due and Just proportion amounting in the whole to the Sum of £ 529, And that Mr Henry Minor of Stonington shall be abated his Assesment being the Sum of £ 50.
Resolved by this Assembly that the number of Officers and Men here- after mentioned be raised and Stationed in the following Towns to Gar- rison the Forts in the Same the Time hereafter Limited, at Black Rock Fort in Fairfield one Lieutenant One Serjeant two Corporals and eighteen Privates, at the Fort at Milford One Serjeant two Corporals and twelve Privates, at the Fort at New Haven One Lieutenant One Serjeant two Corporals and eighteen Privates, At the Fort at Saybrook one Serjeant two Corporals and twelve Privates, At the Fort at Stoning- ton One Serjeant two Corporals and twelve Privates, the Commissioned Officers to be Commissioned by His Excellency the Governor the Non Commissioned Officers and Soldiers may and shall be raised by said Towns by voluntary Inlistment to be holden in the Service untill the first Day of Feby next, unless sooner discharged, and to have and be Entituled to the Same pay Rations and allowance as those that have been Stationed at Black Rock the Year past were entitled to.
This Assembly do appoint Major Isaac Cook Jur to be Lieutenant Colonel of the tenth Regiment of Militia in this State in the room of Lieutent Colonel James Arnold resigned.
This Assembly do appoint Capt Samuel Camp to be Major of the tenth Regiment of Militia in this State in the room of Major Isaac Cook Promoted.
This Assembly do establish Hamlin Dwight to be Captain of the first Company or Trainband in the second Regiment in this State.

This Assembly do establish Amos Sherman to be Ensign of the 2ª Company or Trainband in Newtown in the 16th Regiment in this State.
This Assembly do appoint John Tainter Jun" of Colchester in Hart- ford County Surveyor of Land in and for said County.
On the Memorial of John Barns of Midletown Shewing to this Assembly that he Acted as an Issuing Commissary duely appointed for the Connecticut Line of the Continental Army from the 30th of Octo- ber 1777 to the 12th of August 1781 & that upon the 12th of August 1781 he settled his Account with the Committee of the pay table and that there was found due to him to Ballance the Sum of £364 8 8 and no provision made for the payment thereof as per Memorial on File
Resolved by this Assembly that the Committee of Pay Table draw on the Treasurer of this State to execute his Note or Notes payable to the said John Barns for the Sum aforesaid with Interest in manner accustomed for the Payment of the Officers and Soldiers of the Con- necticut Line of the Continental Army.
Upon the Memorial of Talmadge Hall Pay Master to the Corps of Invalids now Serving in the Continental Army Shewing to this Assem- bly that the Committee appointed by this Assembly to Settle with the Army for the Months of January February and March 1781, made no Settlement for those Serving in the Corps of Invalids and belonging to this State except in Some Instances where they were returned by the Officers of the Line, although the three Months Pay was deducted out of their Wages at the Time of the Settlement made with them, that the Ballances of those belonging to said Corps and returned in the Line to said Committee are now in the Hands of the Pay Masters of the Line, that in some Instances he has paid the whole of said Ballance and in others a part Praying that he may be Impowered to receive said Bal- lances from said Pay Masters and that the Committee appointed to Settle the Ballances for the Line may be Impowered to Settle with the Corps of Invalids in the Same manner as those Serving in the Line-
Resolved by this Assembly that James Wadsworth Experience Storrs Shubael Abbe and John Felch Esqrs or either two of them be and they are hereby appointed a Comtee to ascertain the true and exact Ballance due to each Individual Officers and Soldiers Serving in the Corps of Invalids belonging to this State to whom three Months Pay hath been charged in the Settlement with them for their Wages for the Year 1781 agreeable to an Act of the General Assembly passed in May 1782, which Committee are directed to deduct from said three Months Pay charged as aforesaid the Sum or Sums which such respective Officers or Soldiers hath recd before the first Day of Feby 1783 in part Payment thereof and make Return to His Excellency the Governor of the Names of such Officers and Soldiers with the Ballances so found annexed to their Names-

And it is further Resolved that the Pay Masters in the Connecticut Line of the Army pay and deliver to the Memorialist all such Sums of Money as they may have recd for the Payment of the Wages in the Months of January Feby & March 1781 any non Commission Officer or Soldier which belongs to said Corps of Invalids to be by said Memorial- ist paid to said Officers and Soldiers.
Upon the Memorial of Alexander Catlin and Benjamin Ackley Shew- ing to this Assembly that for several Years past they have been pur- chasers of Cattle in the Commissarys Department Praying for Settle- ment of their Accounts &c as per Memorial on File,
Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed to Liquidate the Accounts of the Memorialists in the Premisses and draw on the Treasurer for what they may find due to them respectively if any thing to Issue his Notes on Interest for the Same in favour of the Memorialists separately Payable at the end of one Year after the expiration of the present War in the same manner as has heretofore been done in Simular Cases and also to draw on the Treasurer to Issue his Orders for back Interest on said Ballances if any to be paid out of the Taxes that have or shall be laid for the Payment of the Interest of Moneys loaned to this State.
Upon the Petition of Jacob Cuyler &c Shewing this Assembly that at their Sessions held at Hartford in May 1771 they granted an Act of Insolvency in favour of George Caldwell then and still of Hartford by force of which all the Estate of said George was assigned over into the Hands Of Colº Samuel Chapman and Mr Elisha Steel as Trustees to Settle for the Benefit of the Creditors to said Estate* further Shewing that before said Matters were compleated said Steel hath Deceasd which necessarily put a Stop to a Settlement of said Estate Praying this Assem- bly that some meet Person may at this Time be appointed in the room and Stead of said Elisha with full Power and Authority to Join said Chapman for the Purpose of carrying the aforesaid Resolve of this Assembly into Execution recommending Mr Joshua Grigs of T'olland as a fit Person for the purpose aforesaid.
Whereupon it is Resolved by this Assembly that Mr Joshua Grigs of Tolland in the County of Hartford be and he is hereby appointed a Trustee of the insolvent Estate of George Caldwell of said Hartford in the room and sted of Mr Elisha Steel Deceasd and the said Griggs be and he is hereby vested with full Power and Authority to Join said Chapman for the Sole purpose of carrying said Resolve of this Assem- bly passed at their Sessions held in May 1771 into full Execution.
Upon the Petition of William Baxter of Lebanon Shewing to this Assembly that he is Justly indebted to the State of Connecticut by the mediation of Jedediah Elderkin Esq" Praying that he may be enabled to pay and satisfy such Debt in securities Issued by this State,

And it is hereby Resolved by this Assembly that said Jedediah Elder- kin Esqr be enabled to settle and adjust said Debt with the Petitioner and such Sum as shall be found due to said Estate the Petitioner shall have Liberty to pay and discharge the Same to said Elderkin in any Securities due from this State at their nominal value, Connecticut State Bills only excepted and such Securities shall be allowed said Elderkin in settling his Accounts with the Pay Table of this State.
Upon the Memorial of Mary Walker of Bolton Wife of Nathaniel Walker Shewing to this Assembly that the sd Nathaniel Walker is gone of and left the said Mary with four small Children without any support, and that there is due from this State to the said Nathaniel about thirteen or fourteen Pounds lawfull Money for Services in the Army Praying that the said Sum due from this State may be received and that the Taxes due to David Taylor & Gideon King Collectors for said Town from the said Nathaniel Walker be paid out of said Debt and the remainder appropriated to the Use of Your Memorialist as per Memorial on File
Resolved by this Assembly that the Committee of Pay Table be and they are hereby directed on application duely made to draw Orders on the Treasurer in favour of the said two Collectors and the said Mary Walker for Securities for the said Debt due to the said Nath1 Walker and that the Same be applied for the Purposes mentioned in said Memorial.
Upon the Memorial of Elijah Botsford Esq of Newtown Shewing to this Assembly that he was by the Inhabitants of said Town appointed Collector of the State Taxes in said Town and in the faithfull Execution of his Office had been able by Cash and Orders received to make a final and compleat Settlement with the Treasurer of this State, and that on the Night following the 5th of November his House was violently entered by a number of Armed Men which made him Prisoner and plundered and robbed him of one Order in favour of the Select Men of Newtown for the Sum of £30 lawfull Money dated October 1782, one in favour of Daniel Bouden Dated Jany 18th 1782 for the Sum of £50 LMoney one Ditto in favour of Amos Smith dated Jany 15th 1782 for the Sum of £19 16 3 one Ditto in favour name unknown on the back of it Ezra Buoch N79 Sum £24, LMoney the whole amounting to £123 16 3 which he carried to Hartford in October last for Settlement with the Treasurer but was not able to accomplish it by reason of his Hurry in Business Praying that Justice may be done as Per Memorial,
Whereupon it is Resolved by this Assembly that the Treasurer of this State be ordered and directed and he is hereby ordered and directed to Credit the Memorialist the amount of the said Several Orders to the Several Taxes upon which they were drawn and made payable taking care to make proper entries that double Payment be not made.

Upon the Memorial of Richard Smith Shewing to this Assembly that early in the Year 1774 he had proposed a Voyage to England to receive the returns of a number of Ships which he had previously Con- tracted for and was freighted for the West India Islands and from thence to proceed to England that he was unavoidably delayed by his private Business and afterwards, by the Commencement of these Troubles and unhappy War between Great Britain and these United States, untill some Time in July 1775 when he embarked for England on his private Affairs and not in consequence of the War with full purpose and design to have returned in the Fall of the Year 1776, but the Course of his private Affairs necessarily called him to Petersburgh and as soon as the Situation of his Family on his return to England would admit he embarked for America with full design to have come to Salisbury in this State and to have resided on his Interest there and to have become a Member of this Community but was prevented by various Accidents though sought for with anxiety untill this Time and having released all Claim to the Use Government has made of his Estate as being his proportion of the Charge of this necessary War Praying this Assembly to admit him to reside in this State as a Member of the Same and with a Right to enjoy and participate of the Liberty and Burthens thereof as Freeman of this State, and to remove his Family and Effects therein, and to enjoy and be repossessed of his Estate lying within the Same, giving the same Test and Pledge of his Allegiance and Faithfulness to this State as other Freemen and Inhab- itants by Law are required to do as Per Memorial on File,
