9. Requests for Ministerial and District Meetings from the South Keokuk and English River congregations, on motion, de- cided to hold the next Ministerial and District Meetings in the South Keokuk church, Keokuk Co., Iowa, on Thursday and Friday before the first full moon in October. 1896. Ministerial Meeting on Thursday and District Meeting on Friday.


10. Eld. John M. Follis was elected delegate on Standing Committee, and Eld. J. P. Bailey, alternate, for 1896.


11. District evangelist, according to Art. 5, Peter Brower; al- ternate, J. M. Follis.


12. Eld. John Follis stated that he had been chosen as elder of the Middle Creek church, and had not accepted. He desired this meeting to appoint some one else. On motion it was decided that Bro. John take charge of them as elder.

1. Bro. A. Wolf makes a statement of a division of church in Jefferson County last May. District Meeting ratifies the work, the name to be Pleasant Hill church.


2. Bro. M. Myers makes a statement that members "lettered themselves off " at Adair. Meeting set that work aside. Brethren M. Myers and J. P. Bailey to attend to adjusting matters.


3. Will the Southern District of Iowa restrict her members from having Sunday-school conventions in her meetinghouses, or representing by delegate at other places, and otherwise taking part with them? Rom. 12: 2. See also Minutes of Annual Meeting of 1882, Art. 22; also 1888 and 1893. Decided to stand by decisions of Annual Meeting.


4. Does the District consider it best for ministers to attend prayer meetings where such meetings are held, or would it be best to leave such services to the deacons and laity? Answer .- The ministry should attend such meetings.


5. How shall we deal with brethren in the first and second degree that heed not the decision of Annual Meeting and the Gospel that are so plain, James 5: 14, 15, but take it on them- selves and anoint members when elders could be obtained handily to do the work?


Answer .- Decided to stand by decisions of Annual Meeting, and such violators to be admonished, and if they continue, to be dealt with as transgressors according to Matt. 18.


6. How does the Southern District of Iowa look upon the use of organs where we have meetings at outposts, and also closing meetings different from the regular order of the church? Answer. -Decided that brethren should try to adhere to the order of the church.


7. The Libertyville church asks District Meeting that No. 5 of Minutes of 1895, be amended by inserting after the word " elect," the word yearly. Passed, and churches to instruct their delegates whom to vote for as evangelist.


8. Franklin church, Decatur Co., Iowa, in council assembled, ask District Meeting to say whether it is still considered the duty of Christians to fast? Answer .- Yes. See Mark 2: 19, 20 and Matt. 6: 16-18.

9. English River congregation and Mt. Etna congregation re- quest Ministerial and District Meeting for 1897, or as soon there- after as they can get it. Decided by vote to hold next Ministerial and District Meeting with the English River congregation, on Thursday and Friday before the first full moon in October.


10. Bro. A. Wolf made a statement concerning the Middle Creek church, showing them to be out of order. The elders ap- pointed Elders A. Wolf and L. M. Kob to go there with Eld. John Follis to adjust matters. Passed.


11. Bro. A. Wolf mentions the condition of the members in Louisa County, and wishes to be relieved of the oversight, etc. Decided that Bro. A. Wolf retain the oversight and that the Mis- sion Board give assistance in the work.

Queries were then taken up and disposed of as follows :


1. Is it right. or according to the Scriptures, or order of the Brethren, for a brother or sister to attend or take part in a soldiers' reunion, where they tolerate all worldly sports, such as dancing and merry-go-rounds? Or is it right for a brother to lease his land or any part thereof for such things mentioned above?


Answer .- No; not right to attend such places or encourage such evils by allowing their land, etc., to be used for such pur- poses.


2. Is it right for brethren and sisters to make or attend birth- day dinners, ice-cream suppers or surprise parties? Answer .- Wrong; see Luke 14: 12-15, and Minutes of Annual Meeting, 1884, Art. 8.


3. This came from Coon River church, Middle Iowa, relative to Adair church. Answer .- We send two elders there to set in order things that are wanting and do with them what they, in their judgment, think best. Elders appointed : J. P. Bailey and L. M. Kob ..


4. The South Keokuk church requests District Meeting to en- courage the work of Sunday-schools throughout the District. Answer .- All our members should take a deep interest in this work and use their influence to get others interested. We further au- thorize our ministers to organize Sunday-schools wherever practi- cable.


5. We ask District Meeting of 1897 to amend our home mis- sion plan as follows: The board shall not be confined to helping isolated members, weak churches, etc., but have the right to do work anywhere in the District, and in any way they think will be beneficial. Answer .- Passed.

Answer .- Only such shall serve that are elected by the church, or their alternates.


2. Three papers came up under the head of "missions," the following being acted on : English River church asks District Meet- ing of 1898 that, to comply with the "Go ye" of Matt. 28: 19, they take steps to have tracts distributed throughout the District, the Gospel preached where opportunities offer, and mission points es- tablished as far as they can be arranged for.

Queries were taken up and disposed of as follows :


1. . The Fairview church asks District Meeting to require churches having queries to present, to send them to the District clerk six weeks before the date of District Meeting and the clerk to be required to have the same printed in convenient form and send ten or more copies to one minister of each local church for distribution.


Answer .- Passed.


2. The Libertyville church asks District Meeting to elect all of her officers including delegate to Standing Committee by written ballot in open council. Amended that the officers be changed every year and passed.


3. Will District Meeting of 1899 decide that sisters. to serve as delegates, must be in the order of the church as well as the breth- ren, and also define the order of the church for the sisters?


Answer .- District Meeting so decides and adopts Art. 12, 1886, Minutes of Annual Meeting and 1 Tim. 2: 9; 1 Peter 3: 3, 4.


4. The Mission Board asks District Meeting of 1899 whether they will not urge our churches to elect more ministers from time to time, some of our churches not having elected any minister for many years and the scarcity of ministers is one of the great hindrances in carrying forward the mission work?


Answer .- District Meeting so urges and asks all of our churches to labor earnestly towards the end of having more laborers in the vineyard.


5. District Meeting, Greeting: We, the Mission Board of Southern Iowa, ask whether this meeting favors city mission work and whether the District desires that the board try to establish city missions in our District? Answered in the affirmative.


6. Monroe County church asks the District Meeting to con- sider the advisability of setting apart a half day besides the min- isterial day for the discussion of Sunday-school subjects ?


Answer .- District Meeting considers it advisable and sets apart Wednesday afternoon before Ministerial Meeting.


8. The Monroe County church asks District Meeting to ap- point a District librarian who shall collect and preserve all docu- ments valuable as history of the meetings and work of the District and try to get a concise history of each congregation and any- thing that might be assigned to him.


Answer .- Passed and Willis Rodabaugh, of Fredric, Iowa, ap- pointed as librarian to act until there are good reasons for a change.

The following business and queries were then taken up and disposed of as follows :

HISTORY OF SOUTHERN IOWA


1. The above organization, known as Salem, was accepted as a regular organized church.


2. The Fairview church asks District Meeting to define the functions and powers of the District Mission Board, with refer- ence to Art. 5, Minutes of 1897.


Answer .- The above article gives the Mission Board unlimited power, not only to preach the Gospel but also to settle difficulties if necessary.


3. We, the Pleasant Hill church, petition District Meeting of the Southern District of Iowa to hold the Sunday School Meeting on the same day as the Ministerial Meeting, by devoting at least three topics to the Sunday-school cause.


Answer .- Passed. But this shall not prohibit churches which desire to devote a whole day to Sunday-school and also one day to Ministerial Meetings.


4. The South Keokuk church asks District Meeting to recon- sider Art. 1 of 1899, and have it read "two weeks " instead of six.


Answer .- Reconsidered and granted.


5. This was relative to the Ottumwa mission, and was referred to the Mission Board, they to have them organized into a separate congregation if they think it expedient.


6. Decided to continue the present plan of raising missionary money by raising one dollar per member throughout the District, and urge the elders of the District to execute it in their respective congregations.
